I tried to alter the Meid to fit the stock reset I was using, and after rebooting into bootloader I got this.

Okay, so I have access to fastboot it seems. Now how would I go about finding the appropriate PN0710000.zip file or the likes?

My SPL is non-engineering, I'm scared ****less of flashing it, but I'll have a look in to it.

I'm using the latest AmonRa for Sapphire, which was loaded when I sent those commands. Same error when the phone is running.

Ah i see. Im not sure if the flash_image binary is capable of recognizing splash1/2, let alone flashing them. Id assume only way is to flash an eng spl and then do it through fastboot.
That's what I thought, but according to the post here it should work. I guess they're misinformed.
The Joker didn't really float my boat, so I made something for my tastes. Made this pretty quick so i'm sure it can be improved on, but it works for me
If you dont know how to flash one of these click HERE.

My searches are coming up empty and the fastboot restore isn't working. Is there any unbrick method if the device is booting to the tux logo only?

So no fastboot, that's bad, have checked whether "deep flash cable" could help? If you have fastboot surely it has to work, did you follow the guides. Disable driver signature in windows and all that. How did you get the tux LOGO, did you flash wrong ROM.

You are going to have to provide more information of what you did to get to this point. Miui site will have answers for this problem. Were you updating from updater app on phone? Do you TWRP installed ? Have you tried mi flash tool?
Anything here help
