170 USB error is usually a problem with your drivers, are the installed correctly, both when in a booted rom and also in the bootloader, in Device manager it should say MyHTC, anything else then please refer to FAQ 2 here by @nkk71 http://forum.xda-developers.com/showpost.php?p=52135024&postcount=2
Also which version of windows are you using and whichg RUU are you trying to flash, are you sure its the correct RUU for your device ? could you post your fastboot getvar all without imei and serial number.

I am on Windows 8.1 (pain)

if your getting waiting for device then you don't have drivers installed, download HTC Sync Manager from the HTC site and install, once done go into add / remove programs and remove HTC Sync only leave HTC driver installer alone, when you plug your phone back in it should load the required drivers, if it comes up with Android 1.0 or One, refer back to that FAQ 2.
try and post your fastboot getavr all after that.
EDIT, 1.44 wont work with windows 8+ you'll need to use a Linux bootable or Windows 7.
---------- Post added at 01:55 PM ---------- Previous post was at 01:44 PM ----------
in fact, thinking about it, you wont be able to use an RUU.exe in Linux, so your only choice is going to be windows 7.
are you trying to strong brush firmwave ?
I don't think you need ! you just need a third part of recovery ,like cwm, twrp etc. and download a rom of you device(you can find for forum) then flash it . easy and Convenient!Don't always strong brush! so complicated ...now, I think you can flash a recovery

i'd recommend you just make an ubuntu live USB (check the FAQ linked earlier) and use that to flash the decrypted ruu.zip

yes,
Assuming you have an HTC One M7_UL (since you didn't post a "fastboot getvar all" excluding IMEI and s/n, I don't know what phone you have)
1- create an Ubuntu Live USB (no need to install it, you can boot it from a USB stick): FAQ #5 here
2- download the ruu.zip M7_UL_JB_50_HTC_Europe_1.28.401.7 and check MD5, suitable for:
Code:
modelid: PN0710000
cidnum: HTC__001, HTC__E11, HTC__102, HTC__203, HTC__405, HTC__Y13, HTC__304, HTC__032, HTC__A07, HTC__J15, HTC__016
rename the file to "ruu.zip"
3- flash it in ruu mode: In bootloader/FASTBOOT USB, flash it:
sudo fastboot oem rebootRUU
sudo fastboot flash zip ruu.zip
sudo fastboot flash zip ruu.zip <- yes TWICE, the first one will report “failed flush again”, the second one will succeed.
sudo fastboot reboot-bootloader
(sudo is needed in linux terminal for fastboot commands to work).
Does that help?

so try to reflash arhd using twrp 2.6.3.3 or if you want to go back to stock, post your ''fastboot getvar all'' like nkk71 asked before.
Code:
fastboot flash recovery name_of_file.img
fastboot erase cache
fastboot reboot-bootloader
good luck

you can use adb push or adb sideload or USB-OTG cable,
please check the Frequently Asked Question sticky page 3
it has more information, about adb push, etc. also about flashing different recovery.
Don't worry you're not bricked, and dont need to RUU, which is going to be much more difficult.

Fastboot is not on the phone. Fastboot is a tool to communicate whith the device when its booted in bootloader mode. The command "fastboot getvar all" will output all the important information about your phone. We need these info to assist you.

First, flash the last stable version. Nightly version can have some bugs
secondly, still waiting for your "fastboot getvar all"
All I can say without these info is reflash the rom, try another rom or try with stock rom.

Problem updating !!!

Hi,
I've just unlocked and rooted my M7. I can't upgrade my firmware and android version because the IMEI is cloned from another phone. I downloaded the latest firmware from HTC website but still couldn't update from pc. How can i upgrade any advices?
Android : 4.1.2
HTC Sense: 5.0
Software: 1.29.401.2
HTC SDK API: 5.12
Kernel: 3.4.10
I don't think imei it's a problem for upgrading.
This is the ruu: https://androidfilehost.com/?fid=385035244224381381
You need htc_fastboot.exe
Boot in hboot, do "fastboot oem rebootRUU"
"htc_fastboot flash zip RUU.zip" - do the command again when/if it ask.
"fastboot reboot" - after finish.
Note: If you're S-ON you need to relock your bootloader.
Note2: You can't use fastboot on windows 8/8.1/10 because of your old hboot.
Thank you i will try but the ruu is .exe how am i going to turn it to .zip?
