So hoping someone has the same issue or knows how I can resolve this,
I've tried,
1. Checking the APNs against the carrier (Telstra's) APNs and they are correct
2. Created new APN with similar settings
3. Manually overridden APN settings in Textra using those supplied by carrier
4. Removing all of the default APNs and creating a new APN
None of these have worked, I just get a failed message when attempting to send or receive.
SMS, Internet etc all work OK.
Firmware not changed.
MMS worked fine before flashing to ARHD
Ideas?

Thanks, tried all of these without success. Did find other people with the same unresolved issue who fixed it by moving to another ROM, which I've done.

Go to Mobile network settings and go to SMSC Settings and put in +13123149810 click update. This number is for ATT US. Try looking up your SMSC Android settings on your carrier and putting it in andn hopefully it works. If not try restarting and see if it works then. Make sure u have all of your APN settings setup for your carrier 2.

I upload my APN for AT&T, (Update) Should be able to send and receive pictures and video to and from people for At&t only!
Download ApnManager From Market.
Put ApnManager Folder in to the internal sdcard.
Open ApnManager and click resort APN. See if u can now send and receive, If not try restarting.
My old APN had Custom Tethering that messed up Picture Messaging! You can try deleting that if u can't send or receive pictures!2.
This doesn't work for me. My SMSC number was already the one you listed, and MMS doesn't work still...
so how many APN's are listed on your setting....i have 4 (AT&T US, AT&T HSDPA, AT&T US Tether, AT&T US MMS)
i get mms now, but i got a much slower speed. around 1MB download and upload speed.
also, which one are you generally suppose to be connected to? I'm connected to AT&T US
EDIT: Actually i just found out, after about 10 minutes, your phone should be fully logged into their server. I live in Las Vegas so the territory has VERY fluctuant connection, i had moments where id get 7.2MB and then jumps down to 0.8MB. Alright, so the apn worked perfectly.
i had to enter a mms apn for fido to get mms working, smsc number was already there for my carrier. here's the settings.
Fido mms
apn: mms.fido.ca
mmsc http://mms.fido.ca
mms proxy: 205.151.011.013
mcc: 302
mnc: 370
apn type: mms

flashing the 1.97 radio and using the supplied apn's worked for me. After a reboot.

maybe trying doing a fresh install of 2.3.4, start by flashing back to 4.1.83. it doesnt sound right that it still says 4.1.83 after you install 2.3.4, might be a bad flash. my system version is 45.3.0.mb860.retail.en.05 after flashing 2.3.4.
I am also still having trouble with my mms...I did a clean flash to 2.3.4 and updated the radio, but I am still not able to view picture messages. My apn's appear to be set correctly...any ideas?
The instructions in the OP worked for me. I had a clean install of 2.3.4 HKTW, new radio, with the v1.8 update rollup fix, and mms would not work.
1. Download APN Manager
2. Copy the folder in the OPs zip file to your Internal SD
3. Open APN Manager and do a Restore
4. Reboot phone
My APN settings were the same before I did this, but it would not work until I followed these instructions.
Hi All,
Wondering if you can help, since I updated my moto g 2nd gen with the latest update I cannot get a data connection, I have done a factory reset but still nothing. Checked my APN settings and they are correct. I have had a look on google and there does appear to be users with the same issue but no real fix that I can see other than changing it to a different sim slot but only one sim slot works on my device so I cant even test it! Any other ideas or has anybody else had this issue?

delete all APN ... reboot test...if the phone didn't autoconfig the APN, you do it.
SS yours APN config before deleted... and check if the parameter of APN is correct by google in it....

just tried but still no joy, phoned EE and they had me do it manually but they says I would need to go to motorola to see if they can assist.
Any other suggestions or anyone else had this issue?

I had a rooted nexus 6 with Android 6.
I was playing with chmod and root and messed up some system permissions.
I have re-installed several Nexus 6 Google images 5.1 6.0 etc...
I have everything except cellular signal. It says no service and sometimes no sim card.
I have taken my sim and put it in another phone and it worked.
When I go to *#*#4636#*#*
It says GSM: emergency service only and GPRS service: disconnected.
I tried to change the network type to GSM only and others with no success.
Any help to further diagnose this would be appreciated..

