If I get the Dev Edition of the HTC One, which forum do I use to get ROMs for it? There's no dev edition forum, only international, Sprint, AT&T, and T-Mobile.
You can install any custom rom to the dev edition, so you are in the correct forum.

Dev Edition has unlocked bootloader by default. If you by carrier editions with locked bootloader, you'll have to unlock it first.

Yes, but are there incompatibilities between the hardware of each addition such that there need to be ROMs made for specific handsets. For example, ROMs for the GSM Galaxy Nexus don't usually work with my Verizon Galaxy Nexus.

Let's assume for a moment that the rumors of an HTC Google Edition are true. If so, would those of us with the Developer Edition direct from HTC be able to install the same AOSP ROM on our devices? Any chance HTC makes it available to those of us without carrier branded devices?

If they are the same hardware and we have s-off all GSM one's dev or not should be able to.

You would need it if you wanted to change cid's like if HTC does do a AOSP ONE that would have a different CID and we could not use the ruu.
Or if you want to flash hboot.
We dont really need it as we have a way to flash the radio and we can flash kernel. But it is something I want
I have the 64 gb htc one dev edition and I thought I understood the unlocked part, but then I saw a bunch on here about unlocking bootloaders on the dev edition and that got me confused. Is the unlocked part referring to the ability to take it between carriers or the state of the bootloader?
Assuming I root my one, I still want dev updates (ota rather than flashing roms) but I also don't know what happens if I am rooted and then take an ota update. Finally, since I won't be flashing, I don't need to unlock my bootloader, right? Thanks!

Both.
Some people re-lock their bootloaders at some point and then "re-un-lock" later on, but in general you shouldn't have to worry about unlocking the dev edition in either sense of the word .

No you cant. The answer to your question is in the other posts asking the same question. To put it simply, the hardware is different when it comes to the radio.
I have a sim unlocked Verizon HTC One which i have been using in India (Mumbai) for quite a long time now(it's dual-band CDMA/GSM). the phone is S-off and rooted from verizon htxc one forum. My question is whether could i flash other roms / kernels present in this forum on my device?
if yes should i flash some firmware in RUU before installing the ROM? Also which twrp recovery should i use verizon one or international one?

Hello I've been searching through the forum to find out how to unlock the bootloader for the Moto X 2nd gen , I'm in the UK and most of the threads are US related , can I unlock the bootloader through Motorola website I've tried to search but it comes up as only pure edition can be done or att Verizon ones
So is it possible to do as I want to install lineage os
