When I ask what version, it is NOT CURRENT, it should be 2.6.x.x.. etc
You can hold the power button to force reboot it. Also hold the volume down button to boot into bootloader mode,.

I worked with twrp 2.7.0.0 and cwm 6.0.4.8. Power and volume does not work, just the button lights are going on and off, but it does not go into bootloader

Download this: http://www.htc1guru.com/dld/ota_m7_...-6_release_315479_signedw7j9zkknughsv3z9-zip/
Extract firmware.zip from it then do the following:
Lock bootloader
fastboot oem rebootRUU
fastboot flash zip firmware.zip
fastboot flash zip firmware.zip
fastboot reboot
how does it go?

Well, did that! doesn´t boot! when i try to do that again cmd says "waiting for device"
Managed to get into bootloader, and locked it again but "tampered" is not gone
cmd says fastboot flash succesfull but the mirror with green loading bar (above the htc logo) gets stuck!!!
I downloaded the RUU from your link, typed in cmd
fastboot oem lock
fastboot oem rebootRUU
fastboot flash zip RUU.zip
response: 12 signature verify fail
tried a few times

It is difficult finding a RUU if you don't know the version number (x.xx.xxx.x)! Did you try to side load a custom rom on to your phone? The instructions were in [Solution] No OS installed post? ADB commands will work while the phone is in Recovery. Once the prep is complete, then boot the phone up into Recovery and plug it into the computer.

HTC ONE M7 Endless Bootloop - No Recovery

Hi,
My HTC ONE M7 suddenly stopped working. I had everything stock, no custom firmware or anything else on it. Suddenly it powered off, powered back on again and from that on its in an endless bootloop. I only get the "HTC - powered by android" screen for ca. 10s, then it turns black and starts again. I can get into the bootloader and can enable fastboot, but when i try to start the recovery i'm back in the bootloop. Tried flashing CWM and TWRP recoverys, but non of them are working. I just get the screen "ENTERING RECOVERY" but then it shuts off and powers on again back into the bootloop.
Here are the device datas, it's a german T-Mobile:

Please remove your imei and serialno in your first post!
While in bootloader, try a factory reset since you are completely stock. Custom recoveries will not work with a locked bootloader. Actually, if the factory reset doesn't work, you might try returning it for repair since it is basically stock.

I think you need to flash a stock firmware but unfortunately I can not find one for your version 5.16.111.4. This is a long shot and I would not recommend it but you can go to this site and download both OTA files and the nandroid zip file. Open up both OTA files then double click on the firmware.zip if it is similar to the DevEd or TMOUS then the OTA going from 4.11 to 5.11 is the most complete. Extract that firmware from the OTA. We are going to flash that one and hope that it will correct the bootloop. Generally it is not recommended to flash just the firmware out of the OTA because sometimes there are some files missing but in this case you are already in a boot loop and you unlocked your bootloader. If the firmware looks similar to the attachment then it should be safe to flash. Your bootloader needs to be relocked and place the firmware.zip in your fastboot folder. You need to connect your phone to the computer and put the phone in bootloader/FASTBOOT USB mode:
Code:
[B][I]fastboot oem lock[/I][/B]
When complete, type:
Code:
[B][I]fastboot oem rebootRUU [/I][/B]
NOTE: You should see a silver HTC logo come up on your phone after executing this command.
NOTE: if this command freezes, just disconnect the USB cable and hold the power and volume down buttons until the device reboots. Then, repeat the steps above again.
Finally:
Code:
[B][I]fastboot flash zip firmware.zip[/I][/B]
Repeat the same command: IMPORTANT
Code:
[B][I]fastboot flash zip firmware.zip[/I][/B]
NOTE: The green bar on the phone may not go to 100% of the bar ... but If you see completed on your computer command window, wait for a few seconds and move on.
Last Step:
Code:
[B][I]fastboot reboot[/I][/B]

Hopefully, the bootloops have stopped. And you should be completely back to stock with the exception of "Tampered" and "Relocked".

your s-on so flashing the RUU would require locking the bootloader, But you also can't flash a RUU older than your current software without s-off
edit your post above and remove the imei and serial
to enter stock recovery from the bootloader screen
just select recovery then on the black screen with the triangle hold volume up and tap power
now you should see the stock recovery menu ... try clear cache first as it's less destructive
if it doesn't help go back and do the factory reset (this will wipe all your data on the phone)

No .. if you have TWRP just push a rom to the phone with adb
adb push rom.zip /sdcard/
just make sure the rom is in the same folder as adb
I would use ARHD >> http://www.androidrevolution.org/downloader/download.php?file=Android_Revolution_HD-One_83.1.zip
Also you need to be on TWRP 2.6.3.3 for the rom to flash without error
http://techerrata.com/browse/twrp2/m7
fastboot flash recovery openrecovery-twrp-2.6.3.3-m7.img
fastboot erase cache
fastboot reboot-bootloader
not sure what i did, but i cant connect "adb devices"
so "adb push Android_Revolution_HD-One_83.1.zip /sdcard/" is giving me device not found error
also i read something about using an OTG cable and i seen one when i was out xmas shopping and bought it, it wont mount
im on twrp 2.6.3.3 too

The only thing I can recommend when the bootloader refuses to unlock it to reflash the stock firwmare, but you already did.
Looks like there is an hardware problem, maybe with the memory chip.
Just to be sure, you flashed your firmware using
Code:
fastboot oem rebootRUU
fastboot flash zip firmware.zip
fastboot flash zip firmware.zip
fastdboot reboot
?

Thanks for fast reply, problem is, when i try htc_fastboot oem rebootRUU , the phone just restarts.
When i boot into recovery, it takes much time, then it starts with some missing files and failed to mount /data error.

When you tried to unlock the bootloader, you were able to get the token but once you've flashed the Unlock_code.bin, the phone just restarted to a still locked bootloader?

Right, i get the question, if i really want to unlock ,confirmed it, then the phone just restarts "normally" with locked bootloader.
I also tried to enable debug mode with a workaround, but when i restart , the settings are lost again.

Phone just restarting when using "fastboot oem rebootRUU" and not getting the unlock after "fastboot flash unlocktoken Unlock_code.bin" are 2 typical symptoms of a defective eMMC. fastboot commands requiring to read the emmc will works fine e.g "fastboot getar all". commands requiring to write on the emmc will fail e.g "fastboot flash unlocktoken Unlock_code.bin" or "fastboot oem rebootRUU".
Wouldn't be surprised to see a lot of errors from your "fastboot oem dmesg" and "fastboot oem last_dmesg" output.
Welcome to the infamous blown emmc club
Mh, i thought The same first, but i read of many users with the same Problem and the same OS Version, this cant be a fluke...

Nothing more can be done, without access to RUU mode and bootloader stuck in a locked state... nothing can be flashed.
Try with Ubuntu maybe can see the partitions and can unlock bootloader than flash TWRP
