TW cannot be used on any custom roms, only official samsung roms built with TW and S apps, you cant just install it, and you cant install S apps either, i tried and it didnt work.
However you can find some apps replace S apps, but TW features ?, nah

Touchwiz is only on TW ROMs/stock ROM. (Touchwiz is tied together with the framework apk and spen features.) So, to have spen features, you need touchwiz and the touchwiz framework. AOSP doesn't use touchwiz/the framework, so no touchwiz/spen stuff.

I am enjoying CyanogenMod on my Note and wonder why SNote and SMemo from the official ICS update have not been ported yet. Do those Samsung Apps require a special kernel and will they ever be implemented in AOSP ROMs?

Those require TW framework to work, so it's a no-go at CM9 or its derivatives ATM.
The emphasis being on ATM. Be patient.

I'm afraid not. You'll need to flash one of the TW-based Roms to get that.
CM9 has nothing of TW framework in it, so cannot support apps that need it.

See touchwiz s3 been ported to all device by modifying the apk..
Only issue with cm9 spen is the digitiser driver and people willing to modify the apk..

true, but the cm team is doing another project called opendesign where they are building their own features which we see in TW and sense based roms.. bringing all those awesome features to cm9 soon

I like the customization flexibility of AOSP roms but performance and features of TW roms.
I was thinking is that possible to get TW as working base rom with some customization features of ASOP roms.

I couldn't find any guide regarding merging AOSP to TW rom. I guess I should get the systemUI.apk from AOSP and make it compatible with TW by editing framework! But donno which array should be added to TW' framework. BTW thanks.
Guess you didn't look enough.. Check this rom and see if it has what you are looking for..
You can also ask for help in the thread.. I'm sure that if you have some experience developing that guy will give you some tips if he doesn't have already what you are looking for in his rom

I just bought a Note1 and he was ver slow. i decide to install a custom rom , finally i've installed sokp rom but my spen is not active. i've lost s motion and s pen functions. is there an custom rom with these functions ??? thx alot guys

Look for a rom based on samsung firmware. The AOSP versions doesn't have the samsung functions. You are limited to 4.1.2 roms.

if you want to flash aosp/cm base rom, you can just install any app that resemble snote . just search it on play store

i've tryed but for example i've lost s motion from settings and the samsung apps for pen i dont find them in store. i tryed to install oficiall rom but he's very slow. but a note without a pen is not a note so....
