As far as I know its not possible yet.
Existing methods dont work, we need someone to work on this

Hi all, is jelly bean 4.1 firmware the same for all models, for examble will the jelly bean rom for a galaxy s 2 work on a galaxy note? I think i read somewhere that that was the plan. One rom for all phones and tablets.

Not possible no you misunderstood jelly bean is the same BASE for all Android devices phone or tablet however each device needs it own kernel with its own drivers etc.
Roms from different devices will never work on other devices, they have to be ported

You don't need to downgrade man. There is an exploit for jb.

but to answer your questions , the officialrom is currently on 4.1.2 there is currently no update planned , but a 4.2.2 ROM (cm 10.1) and a dev (kholk) is working on otg.

I read that some People have issues and laggs after updated to Jelly Bean and done a Factory Reset. So my Question : What is better for the 4X HD, ICS or JB? Is ICS smooth as JB's Project Butter? Is it necessary to updated it? Im afraid of updating to Jelly Bean. I dont want laggs and issues. Also after done Hard Reset
