You can use rumrunner to get S-Off for hboot 1.54, but where's your firmware to get the right rumrunner package.
Since you're hboot 1.54 and HTC__001, it's either 2.24.401.1 or 2.24.401.8 try rumrunner with both those versions. follow the instructions to the letter http://rumrunner.us/
EDIT: you may need to flash a Guru Reset ROM first

Why would you want to? Anyway, if you flash a new firmware package from the post I linked earlier, hboot will be upgraded/downgraded with the firmware version.

I want to because i'm on windows 8.1 & it wont see my phone in cmd prompt. Lots of people are having having this problem & it's the 1.54 Hboot thats the problem.

well download latest firmware from @vomer's guide, and if you dont want to flash the entire firmware, then just extract hboot from the zip and flash it in fastboot ruu mode.

Do I need to relock the bootloader?
Here it saya I do....
Rename the .zip to firmware.zip and place it in the fastboot folder
- Boot the phone to the bootloader and relock the bootloader :
Fastboot oem lock
- then put the phone in ruu mode with this command
Fastboot oem rebootRUU
(watch the capitals, this command will put the phone into a black screen with a silver HTC logo)
- then flash the firmware
Fastboot flash zip firmware.zip
- you see the text on the pc screen, when it says OKE you are good. If it failed you reflash the zip right away again.
Then reboot the bootloader, unlock it, flash the custom recovery, make a full wipe and install the new JB of ypur choice and don't forget to flash its boot.img too

no idea, i havent flashed it, why? but it's hboot 1.55

Because i'm having bluetooth audio problems with numerous carkits/headsets i found out that going back to stock 4.1.2 resolves this problem.
The way i do this now is:
1. flash hboot 1.44
2. restore downloaded nandroid backup via CWM stock rom 1.29.401.12 for HTC__E11 (M7 CWM Nandroid Backup / CID HTC__102 / 1.29.401.12 (DE Unbranded - Thanks to FordSierra88))
after restoring touch doesn't work but use a USB Mouse
3. flash stock 1.29.401.12 recovery
4. fastboot oem lock
5. install RUU_M7_UL_JB_50_HTC_Europe_1.28.401.7_Radio_4A.13.3231.27_10.31.1131.05_release_310878_signed
I have a feeling that i'm taking a sightseeing tour with this approach. Can i do this quicker???
Maybe via Guru reset? or RUU.zip? I understand that my CID must be stock and no Custom recovery installed and bootloader locked?
Again.. my goal is stock rom including OTA's. I stop installing OTA's after the one in the picture.

I tried flashing Guru_Reset_M7_1.29.401.13 and ticked everything stock. Ended up with touchscreen not working and noticed that i was still on version 3.62.
I will download the zip you suggested. I takes a while to download so i will report back.

yeah that's normal, because the touchscreen drivers were updated in 2.xx (and not backwards compatible)
you just need to use Step 2:
fastboot oem rebootRUU
fastboot flash zip ruu.zip
fastboot flash zip ruu.zip <- yes TWICE
fastboot reboot-bootloader
all done, no need to mess with anything else (tampered, unlocked, S-Off), everything back to stock 1.28 and you can take OTAs to whichever version you want, or stop at 1.28
recommend you stay s-off

I'm at work. So i will have to download this at home later on. But i need a working phone now. So i decided to give the RUU.exe file a go again. (It worked before) but it failed this time. The only thing i did was flash the 1.44 hboot again and now the rom installed nicely.
I guess the RUU.exe needs the 1.44 hboot after all? Is this correct?
Sorry but i'm fairly new to this all and i'm just trying this out following your guides and that of other. Trial and error method

yes correct, the RUU.exe needs a separate hboot downgrade first (if hboot is 1.55+), to allow the RUU to work.
on the other hand, the ruu.zip method does not.
End result is the same.

5 now flash any US dev edition firmware

if you flash the 3.22.1540.1 decrypted ruu from htcguru.com, you dont need to flash the firmware, just follow yatin's instructions. firmware is included in the ruu.

first backup every important file (if any) from your phone to your computer, everything will be wiped, including your sdcard content (picture, song, video)
reboot phone in bootloader mode by holding power and volume down
when in bootloader, open a terminal window from your fastboot/adb folder and type:

fastboot oem writecid BS_US001
fastboot reboot-bootloader
then download this ruu and save it to your adb/fastboot folder. you can rename it ruu (ruu.zip), it will be easier in the terminal.
with phone still on bootloader mode, from the terminal window type:

with your method i dont have to flash firmware first? just change the CID and flash the RUU? I noticed my MID is the same as the Developer Edition anyway.

