The tampered thing is nothing to worry about, it just means that the bootloader has been unlocked.
You might want to look into getting S-OFF by following one of the guides here on xda.
But it sounds to me like you are in the bootloader, you should be able to use the volume buttons to select recovery to enter TWRP or CWM.. in recovery mode you can flash the software update if it's a ROM that you found here as a zip file.. There are many guides around to do all of this, good luck.
Edit: Press volume down twice to select bootloader then hit the power button. Then you should see another menu with an option for recovery. Are you rooted? Do you have a custom recovery installed? If not, I'd recommend downloading TWRP.
I notice there it says fastboot AC, is that whilst its plugged into the wall charger or your computer ?
Thank you so much for ur prompt reply.. I am actully not well versed with this.. i just thought of installing the update (OTA) but the screen appeared and it couldn't be done..There were 3 options to select from: Reboot/Reboot bootloader or power down.. Using the vol button i just clicked on reboot and phone went back in previous state
i am worried whether i would be able to install the official updates and how to get rid of this..i could also locate supersu app which is prompting me to run custom/normal recovery.. i don't know if i shud do anything from there..
i m novice to all this and don't know even a bit on this..this is a pre-owned phone & i have no idea what the seller has done..
i just want to run on official updates without getting into all this trouble..
your reply will be highly appreciated.

Ok, recently I rooted a g1 version 1.6 ( Donut), I downloaded Rom Manager. I downloaded their recovery so I can boot up in recovery mode and do a factory reset. But I couldn't do to the fact that when I pressed the back + power bottom it didn't boot up in recovery mode, I tried also pressing the down volume + power didn't work neither, tried up volume + power didn't worked neither, all of the 3 tries fails. the back + power sends me to the bootloader mode. and the others don't work.
So tried to download a custom ROM, while that happened I forgot about it and decided to change the sim card to another carrier, I did not know if the download was finish or not. But when I changed my sim card and tried to turn it on the the phone started to loop in the G1 LOGO, i know its not brick, but some how I cant do a factory reset.
Because I was not able to start the g1 in recovery mode, I wasn't able to factory reset. So what is left to do? Can someone guide me, Please.

Thats all my G1 shows in the bootloader. Can you actually update the radio, or bootloader, to a more updated version, or to a old version so that way it might lose the root, or so that it can return to a state where u can access the recovery mode.
You said you can access bootloader. Then using fastboot push recovery. For best results erase the sd card before putting recovery file in sd root. In fastboot do an "erase system r-w" and then push recovery. Hopefully it will work.
If you dont know what fastboot is or how to use it, you should thoroughly search and study fastboot guides for G1 in XDA.

what happened exactly when you prssed Home+Power? did you get a yellow triagngle and this thing ! ?
if you did that means you have stock recovery, you need to hold 'alt' and press 'L' on the keyboard to access recovery options..
so try that and tell me if you get anything to happen.?

no, i did not receive that, i cant access recovery mode by pressing back+ power.
@ dhacker809 - Reading your OP, one thing that you should not have done (happens to me when I first started) was trying to use ROM Manager. It will lock you out of Recovery mode. Amon RA is the best recovery option from my experience.
If Camera+Power option works, I would suggest that you re-flashed nbh file and start from there.
BTW back+power will not give you recovery mode.

