I spent the winter in Ukraine and brought back a kyevstar micro sim card. Inserted it into my new developer edition just to see what would happen. It accepted the card. I get the full phone signal with the R for roaming. It reads At&t Kyevstar. No At&t card has ever been inserted. I do not see a reference on the net where At&t has any affiliation with Kyevstar. Weird.
If I had to guess I would say you're roaming on at&t's network. And being charged mucho $$$.

I just got the Tilt and have unlocked it but I had to use my spare Roger's Sim Card for the Tilt to recognize the sim card. The Tilt doesn't recognize the T-Mobile sim card when I insert it. On my other phones it will read it. The sim card is about 3 years old, not sure if the Tilt only accepts larger size sim cards or what. Is there any way to fix this?

How did you unlock it?
It's not necessarily larger sim cards, but 3G sim cards if you need to use 3G. But it shouldn't affect your voice signal.
I inserted a different Sim card other than AT&T, asked for the unlock code and I entered it. Unlock was sucessfull but only with the Roger's sim card, I use that when I travel to Canada. My primary carrier is T-mobile, anytime I insert the T-mobile sim, the tilt says the sim card is missing. I thought there was something wrong with the actual sim card but I just placed them in my K800i and w810 phone and saw the sim card with no problem. I don't care for 3g since T-mobile doesn't support it yet.

Did you try to go into network under the phone settings, and select automatic?
It is set to automatic, the problem is that the Tilt believes there is no sim in the slot when the sim card is in the slot.
if the sim is 3 years old it maybe the sim is actually too old for newer devices
we have found this with some devices with some vodafone devices.
I work on all mobiles (In the US) for a living and due to the old SIM revision, it is too old to be recognized in newer devices software. If you go to the T-Mobile store and buy a new SIM for $15 they will move your service to the new SIM and the Tilt will read it.

I have a quick question:
I was in Smith, Nevada recently, using a G1 with a Tmobile SIM card, and the phone did not get service. However, the phone did say that there was an ATT network present, and my friend's phone got reception just fine. However, when I tried to manually switch to the ATT network on my phone, I got a message saying that the sim card does not allow me to register on the network. How can I make the phone register on the ATT network when there is no Tmobile service?

Allow roaming? Best answer I got.
You could buy a cheap pay as you go att phone and swap the sim in yours.
Errrm, I think roaming is enabled. Is there a hack or something that can override the sim card's programming?

I have an Atrix HD from ATT, I bought it unlocked at Ebay. I used it with my ATT sim Card, then with Movistar in Colombia for vacations and everything was working great. Then I came back to the US, used a T-Mobile sim card and now I can not use any other sim card. The only one it accepts is the T-Mobile one and it works fine. If I pop any other sim card it gives me no signal (a white cross appears in a red circle where the circle bars should be).
My phone is rooted but I have not flashed any ROM or done anything else beyond installing Superuser and Titanium Backup. I already did an internal and an external reset and none works: The only sim card that gets signal is the T-Mobile one. Called T-Mobile and they said they cant help me since the phone is not supported.
My hint is that somehow the T-Mobile sim card switched my frequency bands. Whats funny though is that now I am in Colombia and when I insert the T-Mobile sim card and check which network is my phone connected to it shows Movistar and the signal bars are great. If I pop up my Movistar sim card it gets no signal at all.
Any help will be greatly appreaciated.
You must have setup the sim card lock disable that and then try putting in another sim

I've got my phone setup with a Fido (Canada) data SIM and MTN (Nigeria) SIM for roaming in the second slot. I am using a sim adapter so a 128gb Samsung memory card is also hooked in. For some reason the MTN roaming SIM will not receive calls, most callers to that SIM card are told the number isn't available. However, if I switch off the second data SIM, the First SIM will then be able to receive calls without any problems. I've taken out the sim adapter and memory card, but this still persists.
Has anyone experienced this before or know a way to fix this?

So the phone is not a dual-SIM phone, it is only with the "adapter"?
It is a dual SIM phone alright. These hybrid dual SIM can either take two SIM cards or one SIM card and a memory card. If you want all 3, then you need to use an adapter to achieve that.
