Did you try clearing data under the 'Google Services Framework' app?
Update: Anyone not seeing the update, try the following: Go to Apps>All>Google Services Framework>Clear Data then search for an update again. It should say last checked 1970.
This will cause loss of root/unlock right?
I got the notification in Salt Lake... I'm currently running clean ROM.

If you install and use Voodoo OTA Rootkeeper from Play you can easily maintain root. Worth doing before you update.

Per a comment on a Droid Life Article, to force the update
Turn on Airplane Phone
Force Stop Google Services Framework and Clear Data
Turn Off Airplane Mode
It worked for me, but of course it could just a coincidence.

I got it too here in sweden at 2.54 am! Had to do the airplane mode on > stop google services framework and clear data > airplane mode off procedure but now it's installing the update. The nexus 7 was my first nexus device and therefore this is my first experience of an update on release day and it feels kind of uplifting haha!

Seriously though, you will get the new market soon, it downloads and installs in the background without you seeing it, and then one day soon you will open market and be greeted with a brand new EULA and a brand new market too!
Or you can google it and download the APK.
Or just go here:

Download the apk to your phone and install it. Bam, new market

ummm.. this is COMPLETELY wrong. you get updates silently from Google.
you can force it to update manually by force closing market and deleting the data
or... download the apk
My problem is, it's updated, but it doesn't show all my downloaded apps. What gives? I went through each account and none of them are there. It seems only 7 apps show and it looks like only the paid ones. I've downloaded well over 60-70 apps. None of them show.
I'm on Android 2.3.6 Nexus S (Tmobile) and am running stock--no ROMs whatsoever.
What issues have you experienced on Android 4.3?
In my case the wipe dalvik cache starting apps on boot bug still exists which is just irritating and the developer of Clipper has found a multi-clipboard crash on Android 4.3 which was reported to Google.
Miracast no longer works with play music app. Guess they disabled because of their chromecast dongle. Very naughty google! Taking cues from apple now?

I heard that other people had the same issue, try wiping the Play Store cache and data, if that does not work then do the same to Google Play Services of it is there (icon disappeared and turned to an android on my side in the battery menu).

Most of these "issues" that you're talking about are not 4.3 issues, they're app issues! Apps need to be updated to work properly on 4.3!

True BUT Android 4.3 is causing this class issue for certain applications and plus this thread is about the issues within the OS, application issues to do with the OS itself and much more.
Basically this is about issues people suddenly get after the update.

No no no, you just try wiping the Play Store or/and Play Store Services and if that does not help and you are using the first email you added to the device then you need to factory reset.

Are the notification light working properly with the 4.3 or we still have to use Light flow to get them?
Since getting the ota update to 4.3 my nexus4 has been having performance issues especially when playing games. Playing a simple game like candy crush is stuttering and having a drop in frame rate, is anyone else experiencing the same problems?
Hi, I have some litle issues too.

In Apps>Infor for Go Launcher Ex, I set to not show notifications, but after restart I'm geting icon again.

Yeah you are right,i thought it was impossible cause in earlier android versions it was impossible.
About your issue try uninstalling Google play service and playstore than clear data, reboot and let it update itself again.

Hey everybody ! I'm a regular user of Google wallet and since the android update to 4.3 I'm unable to utilize the apk.
I've tried with stock rooted and with custom rom but to no luck
I'm trying at a McDonald's location that I know works based on the fact that I've used it many times in the past. At least prior to the update.
Had anyone been able to use Google wallet since the 4.3 update?
Edit: I'm using an ota based rom
Interesting. I had no issue setting it up or enabling tap-to-pay, but I haven't actually tested it yet. I'm sure the custom ROM wouldn't work if it was anything besides Sense based, but I'm not 100 on Sense based custom ROMs. I'll test it out this evening when I swing by PetCo.
I haven't had any problems. Tested yesterday

What rom are you using please?
Have the same problem as OP. Tried it Stock rooted and BadBoy which im currently running. Both no go. Setup was fine, but when i try paying with it, nothing happens. And yes, my NFC was on and had a stable LTE connection.
No issues for me. I even got used as a training experience for a new PetCo employee. Apparently they'd been waiting on me coming back in so they could show them how to handle NFC payments. I'm not sure how I feel about being that well known at PetCo for using Google Wallet.
Tried Google Wallet at CVS Pharmacy and Best Buy both times the transaction was declined even though I wasn't close to my max credit line or on my debit card.
I've had issues since the update to the Google Wallet app. Not sure it's 4.3 the problem. But I'm getting a transaction declined when I use it. But I know it has nothing to do with my limit being reached because I always endup paying with the actual card.
Sent from my HTCONE using Tapatalk 4
@rougegoat & @Deathsnuggle was your use while on the new 4.3 rom or something else?
My experience is nothing happens. No vibration (which normally happens when you place phone on nfc placard to pay)
no denied (because it doesn't connect or communicate)
and after trying to communicate with my wife's phone (HTC evo 4g lte) which normally at least vibrates to acknowledge something's attempting to communicate, nothing happens there either (which used to before the update)
And just to clarify I did the radio update, firmware update, recovery update, then rom (android 4.3 w/sense 5)

Ok I wanted to post that I found out what was causing MY problem... I was using exposed framework. I'm NOT SAYING that it breaks nfc but some combination I had going was causing my issue.
I installed my rom again without exposed and it works again.

Yea I full wiped the other day and didn't install anything EXCEPT Google Wallet and couldn't get it to work. Wallet says tap and pay is setup correctly, but can never authorize a transaction even though my phone beeps and vibrates when it makes a connection with our vending machine. I'm on Badboyz, which is pretty close to stock.

Yup. I tried with the Google wallet apk update too
Anyone else having problems with the play store tonight? I did DG's root earlier, but I think it's unrelated because I didn't notice it until tonight.
I've tried clearing cache and data, in the play store and google services. I've even tried removing and adding my google account with mutliple reboots.
It fixed my original error [RPC:S-5:AEC-0], and now I'm just getting a server error (500).
Anyone else notice this? I want to know if it's google and I need to be patient, or if it's just me and I need to keep troubleshooting.

I was 10 seconds from starting a thread myself, getting the 500 error myself as well. I tried all of the following:
1. Go to settings -> Applications -> Manage -> All -> Market
2. Press the Force Close button, press OK to acknowledge this is what you want to do.
3. Press Clear Cache, press OK if it asks you to confirm your actions
4. Exit the screen
5. Go to settings -> Accounts and Sync
6. Click your Google account
7. Press Remove at the top right corner. Press OK to confirm this is what you want to do.
8. Exit the screen
9. Launch Market
10. The Market app will ask you for an account. Put your Google information back in.
11. Once you put the account info in, you'll get the disclaimer. Press OK.
12. Now try to download an app.
But you said you tested it on a non-rooted phone and it gets the same error at least puts me at ease a little. Are you on a custom FW or Stock?
I am on the new root. I have an s4 one another line and it is not rooted at all and it is getting the 500 error
