You need to be rooted and edit your build.prop and add this line.

What exactly is fast dormancy?
Could you please mention why you want to the that?
FYI fast dormancy more often than not happens on the network end.

Basically it's when you're using the internet you will initially be connected in HSDPA or H+ (assuming your network provides that) to provide the fastest speeds to load the page etc.. However when you then browse said page you're no longer actually using the fairly large allocation of fast bandwidth you get with H or H+ and so you are automatically downgraded to a slower network such as 3g and then from there to a slower network and on and on based on how much time you spend not using the connection. From the networks points of view this frees up bandwidth for them to assign in other places, however from yours it can be quite the battery hog if you are constantly having to reconnected your data connection every time you spend a few seconds not actively using the internet. Disabling fast dormancy pretty much does what it says on the tin - disables your network connection from quickly going dormant.
However as I said at the start many networks now employ fast dormancy at their end and so regardless of whether it's disabled on your phone, your data connection will still quickly scale down. You should first test to see if your network employs it (google to find plenty of guides on how to do that) and if it doesn't and you still want it off then I imagine Riyal is spot on with that build.prop edit.
isnt it possible without being rooted?
A necro-post, I know but... Does this hack apply to the M8 as well as the M7?

hi,
i have been thinking if there is an app available where the phone always uses 3g when available, however, when the phone is in sleep mode, it will switch to only use 2g(edge).
because honestly i do not need 3g unless i am browsing the net, so even if an app can just make the phone use 3g when browser is launched, then this will dramatically improve battery life

That's how (most) phones work. If you look at your symbol up top, you'll see when you click on your browser the symbol switches and when you close your browser, within a few seconds it switches back.
I could be wrong, but I'm pretty sure it only uses network when needed. Its not like iPhones.

AFAIK - there is such an app, and it'll work only on the specific ROM it was designed for - permissions issue. Look for it in Themes & Apps section.
Try "3G Only" or "Switch Network Type" they r both in the Market!

Hi guys. I used to use iPhone4 until yesterday when I switched to Galaxy Note purchased from Amazon.com. I used the typical APN setting for GN widely available on this forum (didn't root, still works fine and IMEI issue hopefully doesn't occur to me), and I receive calls just fine, use data just fine as well. However, I notice that whenever it's using data, it switches from 3G to H+ and goes back to 3G. Also, the internet is somestimes satisfyingly fast as well as facebook, but sometimes, it requires several tries to get the internet working, as compared to iPhone4 where the internet speed was typical but stable.
Any ideas on this matter? I really appreciate it.
This is probably related to a feature (enabled by default) known as Fast Dormancy. Since AT&T's network doesn't take advantage of this feature, all it does on your phone by being enabled is waste battery and make your data speed erratic.
To fix this problem, disable Fast Dormancy.
Go to dialer and input: *#*#9900#*#*
This should bring up SysDump menu.
The second option up from the bottom should be:
Enable fast dormancy(Current State : Enabled)
Click on that, and it should then read that it is disabled. Exit and you're done!
Enjoy!

In my case, when I'm not using data, the status is shown as 3G, but as soon as I have any kind of data activity going, it switches to H+ and starts transferring stuff. I will experiment with it for a few more days and see how this goes.

Yeah that's normal. Basically, instead of switching very quickly between UMTS/HSDPA/HSUPA/HSPA+ while actively using an open data connection, disabling fast dormancy initiates a connection with the tower at the fastest available rate first, and then sticks to that as long as signal quality and strength supports it. Also, the connection remains active for a little longer after data transfer stops before it returns to dormant idle state.
Think like the difference between a race car vs a jet. The Car is much more agile when it comes to getting up to speed and going back to rest than the jet. However, once the jet gets rolling and in the air, it just soars.

So what's the reason for Fast Dormancy then? If it doesn't do anything good, why would it exist and be enabled by default? Seems like it would at least help battery life, rather than hurt it.

It's probably enabled for European providers, which this phone is produced for.
I was at AT&T this morning switching out my iPhone 4 and asked the rep the same exact question! His response, after asking his manager, was that it was due to signal quality and strength...

From AT$T's website
What is fast dormancy?
The fast dormancy feature allows an app to send a control message to unilaterally and immediately demote the device to a lower power mode, without waiting for inactivity timers to expire. This conserves battery power and makes network resources available sooner to other network users.
But fast dormancy is difficult to use. Predicting the end of a connection is easier on certain types of apps (an online banking transaction, a file transfer) than others (random web browsing).
Used too aggressively, fast dormancy can actually worsen matters, since dropping to a lower power mode may affect other concurrently running apps that would almost immediately require the device to be promoted.
To avoid this, AT&T researchers (again in collaboration with the University of Michigan colleagues) are proposing Tail Optimization Protocol (TOP), which implements fast dormancy using a simple interface that coordinates among currently running apps before demoting the device.

hi guys. i'm on Cm7 kang! and i wonder that to save battery, should i set the phone to 2g only or just disable the data access over mobile network? i've made shortcuts on the notification power widget to do the both things. but when i change from 2g only to 2g&3g it takes me some minutes to connect so i can't access the network immediately, that's so inconvenient. so if i just disable the data access, will the phone continuosly search for UMTS network and drain my battery? does disabling data help me save the battery as much as i need? looking forward to u guys. thanks.