MID is already correct
just change mid to BS_US001
and flash the 3.22.1540.1 ruu.
advantage of my method is that its simpler
disadvantage is that its an old version and you'll have to download and install 6 ota updates.
advantage of yatin's method is that its a less old version and will only require 2 ota updates
disadvantage (not really big disadvantage) is to flash the firmware first, if not the ruu.exe will not flash. Personally i don't use 4.xx.xxx.x RUU because I never found any clue that they are official ruu released by HTC (not on their website). But it seem to works fine, I think yatin converted his phone using that ruu
both solution are good, just make sure you flash the right firmware if you go with the 4.xx.1540 ruu

bootloader will stay unlocked correct? i like simple lol. im downloading the RUU for your method now. I already have all my pictures backed up on a flash drive. ill have to back up a cpl other small things but ill prob give this a try tonight.

yes bootloader will stay unlocked and no need to relock it since dev edition phone came with an unlock bootloader from factory.

I ran the RUU this morning. phone booted up fine. downloading first update as i type this. awesome. thank you guys so much
and updates are installing....very happy right now.
question though, once i get fully update to date with the dev edition, can i install TWRP and when any new updates come just install the stock recovery? i like using HTC One Tweaker and Sense 6 toolbox.

if your bootloader is already unlocked, yes you can flash a custom recovery and then revert back to the stock 6.07.1540.1 recovery and install ota.
if your bootloarder is locked, you'll need to unlock it in order to flash a custom recovery and that will wipe /data/preload files and you'll will not be able to install ota directly.
to install ota, you need:
stock recovery
untouched /data/preload files
untouched /system files
Best thing to do is to make a nandroid backup right after flashing twrp. So if some /system files get modified (with a custom kernel for example) you'll be able to restore the backup, flash the stock recovery and install ota.
in last resort you can always flash your phone back to stock with a ruu and apply all ota.

im back up and running with all updates. i just ran the RUU u suggested so i assume my bootloader should still be unlocked. i didnt relock it or anything

you must install all of them one at a time with reboots inbetween each, and if you have a full RUU make sure your MID also matches, you may also have to flash the corresponding sense firmware first.

Because you are s-off you will not need to re-lock the bootloader nor lock it, just run the RUU whilst your phone is still in fastbootUSB mode straight after the firmware flash.

no it shouldnt crash, its a different type of fastboot kind of................basically when you install an RUU, the software is installed first and the last thing the RUU does is flash the firmware, however, because you have GPE firmware on your phone, the software install is failing, only way around it is to flash the firmware first, see here: http://forum.xda-developers.com/showthread.php?t=2733523 don't follow this guide, its just to give you an idea of what we are doing.
To flash a firmware you must be in bootloader/fastbootUSB mode.
Fastboot oem rebootRUU
Fastboot flash zip firmwarefilename.zip
Then again
Fastboot flash zip firmwarefilename.zip (there will be some nerving pauses, just let it run, make sure it says successful before the next command) then:
Fastboot reboot-bootloader
Run RUU now..........

you need to download the firmware file from the link I gave you earlier: 4.19.401.9 firmware, put it in the same folder as fastboot files, then boot your phone to fastbootUSB mode and follow the commands above.

Run the RUU.exe after you have flashed the firmware, after the firmware and the RUU, you will be back on stock Sense, remember to flash the firmware twice, follow the commands above

Now i downloaded the Lollipop RUU from HTC website and trying to update but it is going upto sending files(0/5) . i waited till 30 mins as it is showing it will take ten minutes. im uploading the screenshot of the update.Please help me on this.

If you are S-ON then you need to have your bootloader "locked/relocked" before the RUU will run successfully.

Plug your phone into your computer you should see FASTBOOT USB
Run the RUU

155 error is wrong RUU and I can see from your fastboot getvar all its the wrong RUU, your on 4xxxx firmware and trying to flash 7xxxxxx firmware, you need all of the 5xxxx and 6xxxxxx first before the RUU will work, you cant just jump straight from 4 to 7, if you had of got it to work you would have a nice new paperweight now, only way too do that is get s-off.

thats why you cant do OTA's, you better off just getting s-off and converting the phone, you must be connected to the AT&T network to get OTA's.
To get s-off though, you will need to use sunshine which will cost $25 and need a working stock rom on your phone.

