There's a HTC Connection Setup cab somewhere here in XDA. It should set your network setting automatically. Just search for it.

[Q] LG OPT 2X - First Access WITHOUT SIM Card

Hi all...
I'm from Italy and I'm using LG P990 with VODAFONE ITALY...
I've flashed my dual 2 times... I haven't an internet flat up to
now on my phone, so every time I flash a rom ( every rom u
can think ) I find preinstalled some APN ( italian or others )...
And my phone, after first start up, tries to connect with the
APN set by default...
SO... 5 € !!!! Every time...
So my question : AFTER FLASHING A ROM, THERE'S A WAY 2
ACCESS THE PHONE ( APPS & SETTINGS ) IN ORDER TO DEL
THE APNs ????
You could try booting in Airplane mode and disabling Data Connections. Not sure if Airplane Mode is an option without a SIM card though...

Tried last time... No way to enter app / settings menu...
Every time phone asks me to enter sim' pin and tries to connect
Airplane Mode is usually accessible via the Power Menu (by holding the Wake/Sleep button).
i had this problem too...!then i change my 3g conncetion to 2g..disabled the data connecion and after flashing new rom it cant connect to my data and asks me for wifi connection!
this settings is saved for each rom i flash..!try it...
Thats if he doesn't wipe data

Ya of course, but follow me :
* I flash the rom
* first start up of the phone
* I press power
* airplane mode
* I can see LG first start up for some seconds
* I set time/date formats
* I skip new account registration
* first start up ended
* PHONE ASKS ME FOR THE SIM PIN IN ANY CASE
No pin ? No access to the menu... Even in airplane mode...
I've tried... And when I insert the pin, I've no time to
enter in settings and disabling data connections... LESS 5 € AGAIN !!!!

It's not a good idea changing rom without wiping data...
Is 'keyguard.no_require_sim' in the build.prop file set to true? If not, set it to true .

Which ROM are you flashing?
EDIT: But then again, you might not be able to change the APN when no SIM is installed. Perhaps cagra's method works for you.
EDIT2: Still I do not understand your problem fully. When you dont enter your Google Account and do not browse, no data is used. Do you enter your Google Account before entering the PIN code?
There's a option backup and restore apn setting in titanium backup.

I'm using IPMART Italy - 2.95 Peppedroid's Rom... Trust me, even if I skip signing 4 account, after inserting pin, phone tries to connect and I've spent 5 € a time for both roms I've flashed... But trying with a cyanogen rom it's the same...
A funny walkthrough!
When you flash a new rom you can go somewhere you dont have signal...then boot your device and change data settings off

Ok, I've found the file... But if I mod this file and then flash a new rom... The file will be re-writed by the rom losing my changes... Or not ?!
Can't you just call the phone company and ask them to disable internet access??

I've no flats or other internet access, that's the problem! The phone, activating data connection, tries to connect... It cannot connect and return me an error. But for these 2 or 3 seconds of trying... I LOSE 5 € EVERY TIME

Usually you can request them to block any mobile data, friend of mine did that in Germany not too long ago. WiFi will work of course.

Hi, you can try this adblock: Mother of All AD-BLOCKING (12 December 2013) BLOCKS Malware Spyware Bloatware

No wifi and now sign-in loop.

I'm stock running 5.1.1, my wifi stopped working after install. I did a factory reset, cache wipe etc.
This didn't work and now when I start the device it asks for the language, wifi connection (Which doesn't work) and ask me to login with a google account previously synced with the device. So, I put my details in and it boots me back to the wifi connection screen.
I haven't changed my google password and as I'm stuck in the no wifi-loop. I can't access my settings, which means I can't access USB debugging to install 5.0.
My phone is essentially a brick? :crying:

In my N6 there is a folder 'persist/wifi' and that folder is empty.
When you have a data connection at your telecom provider you can go to the play store and install a WiFi fix app.
When you are rooted you can also change/add in build.prop the value of WiFi.supplicant_scan_interval.
When it is not there add it with the app 'build prop editor.

I add the WIFI.supplicant and it doesn't save and doesn't activate wifi.
My phone is under warranty, i'm tempted to install 5.1 return to stock and OEM bootloader.

I have no other suggestions,
Seems more and more a hardware issue.
Good that your phone is still under warranty.
See you .... With a phone that works 100%.
Update:
It couldn't be fixed, so they gave me a new Nexus 6.

you got a point.. will check other threads and see if they are also having such feature.. (ie s6, s6edge, note and post it here.. so that all will be aware.
If you have a working backup of a Lollipop rom:
-restore it
-boot
-enable "OEM unlocking" in 'Developer options'
-wipe
-flash M
> no 'device protection' anymore.