How did you find out that your phone is rooted?
Moreover, write following information here:
Bootloader: locked or unlocked?
HBoot:????
S-Off or S-ON???
You can this information by doing following.
Switch your phone Off. Press Volume down button and power button. This will take you to a screen where you can find this information. Put your information here and wr'll take it from there onwards
http://forum.xda-developers.com/showthread.php?t=1429241&highlight=and - This is what is installed on you phone. So you know. Not that this helps anything but just so you know it isn't some random thing no one has heard of
Now the recovery these guys are on about is something that has to be installed on the phone for someone to have installed this 'OS' (ROM). If you do as many have said and power the phone down. Remove the battery. Place it back in and whilst holding volume down and power wait for it to get to white screen with coloured text. If it boots as normal you have done it wrong Once you in this screen use the volume keys to navigate up and down and the power button to select. Navigate until you are over the Recovery option and use power to select. The phone will reboot and go to what is known as a Recovery. Chances are this is a customer recovery which allows you to install new 'OS' (ROM).
If you have this it would be easier for you and everyone if you download the stock rooted OS. Now you don't really need to understand what root is etc. I am sure you could Google all of that. But what you have to do is download it from here. Once it has downloaded you need to move the .zip file to you SD card on your phone. Just plug your phone into your PC and drag and drop it to your phone's sd. The SD card in your phone is virtualised so although you may not physically have one the PC recognises it as an SD card.
Once you have moved it to your phone. You need to unplug your phone from the PC. Get your phone back to the recovery, using these instructions again:Power the phone down.
Once you are there continue to use the volume up and down to navigate and power to select. You need to select 'Wipe Data/Factory Reset' option. Then select 'yes' Once that is done, you need to select the 'Wipe Cache' option. Again, select 'Yes'. Once that is done you can install the 'OS'(ROM). Now you select 'Install zip from SD card' then the option 'Select zip from SD card' Navigate and find the .zip file you moved to your SD. Select it, then select 'yes' After that it will do some stuff. Once it's finished, select 'Go Back' and then 'Reboot System' that should work.
If you don't want to do that then you can download the RUU file that fshami already linked. http://www.filefactory.com/f/2c6cbf04d4909b70/ - Select the one named 2.31.401.2_Europe. Once it has downloaded you need to ensure you have HTC drivers installed. Best way to do that is download HTC sync and plug your phone in. After it has installed the drivers and verified your phone you're good to go. Plug your phone in, find the RUU file you downloaded. It will be an .exe file. Right click on it and click 'Run as Administrator' Follow the steps on screen.

Hello,
Co-worker of mine has an HTC One M7 and it stopped functioning last night. It's fully stock. Never been unlocked, rooted, or had any custom flashes done to it. I also have an M7 that I've S-Off'd, rooted, and flashed custom radio's, ROMs, etc. so I'm familiar with how the device works.
I'm a little stumped on this one though. I can get the phone to go into HBOOT menu by pressing power and Vol down. Once in the HBOOT menu I can use the Vol up and down to move through the selections, but as soon as I press the power button the whole thing freezes and won't respond.

When it's on the HBOOT menu and I have it plugged in via USB2 to my computer I have tried running the "adb devices" and "fastboot devices" commands, and nothing shows up. Pressing the power button on "FASTBOOT", "RECOVERY", or "FACTORY RESET" or any of the other options on the screen causes the phone to just get stuck there.
Any suggestions / help would be appreciated.
Thanks!

This part only is more than enough to tell that its probably an hardware defect. Without a working bootloader, there is nothing to do. Sorry.
My T-Mobile M7 did something like this right before it completely died, except it would reboot when trying to get into recovery.
If it's one of the GSM variants, pull out the SIM card while the phone is on. Turn it off, stick the SIM card back in, turn it on and see what comes up.
If it says to enter your password to unencrypt the memory, go back and see if you can get into recovery mode to reset the phone.
Odds are it's probably toast, though.
i have just had the exactly same problem.... are you guys sure there is no solution??
PD. if i send the phone to the SAT will they try to charge me?

If your phone is not under warranty anymore then yes you'll have to pay to have it repaired, like for any other broken products without warranty.

I referred all the threads.. but nothing is clear on my vision! I'll be grateful if you people direct me to the right path to restore my device!
Here is what he did...
Unlocked bootloader
installed recovery through TWRP via playstore
then installed CM Lollipop,Stuck on CM logo..bootloop
so flashed STOCK firmware for XT1052
finally stuck in warning bootloader
I have XT1052 model
Thanks in advance!
I hope no one will let your phone down!

Does the phone boot up normally other than the Unlocked Bootloader Warning Message? If so, you're just fine. Anytime the Bootloader is unlocked, that warning message just comes up every time you boot up your phone. There is a way to get it off but right now I can't think of where I found it. You can definitely Google it and you'll find your answer there.