First off their was no 6.x firmware for AT&T ... he's on 4.x so a 5.x firmware followed by the RUU should work
If your getting waiting on device after fastboot oem rebootRUU your drivers are not installed correctly

I updated one phone with the OTA and another with the RUU so I know they both work, problem is I could not locate the first OTA to 5.32.502.3
So flashing just the OTA is out until I get that missing file (you would also need s-off to use the OTAPkg.zip's)

second : Following steps:
Re-lock your boot loader with fastboot (this is imprtant, otherwise the process will not work)
Rename downloaded package has to be renamed PN07IMG.zip
Put the PN07IMG.zip in the root of your external SD-Card
Restart your phone in bootloader mode (Power+Volume Down key)

Looks like Unknown IMEI and Baseband. Flash a CM12 Rom. That should get you past the lock screen.
Go to Settings>About>Phone Identity, check the IMEI is it displayed as unknown?
Also check baseband in Settings>About>Software Information>More, also unknown?
Unfortunately this is normally a hardware issue. You can try flashing an RUU or firmware.zip but if neither of these work its most likely a hardware fault.

Unfortunately this is normally a hardware issue. You can try flashing an RUU or firmware.zip but if neither of these work its most likely a hardware fault.

All I've been able to find is an OTA. You can extract the firmware from the OTA.zip. Are you running the Stock Rom. Or do you have a custom Rom instslled?
OTA can be downloaded here http://d-h.st/oNE open the zip on your pc. And extract the " firmware.zip" to your fastboot folder. Then you can flash it with fastboot but first we need to know about the Rom you have

its the only one which work with me and my phone is open , other ROMs after flash it reboot in bootloader and stock on it

Okay, because your rom is custom your device will not boot after you have flashed the firmware. As the firmware will restore your stock boot.img and recovery. So you will need to restore your rom after flashing the firmware.
To flash the firmware you will need to lock your bootloader because your s-on. Make sure the firmware.zip is in your fastboot folder then connect your device with your pc in the bootloader connected with fastboot usb. Now in the fastboot command line type
Code:
fastboot erase cache
fastboot oem lock
fastboot reboot-bootloader
The device should reboot to the bootloader which should now show ***RELOCKED***

Your phone will reboot to a black screen with silver HTC logo. This is ruu mode we can now flash the firmware .

This appears to be an ruu, though it's in zip format so may not work with your s-on device. Definitely worth a try I would say. You can flash it with exact same procedure as the firmware. But no need to unlock and flash rom after it should boot strait up as thee ruu contains rom and firmware. I hope it works for you. But it seems this may be a hardware problem

after flash another custom rom , it bootloop on bootloader dose not bot to the syster
and flashed firmware and done but stuck on boot screen
after that i try to flash RUU.zip as firmware method but failed

finally , my problem has been solved yeeeeees and get back to stock rom by very easy way
first - downloaded stock ruu.zip which compatible with my device
second : Following steps:
Re-lock your boot loader with fastboot (this is imprtant, otherwise the process will not work)
Rename downloaded package has to be renamed PN07IMG.zip
Put the PN07IMG.zip in the root of your external SD-Card
Restart your phone in bootloader mode (Power+Volume Down key)

The OTA update i was received from the HTC from software updates was from 7.19.1402.1 to 7.19.1402.2
I had quite the same problem but i have not installed a Custom ROM, i have a stock rom 5.0.2 before an automate OTA update i have unlocked the bootloader and was playing with the device and changing the boot logo and shutdown logo (that was done successfully) and adding european patches for the blinkfeed.
Then i checked for software updates and i wont installed it and the phone booted in recovery clockmod and didnt do anything.
I was searching how to force to install the OTA update and i finally updated using the firmware.zip that was inside the OTA update ,which included the boot.img, recovery.img and etc..
After the installation the phone was stuck in boot logo.
The steps that i did in order to confront the situation was :
1. i have download the RUU.zip for 4.4.2 but i wasnt able install it following the fastboot oem rebootRUU as i was getting an error with explanation that i have newer version installed.
2. I have tried to install the EU RUU but i need to change the CID , but i cant as far as my device is S-ON.
3. I have tried to flash the boot.img again but no success
After any attempt the device was booting with black screen, whenever i tried to flash a boot.img it was booting with the boot logo.
Please advice me what to do because i have tried many thing and i dont know what to try now!!!