Very good point.
When I flashed 6.0.1
under cellular network settings , I only see Data raoming, Preferred network type and System select.
no APN settings
When I re-flashed 5.0.1 , I could see the apn settings, but when I go to it, it says something like that the user doesn't have permission to view the settings. I even tried to add a new settings and save it, but the message stayed there and I see no APN list at all..
I might have messed up the APN permissions with chmod, but I would think a system re-flash would have corrected it..

Does your IMEI match the number on your SIM card tray?
I'm having trouble enabling VoLTE on the latest build (02/11) build of cyanogenmod for my Mi5 32GB. It wasn't working on the earlier builds as well. Sometimes after a clean flash , VoLTE works just fine and then after sometime it just won't work (No HD symbol after the sim name ) . I'm using a JIO sim and it would be really helpful if someone knows any workaround for this issue as I know many people are facing the same issue even after having the updated radio firmware after the 31/10 cm 13 nightly.
I tried different APN settings , but failed.
For reference , I'm using the following APN setting on miui8.
APN : jionet
APN type :default,supl.
It would be really helpful if someone knows any workaround for this problem , as I had to go back to miui ( which I don't like a bit ) because of this issue in cm which is otherwise a quite stable and clean rom.

it works fine for me always, im using jio in first slot and idea in other and in sim settings jio as default for data and and sms , for calls ask on call. in apn jionet,bearer lte,server www.google.com and even if it doesnt show hd calls works fine and connects.
Just delete all apns and add a new apn with:
Name: jionet
Apn: jionet
Rest all leave default...
It's a hit and miss thing... Works sometimes and doesnt, so best thing is to download the jio4gvoice app... When it's not in HD... Use the app to call... When it's HD... Directly call from phone...
there is no hit and miss case for me here in telangana region with same apn settings i mentioned above from cm 31 build onwards. i have called 30+ times with no disconnect.
No it's not working, I never get proper network on cm, I'm using Jio on 1st slot and airtel on the second slot, never get VoLTE though.
It used to work on the 12/11 build. But after updating to the latest build , it stopped working
Latest 18/11 cm 14.1 build also doesn't help. I tried creating Access point settings manually , but still with no luck. If anyone found a workaround for this, please share it here.
Works 100% for me. No issues. Just set the correct apn and make sure you enable it. Then restart the device.

Delete all the APN and recreate them. It should work then. I just tried on latest nightly.

It works for me now in the latest cm13 nightly. Just deleted the default APN and added a new one. I used to change the preferred network to LTE before .

My provider upgraded their network and sent me a new sim card.
With the new sim card I can only call and text, but there is no data - I cannot connect to the internet (only wifi).
I called the provider and we tried to manually set the Access Point Name (APN), but we failed.
In the APNs settings I see the following message: "Access Point Name setting are not available for this user".
When I try to edit access point (3 dots and +) and try to save the new settings, it also fails - there is no profile/access point name.
I did the following:
factory reset
updated TWRP
updated my firmware to the latest Dev version
flashed the latest LOS again (I had the latest update before)
It didn't help. Still no data, still cannot edit the APNs.
Can you edit the APNs on your phones? Any suggestions?
Well, in our country; we make our APN mods as - - - name: your sim card provider's name and Apn is internet. And Apn protocol is IPv4/IPv6 - - - use it like that and send me message if it has gone worked or not

I cannot edit the APN - that's the problem. When I try to add the APN and save it, nothing is being saved.

My phone is not rooted.

In Access point names settings I see:
"Access Point Name setting are not available for this user"
When I click "+" I see edit access point. I can edit name, apn, proxy ect, but when I click save, nothing is being saved.
Hmm... Interesting... I have never seen such a bug... So... Can you recover your data, video and your photos and reset your phone to the factory settings?

I did. I believe that it's the problem of my handset.
I tried the sim card in a different phone and it was working.
My operator also reset my account and disabled and enabled mobile data for it, did some other tests and it's still not working.
My problem is that the "access points name" settings are not available on my phone!!!
