Flash twrp if its not already done
download this rom: https://www.androidfilehost.com/?fid=23501681358545524 and push it to your phone internal memory
in twrp select "install" and select that rom
aroma installer will launch, follow instructions. When asked, select "yes" to stock recovery and radio, select "no" to root.
after the rom is flashed, reboot the phone normally and take all ota updates from 4.19.401.11 to 7.19.401.22.

Thanks a lot. . . Will get back to you

[Q] Can I flash 4.20.707.6 or will it cause issues?

Is it safe to flash this via fastboot, if I have the US Dev Edition? I want to flash 4.20.707.6-3.63.707.3 over 4.19.1540.4. Should I just leave it alone and stay with 4.19.1540.4? Any advice is appreciated, thanks.

I wouldn't bother. Very little/nothing to gain.. Some would even argue Dev Editions are better than carrier versions.
Yeah, the only thing I noticed after flashing 4.19.1540.4, is I get 3 service bars now, compared to being stuck on 1 bar all the time.
Edit:
I guess all went well..

do you have the link for that .zip file ? :fingers-crossed:
I have the link to 4.19.1540.9 here:

This will not erase your data, I removed those files from the OTA.

I think you could use either the 7.19.401.2 or 7.19.401.22 from here:
http://forum.xda-developers.com/htc-one/general/lollipop-ruu-zip-small-collection-t3053944
You will however have to change the version-main first, as your current installed rom is newer. Read the "How to downgrade with S-on" section at the end of the second post. When complete you should get any OTA's available to bring up to current version again.

Returning back to Stock

I'm looking to return my HTC One back to stock, currently it's got a rooted stock ROM and TWRP recovery.
Looking at other posts, it seems that I need to flash a RUU from this thread. Just a couple of questions:
1) Is 7.19.401.2 RUU the correct one to use for me (see fastboot getvar all below)?
2) Is it OK to re-lock the bootloader with TWRP recovery installed or do I need to re-lock with a stock recovery?
3) Why is it necessary to use htc_fastboot.exe instead of normal fastboot?
Code:
C:\Windows\system32>fastboot getvar all
(bootloader) version: 0.5
(bootloader) version-bootloader: 1.61.0000
(bootloader) version-baseband: 4T.35.3218.16

1. Yes
2. Yes, but I would recomend flashing stock recovery to avoid any weird situations if RUU flash goes wrong
3. Because normal fastboot can't handle the size of LP RUUs

You want the latest stock version? Because 4.19.401.9 is android 4.4.2
Latest version for your phone is 7.19.401.151
https://www.androidfilehost.com/?fid=24407100847293704
But you'll need to update your firmware to at least 6.xx.401.xx (hboot 1.57 or higher) before being able to flash this RUU.

Sorry for late answer, cleared the notification and forgot to answer.
You can use this firmware file https://www.androidfilehost.com/?fid=817550096634787821
will update your firmware to 7.19.401.2 then you can flash the RUU to be on the final version. Dont forget that you must use htc_fastboot.exe instead of fastboot.exe to flash the ruu or you'll get errors when flash the ruu
