I've got my Mini for about 2 years and i've flashed a lot of roms. But like about 2 months i've flashed a clean ICS (CM9.3 i think) and the phone became extremely laggy.. i've tried to even flash back to stock rom but it was still extremely laggy Does anyone have the same problem or have anyone found a solution except putting phone to SSC? Thanks in advance

That too. Make sure your sd-card is not too full. Since some apps use sd-card.

Yes, don't put it too much. 768 MHz is too much.

729 maximum. 748 is stable on most of the units, but it's not any faster than 729.
Want to try or upgrade the size?

So, if we follow your advice, we would have a look to GingerReal2 rom ?
http://forum.xda-developers.com/showthread.php?t=1155623
All the best from custom rom regarding performance, root access, ...
but no fancy shiny fireworks and themes (which would slow it down)

What about this:
[MOD] [KERNEL] [C6603] ROMSwitcher | Mithun's Rom Switcher | Alpha [DUALBOOT]
This is the only solution I know; but maybe it doesn't work to you because is in alpha state and there isn't updates since September...
I don't know if this is what you're looking for, sorry if not.
Boot Manager Pro check it out on google play , have to be rooted to use this not sure if it will work with the xperia z

i heard it , why we don't have this solution?
The core is ready. I even have a video of this working in my kernel thread. The problem is with TWRP. We need to modify it to suit the kernel for Xperia devices. This is because Xperia devices do not have a recovery partition and use a combinedroot method. So, the original multirom wouldn't work well. Also, the original solution is for nexus devices which lack an sd card partition. So we have to adapt to that as well.
