I have an htc one m7 for verizon. ulocked bootloader and s-off. For some reason recovery software will not load. I have tried every way possible to flash twrp and cwm. they just will not load. Anyway I was able to install a RUU file through fastboot. So since I can not get into twrp or cwm to try out different roms, is there custom roms is ruu format?

I have never seen a custom ROM come in RUU form. If you have the right recovery file it should be simple.
Reboot in fastboot
"fastboot flash recovery <name of the recovery file>"
2-3 seconds later it should be done.

Hello bro
My M7UL is brick..since I unlocked the device, and upgrade the android from official OTA
I spent few days to fix it but still fail.
I tried to sideload a custom rom, and ADB flash boot boot.img, but it is looping in booting screen, then reboot

i was told to flash twrp 2.6.3.3 instead of 2.7.0.0 but when i flash 2.6.3.3 it says entering recovery then reboots and boots normally into my rom.
i am having issues updating my phone, i am on 4.4.2, the phone is rooted and bootloader unlocked, but i am at a loss for how to update it. all the thread i am reading tells me i need to update to stock 5.0.2

Flash twrp if its not already done
download this rom: https://www.androidfilehost.com/?fid=23501681358545524 and push it to your phone internal memory
in twrp select "install" and select that rom
aroma installer will launch, follow instructions. When asked, select "yes" to stock recovery and radio, select "no" to root.
after the rom is flashed, reboot the phone normally and take all ota updates from 4.19.401.11 to 7.19.401.22.

I think you could use either the 7.19.401.2 or 7.19.401.22 from here:

You will however have to change the version-main first, as your current installed rom is newer. Read the "How to downgrade with S-on" section at the end of the second post. When complete you should get any OTA's available to bring up to current version again.

2) Is it OK to re-lock the bootloader with TWRP recovery installed or do I need to re-lock with a stock recovery?

2. Yes, but I would recomend flashing stock recovery to avoid any weird situations if RUU flash goes wrong
