Maybe its saying your installed system version doesn't match the one that came with the hboot version. Maybe the tampered is something to do with it.

This guy had a similar problem: http://forum.xda-developers.com/showthread.php?t=2493798&highlight=os+red+text
But then again, yours looks pretty weird: you bootloader is showing two firmware versions: 2.24.401.8 and (3.62.401.1) AND ON TOP OF THAT you're S-On, so you cannot flash unsigned firmware.
were you trying to flash a signed firmware package by any chance?

But he was S-Off. You are S-On -> very dangerous flashing firmware with S-On, as you can only flash signed firmware, and only upgrade NO DOWNGRADE.
would I be correct in assuming you did the following commands:
fastboot oem rebootRUU
fastboot flash zip <name of firmware>.zip
fastboot reboot
as opposed to:
fastboot oem rebootRUU
fastboot flash zip <name of firmware>.zip
fastboot flash zip <name of firmware>.zip <- yes it has to be done twice, the first one will report failed, the second should succeed.
fastboot reboot
?

The Guru Reset will flash stock ROM (and stock recovery and radio, if you select them in the installer), but it may not solve the firmware issue.
I am just guessing, but because you only ran the "fastboot flash zip <name of firmware>.zip" once, your firmware may be in a state of limbo (if I can call it that):
on one hand it was prepared to upgrade to 3.62.401.1 and that's why it's in the brackets, but since you didn't run the fastboot command another time it actually stayed on 2.24.401.8, and that why you have two different firmware versions in bootloader; one installed 2.24.401.8 another "waiting" to be installed 3.62.401.1. (all this is only a theory)
So what are the options now? Since you were trying to upgrade your firmware (even with S-On, which I take is your preference to stay S-On), I guess you should do it, but this time do it correctly and run the fastboot command twice and make sure it reports success the 2nd time around.
Here's what I would recommend (taking into account you do not wish to S-Off),
1- do a nandroid of your phone, then backup everything to your PC (including the nandroid), just in case.
2- update the firmware, but correctly this time
3- depending on what ROM you were on, either restore it, or get an updated version for your firmware
And actually, before that, if you just want to test the Guru Reset:
1- do a nandroid of your phone, then backup everything to your PC (including the nandroid), just in case.
2- flash Guru Reset and see if that works out for you
Those are pretty much my thoughts
PS: when I say backup everything to PC, it's because (sometimes) flashing stock recovery will completely wipe your phone including internal storage (not to mention that unlocking bootloader does that too)
Hit the thanks button IF i helped

Quite right it was you, sorry I didnt help out, but I honestly didnt know what the problem was. Only after seeing this guy's screen with two different versions and S-ON, did I think it was an incomplete firmware flash.
Might have been the case with you as well, but I couldnt tell cause the versions were the same, and you were S-Off.
Anyway, lesson learned.
Ok, I'm trying to flash the latest prl and firmware but I was on twrp 2.7.0.9, failed, updated to2.7.1.1 failed, tried to flash using the multi flasher withgem, Phil's twrp, ...every thing fails...I'm out of ideas

Modified firmware is in the second post.... You must flash it in fastboot
Commands
fastboot oem rebootRUU
fastboot flash zip firmware.zip (firmware.zip is the file name of the modified firmware rename it to firmware.zip to simplify)
fastboot reboot
That will get you the latest firmware. Whether you want to update your Rom is in the first post. That is a stock rooted Rom and can be flashed in TWRP.

use the guru bootloader tool to set back the bootloader to locked and then pack your stock recovery image in a firmware.zip file with an android-info.txt file that match your phone info. flash the firmware.zip in ruu mode.

The only way you can flash the recovery partition with a locked or relocked bootloader is by using a firmware.zip file in RUU mode
so like I said, pack your recovery.img and your android-info.txt file in a firmware.zip and flash it in RUU mode (require s-off)
Code:
fastboot oem rebootRUU
fastboot flash firmware.zip
fastboot flash firmware.zip
fastboot reboot-bootloader
Hello guys,
I have an HTC One S-ON and I want to try the new ROM with 4.4.3. In order to use those new ROMs, all the developers recommended to update first the firmware. Sadly, many of you have an S-OFF phone where are lots of tutorials that can help you. So, I've read a lot and made a short tutorial. If anyone of you can help me if a confirmation or not of this will be great and could help me to upgrade my phone to the latest firmware!!!
How to flash?
(bootloader needs to be relocked)
1.Re-lock your bootloader (this will most probably wipe content of your device)(Type in “fastboot oem lock”)
2.Copy downloaded .zip(from this site https://www.androidfilehost.com/?fid=23622183712460395) to fastboot.exe location (e.g. c:/SDK/platform-tools/fastboot.exe)
3.Re-name .zip file to firmware.zip
4.Open command prompt
5.Boot your device in fastboot mode (vol down + power ===> fastboot)
6.Connect device to the PC
7.In command prompt cd to fastboot.exe location
8.Make sure you have correct modeid and cidnum (type: fastboot getvar all)(I've checked my phone with apk CID Getter and saw that I have modelid: PN0710000 and cidnum: HTC__032 and I think it is ok to flash the firmware)
9.Type: fastboot oem lock (if your device is not relocked yet)
10.Type: fastboot oem rebootRUU and wait for device to reboot(Is there a RUU file that should I download? This is the only trick part that I don't understand . I found this the latest http://www.htc1guru.com/dld/ruu_m7_u...igned_2-1-exe/ RUU file..but I'm not sure what to do with or if I really have to use it )
11.Type: fastboot flash zip firmware.zip and wait for process to complete
12.Sometimes flashing for the first time doesn't work, so flash firmware.zip again just to make sure.
13.Type: fastboot flash zip firmware.zip and wait for process to complete
14.Type: fastboot reboot
15.Unlock your bootloader and flash custom recovery if you are going to use custom ROM(Like the usual way using http://www.htcdev.com/bootloader and after that to change the stock Recovery with TWRP)
I hope I've understand everything and all will be right!
Thanks @mike1986. for the beginning tutorial. I've just updated it in order to uderstand the whole process.

Basically the flashing the firmware steps when you are S-ON or S-OFF are the same. The only difference is if you are S-ON you must have a locked bootloader, the firmware version must be the same or higher and it must be signed.
Step 10 - You want the device in RUU mode to accept the firmware.
Step 11 - The flashing of the firmware the first time is to set up the device to accept the firmware. It should fail the first time.
Step 12/13 - Exact same code as step 11
