Afaik there's only one hardware version available of the Galaxy Camera. So any of the published firmware files should work fine. Just ensure it supports English language.
It could however happen that the 3G radio doesn't work, depending on if the radio frequencies used in the intended countries differ from the ones in the U.S.

there's a 4g version, and all those problems related to Odin failing on modem are probably caused by flashing a 3g Rom on a 4g device.

That's unlikely. Even if somebody would try this he would end with a not or not properly working device, flashing itself won't be an issue.
Apart from that I had the same problem and also Heimdall wasn't able to flash the modem.bin (3G) on my 3G camera.

I think I may have an imported "German" Galaxy Note that has a German ICS ROM. Is it possible for me to switch to a NZ ICS ROM? Do I just have to download the NZ ROM software from a website?

I can see from your sig that you're canadian. You cannot currently install non-Canadian software. Our model number is P880g, while ALL other 4x are P880. We have no idea whether the software would actually run, because a model-check in the installation process has prevented anyone from actually installing it.

Only firmware available to you for flashing is on this link and ONLY under CANADA section, and ONLY for your operator: http://lg-phone-firmware.com/index.php?id_mod=15, and because LG official sw update tool wont recognize phone IMEI (i have similar thread with one member in forum, and how to help him), you can only flash with KDZ flash tool (or similar non-offical method), and if you on WINDMOBILE latest software is V10F for you! If you wont Jelly Bean you have to wait your provider to make it available (if ever do)!

Wrong. Canadian baseband might not be compatible with the Euro-open firmware. So the answer would be no if you have the Canadian branded model.

Now I'm running the Nordic version. 253 with R5A and 3 days ago I was on. 253 R4A and so fare as I can see, there no difference in pre installed apps, the only difference I see is in browser and bookmarks in this Nordic version is newspaper from Norway, Sweden and Denmark
In the danish R4A is nothing at all

well, if you bought it from amazon, chances are that previous owners had flashed a ROM, which is official for Korea.
I'm from Bulgaria, but am currently using a XEC ROM (which is not BG) and all is working fine, so no need to worry about it if your phone is functioning as it should be