I have activated 3G service on my note. Got the 2gb for Rs 450 plan. I have noticed that there is a huge difference between the usage shown my 3g watchdog (and settings>data usage) and Airtel records (by *123*11#). If I use "Internet" browser just for a minute of casual browsing and close the browser, then upon checking the balance on airtel it shows I've used 9-15mb within a minute whereas 3g watchdog reports a much realistic usage. The difference is nearly 10 times.
I have tried searching a lot online. Have got tips like restricting background usage of apps to wifi only and disabling automatic backup and restore. Have done all that and yet the problem continues.
What could be he problem? I'm totally at a loss. Its been just 3 days and I've hardly used 3g since I have wifi at home and yet as pet airtel records I have used more than 400mb. No videos or songs were downloaded and no YouTube.
Have any of you guys noticed such a huge difference between the usage reported by your device and operator? A few kb here and there is fine but 4mb cannot be reported as 40mb! Please help.

I use 3g on my note in Mumbai(Airtel) with the same plan that you have mentioned. I have tried many data counters apps and settled on onavo because it gives me the closest value that you get on *121*11#. Still when onavo reaches 80-85% my plan gets over and they start charging per kb. But your case sounds too extreme. If as you say u don't have many apps and have no mods or custom rom then its Airtel to blame.

What about the inbuilt data usage counter in ICS? Does it show the correct usage?
Thats way too extreme bro even I'm from Calcutta although I don't use Airtel cos their network sucks at my place.
It seems the apps are eating up all your bandwidth. I am on Aircel 3G and don't have problem like yours.
Since you tried all the possible methods all I can suggest you to keep Data Network Mode deactivated when you not using it and also switch to GSM mode.
Use 3G mode only when you plan to use it because androids are way to net savvy
Atleast that way it won't be able to use the high speed network and you can still save a lot of your data.
I too noted the difference between the third party app and the stock one. As soon as i installed a third party one the stock showed very little activity. Just use the stock data monitory and track your usage and also switch to 2G when u dont need 3G to save battery and usage. Also the *121*11# dosnt seem to be working for me? I am too on Airtel (postpaid)

I don't gave that many apps.. lol.. what will eat bandwidth? Haha.. surprisingly in 2g mode on a 2g plan the data usage reported is somewhat believable.
Any kolkata users using 3g on operators besides airtel and aircel? Vodafone maybe? I'm thinking of porting out to vodafone.
I talked to an airtel representative and he's like go to a relationship centre and prove it first and only then we will check. I really don't think I have the time for that.

I recommend to root your phone and get LBE Privacy Guard or even LBE Security Manager from the corresponding xda thread. It let's you restrict internet acces for every app. I use Security Manager since it offers an option to set up certain apps so you are asked if they should be allowed to access internet. Privacy Guard only offers the possinility to allow or deny internet access permanently.

I'm a little wary about rooting. What I'm planning to do is to try our sim cards of different networks in kolkata and see whether the problem persists or not. If yes then obviously something is wrong with my note. If not then its Airtel's mistake and I'd port out to that operator which does fairbl billing, retaining my existing number. I dont really see any other option left.
Sent from my GT-N7000 using Tapatalk 2
OK. I tried his. On my 3g plan, I started using GSM ONLY mode from network options. Now I believe the note will connect only to EDGE and not 3g, right?
With this in mind I browsed 3-4 pages on tumblr for about a minute and disconnected. My operator shows 9.5mb of usage in a minute of browsing! Is that even possible on EDGE? Can I use 9.5mb of data in one minute with speeds offered on Edge?
Sent from my GT-N7000 using Tapatalk 2
No it's not possible. Edge offers a data rate of 384 kbit/s. 384 * 60 /1000 / 8 = 2.88 MB. You should definitely contact your provider.

Doing this didn't really improve much for me for Wifi speed but it did cause bad wake locks..
it caused a Suspend services Wake lock pretty bad and drained my battery fast. tried several reboots and it always came back.
reset the Wifi CFG file back to 1 and reboot and then wake lock went away.

The wifi radio in the phone is limited to 65 Mbits. That change won't make it become a multistream radio (this is a hardware limitation), it will merely change the way power management is handled, which can have an effect on the throughput (not the connection rate).
