You could use uccw to make widgets and have your screen look just the same. It's a lot of work but if that's what you want, could be worth it.
Then how does the hd2 go to a droid that's not illegal?

You're talking about 2 completely different things.. Windows phone have their own OS and firmware.
You can make it look alike using apps and widgets but can't completely port it.
A open source (like AOSP) can be ported and worked on at free will and well, Windows firmware isn't a open source.

He isn't using a theme, that is stock Gingerbread.

I have the same answer as the other night. In the screenshots there is no theme being used. It is his stock build.
So he modified the stock to look the way it does. I get it now.

Was not possible even for the leaked ls2... You need tw framework and A LOT of other unknown stuff for it to works... I don't think it will happen

should be easy to program, just create launcher with windowed running app capabilities. Spawn apps within a defined area To bad I lack programming skills, but it should be easy doable.
my favorite was www.aspecto-software.com/rw/applications/dynamo/ back in the day. But then again it wasnt a launcher Not sure if it allowed control in multiwindowed view

No, it isnt, original latest cm10.1 builds dont have tabletUI, and the phone UI is ugly on a tablet.
