This built-in Quad Core Control in our phone, what does it do? Downclock or turnoff some cores?

Were have you found this option?
Sent from my LG-P880 using xda app-developers app
It's a free app/script that launches a settings panel that already existed on the rom. I guess it seems likely to assume it would let the phone wait longer before powering up extra cores, and for example automatically freezing processes instead of spawning new threads to make sure you don't power on more cores than necessary. Maybe powering down modules more aggressively, unmounting sd-cards, antenna-modules, that sort of thing. But there's no documentation for what it really does, or if it's implemented fully (or half-way)... Didn't really seem to make much of a difference when just running normal small apps. Could be it has the same effect as the "power saving" function. Because that routine runs an active check, just having the function enabled could use more battery than it saves anyway, etc..

It just switch off CPU to 2 cores.
Can somebody tell me how to activate this option?

It's called quadgearbox and it is available in the play Store.

Actually I found this option within the activities of Settings... I used nova launcher's shortcut option...

I think the answer to your question is already in his post. He used a shortcut that was available in the Nova Launcher. So we with our stock ROM and stock Launcher don't have that shortcut to the QuadGearBox settings.
Also from the original QuadGearBox thread, original first post:

Hey,
In my quest for root and an overall more usable phone I stumbled upon LGs QuadGearBox.
...
You can choose any shortcut app and dig into settings where you will find QuadGearBox or just use my wrapper-app:

I don't use one. If there is an open app I just swipe it closed using the bottom right soft key, seems to kill the app.
On ICS it didn't seem to kill it, now it does, but I could be wrong.

Actually swiping from the "recent apps" does not kill the app. HUGE "wives tail"

I suggest you to move this app in system and don't disable notification from app
Go to setting>application>select this app and choose hide notification option

Maybe there are too many apps running on backgound. It eats your ram and cpu all the time. I use Greenify to help my phone become faster. Just learn more about greenify. Give it a try. Free on Play Store.
Try disabling all animations on developer options, then try to root(if didn't do that yet) then remove bloatware and try to install greenify and hibernate unnecessary apps and also you can try Ram manager after installing busybox