That's the problem here! it doesnt bootup !!
Stuck at Warning Bootloader.. !!
And yeah already googled it..there is a way to remove the Bootscreen for warning message!
You can boot in recovery mode to restore your rom.
If you lose TWRP. You can flash recovery by fastboot mode.
You also can backup your phone's data to OTG usb drive by TWRP.
So, the main point is : Can you boot into fastboot mode?
Calm down!

I was just asking because it wasn't clear in your first message. No need to get all worked up over it. I got my phone all messed up a few days after I got it and thanks to some posts on this forum, I was able to get it all straightened out and it doesn't take too terribly long to do it either.
Try following this link to see if you can get your phone out of its funk. This is one that I found doing a quick search on this site. You said that your phone was a XT1052 model right? The URL is http://forum.xda-developers.com/moto-x/general/stock-recovery-4-4-4-xt1052-t2945946.
Hope that this helps you out. There's another link that was a life saver for me. I'll post it once I find it.

I think this is nothing serious. This has happened to me a couple of times when I was testing my ROMs before for the Desire X and Desire Z. It's just, maybe there's just nothing to boot (correct me if I'm wrong). Just try following this dude's guide on how to return to stock maybe it would help you to get your phone back up and running. Good luck!

Now I have no idea about what you can do about getting your battery to charge up. Have you tried charging this up on different outlets to see if it may be the outlet that you're plugging it into? There are times that I've had charging issues with my phones because of the outlet I was using.
Too bad this phone has a non-removable battery or I would tell you to get a new battery and see if this helps solve some of your issues. To me, it looks like a call in to Motorola's tech support may be in order. Now one thing that they will ask you and you really need to make sure you've done this is "Are you using the charger that came with the phone?" That's the first thing that they'll have you do and if you've already done that, you can honestly tell them yes when they ask you about that. Also, how long have you had this phone? If it's been less than a year, it may be under warranty if your phone is a developer edition. If you have a developer edition phone, unlocking the bootloader does NOT void the warranty. It only voids the warranty on the non-developer edition phones.
Just some information that you may need when you call tech support. Hope that this helps you out.
Cindy
Im using stock charger only!
now powering it in FASTBOOT... its been an hour again...still indicates battery low!
Thanks for your help all of you!
Twrp will charge the phone while you're in recovery and to flash cm 12.1 or 12 try booting cm11 then dirty flash cm12 and it should boot for you
the problem is when i select recovery it comes back to warning screen''
so to flash anyother recovery.. first i need to charge up..because it doesnt allow to flash in cmd...and in AP FASTBOOT it shows battery is low!

Hold down the power and down volume buttons for about 30 seconds. When you release both buttons this should bring you to a bootloader screen where you have choices like normal boot, boot recovery and the like. Hook the phone to a computer via usb and with adb on that computer flash twrp to the phone...
Fastboot flash recovery twrpfilename.img
Once that is flashed you should be able to go into recovery and get into twrp which will allow the phone to charge
It MIGHT even charge from that bootloader screen I never tried
thanks for that idea dude!
but it doesnt flash...it tells ..flash failure because of low battery
then i tried charging in fastboot!
doesnt work
In which android version was your phone when you started? When you tried to return to stock, which version of Android did you flash?
I guess maybe you downgraded your phone which causes hard bricks.

Yes, if you power off and THEN plug the charger in, it will power back on.
Power it off by pressing and holding the power button until the screen shuts off. Then press and hold volume down, then press and hold power and hold them both for about 4 seconds and then release both to get into bootloader mode.
In bootloader mode, you use volume down to scroll down and then you use volume up to select. You do NOT press the power button when in bootloader mode. Are you pressing the power button when in bootloader mode? Don't do that.
Use volume down to scroll down to recovery, then press volume up to select recovery to get into recovery. Can you get into recovery?

Are you pressing the power button to select recovery? You select recovery by pressing volume up, not power. If you are pressing the power button, that is why you are not getting into recovery.
You do NOT use the power button when in bootloader mode. You use volume down to scroll and volume up to select.

If battery is too low, buy a Motorola factory cable, adapter, or make your own. It will allow the phone to be powered while in fastboot to flash.
