What is this folder for.
Phone/data /system /throttle
There's data in the the folder
Is it throttling my data, and if so, can we fix it.

I have it too on 6.7.235, and it has Teri small files in it, one being modified just before i read your reply.

I've got the file too, on .238. I suspect that it has more to do with CPU throttling than it would to do with data. I don't know for sure since the files aren't readable text files.
Does anyone know what the safe mode is useful for??
You can access it by keep pressing vol down when the phone is booting.

It prevents 3rd party (installed) apps from running in case you get a rogue one that prevents the system from booting or running properly.
You can still access them to remove them.

Be aware that if you're tempted to try it for the sake of it, it will mess up your widgets because they appear to the launcher to have been uninstalled. Even after a normal reboot, they'll be missing.

I went into rom toolbox, build.prop editor an to ime_feature_0. At the end of the property value change the false to true reboot and open messages an you'll get the swipe notification.

Or you could enable it in the LG keyboard settings by checking "path input".

Option isn't enabled on mine either; Sprint variant. I tried to modify with ES file explorer with Root access enabled and it will not save.

GET NEXUS 5 KEYBOARD app
I backed up my apks from my Nexus 5 to realize that the Nexus 5 Google keyboard which is voice command without data was backed up.
I installed on my FLEX and it works flawlessly.
