i have compared Bootloader unlocked and Bottloader locked Devices (all 262-000).
And itßs all same, except ODM_RESERVED in/sys/firmware/fuse/.
bootloader Unlocked have 0x00000000000000000000000000000000000000000000000000000040000000c0
but Bootloader locked devices have 0x0000000000000000000000000000000000000000000000000000008000000000
Is it the the problem for no unlocked Bootloader devices?
How can we change the ODM_RESERVED?
And Sry for my very bad english

due to the fact that it's in /sys, you can change everything as you wish. it's all kernel related and it gets restored after every reboot...
and i don't think that this is the value, that decides if the phone unlockable or not, i think it's only a flag, that tells the system if the BL is unlocked or not

What do you need to do ?
Flash a custom rom ? Don't need unlocked bootloader for that now (unless you are in 2.3.4)
Re-lock bootloader to sell phone ? You can't.
I don't see any icon at boot. I have installed Mark Denver's ROM 2.3.5.
Well if you don't see the unlocked pad lock at the splash screen that means your bootloader is locked. And just so you know you can do almost everything with only root access you don't need an unlocked bootloader.
I`am considering buying the One but have one question.: Am i correct to understand it is no longer needed to unlock the bootloader on the htc.dev site with a unlock key because there is a possibility to get S-off? And when relocking the bootloader (for what reason whatsoever) does the bootloader then say Relocked instead of Locked? Thanks for any usefull info

why peoples don't unlocking bootloader, and asking "is this rom have locked bootloader version, or can you do this?"
and why developers making locked bootloader roms? unlocking bootloader is very easy operation and everyone can unlock bootloader easily, and everyone can relock bootloader.

A far as i know there are Xperia devices that are factory set to not allow bootloader unlocking and there in no way to unlock it safely.

1. Some people simply don't want to void their warranty.
2. Unlocking makes it possible to hard brick your device, if used wrongly. And new members might not want to have this risk.
3. Custom kernels are often more unstable than stock ones.
4. Some bootloaders simply cannot be unlocked. ;D

Open the dialer and press this *#*#7378423#*#* to open the service menu
then go to service info, then configuration
Then if under rooting status it is written bootloader unlocked : yes , that means your bootloader is unlocked

if it says it is allowed to unlock bootloader that means it has not been unlocked you still have to unlock it
I unlocked my bootlaoder officially when i was using Marshmallow and bootloader got locked again after flashing factory image of nougat . Can we use same key obtained from Huawei previously to unlock bootlaoder again ?

Unlocking bootloader always has the same code and the same instruction to do this. Your phone stays the same, software hasn't got anything to this.
