Go to Settings -> Language & input -> Voice Search -> Download offline speech recognition -> All -> Choose the language.
After downloading, go back a page and select Language -> English -> Choose the English dialect/accent you want. And you're ready to go!
Hope it helps anyone wanting to change this.

there are many on the dropdown list

Choose
HH:MM:SS - 24 hr format
H:MM:SS - 12 hr format

The regional settings are only for programs (sms, text, etc.)
I guess we have to use registry but WHERE ?
There is also a way to change the date format in TF3F screen for example to:
"Sa, 05.07.08"
here´s the how to:
open file "7e640092_manila" with TotalCommander under /windows.
serach for code:
<trans-unit id="IDS_DATEFORMAT">
<source>dd.MM.yy</source>
</trans-unit>
and change to:
code:
<source>ddd, dd.MM.yy</source>
So you can add the day to the date.

This ist just for the german version.
The file for englisch rom is called different, but i will add this tweak to "Diamond TF3D Config".

try this for Input Options...
Try this and let me know if it works for you...
- Backup your registry
- Go to [HKEY_LOCAL_MACHINE\ControlPanel\Input]
- Remove the "Redirect" value
- Soft Reset
- See if Input Options is there
- Post your findings
I live in Germany and also do a lot of international traveling. I have my phone set to English, but it switches to the local language every time I change my SIM. I have two SIM cards that I use in Germany and switch out quite often. How can I prevent the language from switching to german every time i change my SIM? It might sound like a minor issue, but it gets super annoying after a while.
You only need to change these lines:
ro.product.locale.language=en
ro.product.locale.region=GB,en
search for other with DE or ger in it.
It can be found in build.prop

Find those lines in "build.prop" file, which is located in /system/build.prop (on the internal memory)
You can edit it manually, or use applications like "ROM Toolbox" or "build.prop Editor"
