I updated my HTC One which had an unlocked bootloader.
It boot looped on restart so I decided to lock bootloader and flash RUU. The RUU flashed ok so I was happy to see it all done, but bootloop again on restart.
So I thought fine I'll just unlock bootloader, flash recovery and run custom software. Problem is recovery seems to flash fine but it bootloops when booting recovery. I have access only to fastboot so I have ran out of knowledge on what else to do will be grateful for some help. Thanks
UPDATE:
As you can see from below my meid is showing as 00000000000000 i haven't edited it and cant understand. I have the feeling my system partition might be damaged. I have done search for system.img files but cannot find any for rom version.

a simple fastboot erase cache from fastboot in the bootloader should fix the boot looping. Then when in recovery maybe wipe every partition and flash another Rom?

I had this problem once, and it turned out to be my own foolish fault. I have a Sprint phone and I'd flashed a TWRP that was for a different carrier. When I re-flashed to the one for Sprint, all was well. I'm not saying this is the problem in your case, but it can cause this problem and it's something to double check. Make sure you have the right variant of TWRP for your carrier.
Hi,
I am having trouble booting my HTC One M7 (bought and used in India). It was always on stock. It refused to take the OTA update a few weeks ago (and I never tried after that).
Today it stopped booting. It gets stuck on the logo screen. I can get into the boot loader. I even tried to do a factory reset (both bootloader and Recovery mode). But it just goes into a loop. The only way to turn it off is from the bootloader, using the power down function.
I am able to enter the recovery mode as well.
Both of these were obtained by running fastboot commands
Ver 5.12.707.105
CID HTC__038
I also downloaded a new stock ROM as suggested here http://forum.xda-developers.com/showthread.php?p=58566220#post58566220
from
androidfilehost dot com/?w=file-thanks&fid=95784891001611719&mid=97&download_id=9s2l8i4070lmn5v51pk9fao7t1&tid=1423838494&hc=9c674e4e1ac2138d7297e2bce167b542c10f64af40da902d9fcb46973d155aac
A little unsure about next steps.
Do I need to unlock?
Do I need Custom Recovery?
Step by step would help
I just need to get back to Stock.
Will anyone be able to help?
My level is newbie, But I can follow commands
PS: I have attached the only images I have.
PPS: I have downloaded the Android Studio Bundle.

If you have warranty best way go to service centre
But you are asking here I assume you don't have that
You need unlock bootloader
Then need TWRP recovery 2.6.3.3
Then you can flash stock reset Rom available @ my signature below
Try version according to your phone software
---------- Post added at 10:54 PM ---------- Previous post was at 10:50 PM ----------
You can flash Stock_Reset_Rom_6.13.707.106.zip
After that flash 6.13.707.107 firmware

Why would you not restore system, boot, and recovery to stock before attempting something like this? A rooted phone would have modified things in system and/or boot partitions which will likely make the patching fail.
I've searched and tried everything before posting, I must be missing something.
A brief background is a while back I tried flashing CM12.1 and when I did I lost my baseband(baseband unknown) and IMEI unknown, therefore I tried to flash back to stock using an official RUU.exe, but wound up in a bootloop (wiped dalvik). I was unable to boot into recovery because my volume down button did not work.
Recently I replaced the Flex board for the volume button and tried to get the phone operational again thinking that if I flash a stock rom it would give me back my baseband and imei, but I cannot flash anything stock. If I flash anything stock I wind up in a bootloop, I've tried RUU.exe's, RUU.zip's, Nandroid Backups, etc. sometimes I get "System Process not responding" message, not sure of the exact message but it gives me a choice to "wait" or "ok", but just shuts down after making either selection. I recently was able to get a little further with a development rom, in which I made it to the android unlock screen, but as soon as went to unlock it the phone rebooted.
I've tried all of this with the bootloader locked and locked, cleaning the dalvik and other caches. I've performed complete wipes with SuperWipe, but the problem still persists, I cannot flash anything Stock. I am able to flash Android Revolution HD 93.0, but still no baseband or IMEI.
The phone is S-Off
Any Ideas what I am doing wrong?

I don't know if anyone can help me or if there is much support here anymore, but here is an update.
After I posted my original message I noticed that there was something wrong with the bootloader variables, I've fixed by flashing an FUU and matching RUU. I still have the Unknown Baseband and Unknown IMEI in Revolution HD. With the stock RUU I flashed along with the FUU I still get a bootloop. I am able to get past it by holding the volume up or volume down for Safe Mode during the boot process, but as soon as I unlock the screen I am brought back to white HTC boot screen.
