You can use an Xposed module to fix it.
Else, you will need to decompile a system apk and fix it yourself

It has already been fixed before...
Check this out, it is a bug fix package-just extract it and take the packageinstaller.apk, push to system/app, set permissions and reboot. Alternatively try the one attached, the attached one has a white background (unlike the other one which is black), the white fits in more with Sony's 4.3 firmware.
If your getting an 'android is upgrading' message upon every boot (happened to me ) then move (or cut not copy) the packageinstaller.odex to your sd card/internal memory, reboot, then move it back into system/app, set permissions and reboot again-now it should boot like normal.
Btw you need root and a file explorer that supports root access to follow my method.
It seems to work.
Android updated once and then no problem.
Background is white. Why not.

It is solved by replacing the APK but I had forgotten this module.

It only fixes the uninstall text going offset. Other than that the module seemed to be dead.

Xposed Framework will not install on my Straighttalk Samsung Centura for nothing. I tried installing different versions of Xposed Installer and that didn't help. Yes, I'm rooted. I use other root apps with no problem. I use Superuser. It works fine. Ok, so when I press Install/Update on Xposed Installer I giver it Superuser permissions and it says Install/Update with the little circle going around. It stayed like that all night. What am I doing wrong? I started thinking and I even changed /system permissions to r/w with File Explorer because my installation mode is Classical(write to /system directly) and thag didn't either. Does Xposed Installer use any data because I'm currently throttled and my 3G speeds are so slow. So I was wondering when you press Install/Update does Xposed Installer download something or no? Can someone please tell me what I'm doing wrong here?

Only the "Downloads" section uses the Internet.

To change the installation mode: tap "installation mode".
To take a logcat: Google "logcat". There are plenty of great tutorials around that cover pretty much everything.
EDIT: Also make sure you're using the latest version of the Xposed Installer.

What installation mod should I change it to? And yes I tried using the latest version. That's why I'm using v2.6

Any of the recovery methods. One is automatic, the other manual - pick whatever you want.
A logcat of the classical installation method will be useful if you want to see it fixed (if possible), so you probably want to do that first if you care.

Also I didnt mention that when I give it Superuser permission, a popup keeps saying "shell has been granted Superuser permissions". I think that's normal though. It only does it for about a minute and the circle keeps spinning

Didn't the Xposed Installer warn you about a segmentation fault? Check the FAQ and try the build there (search for "segmentation fault").

Thanks for your reply, I got it done after several rebooting. It's working perfectly now.
My Xposed was working fine but idk why from yesterday it showing error " The latest version of Xposed ia currently active. Do you install the framework and reboot? " what to do ? :'( . I tryed reinstalling of framework from recovery but still showing the error .

If you can't even delete the file, what are you doing installing alpha software?
I am having the exact same issue. My phone rebooted and I get the same message in the Xposed app. I do not have that file that was mentioned to be deleted though. I attached my log, any ideas?
EDIT: I rebooted and it is working fine again!

I mean , Before it was working great but after that reboot my xposed didn't working. obviously i want my xposed working back. I deleted that and reinstalled the alpha 2 but it didn't worked for me.

I'm running into the same problem as of this morning. The same line shows up in my log, but "/data/data/de.robv.android.xposed.installer/conf " doesn't seem to exist. Perhaps I'm looking in the wrong place.
Using ES File Explorer, I navigate to the "/" directory, and open the "data" folder, but there's nothing in there. nor is there anything in the "data" folder in the (emulated) SD card directory.
any suggestions?

Dont worry , Downland the file that i attached and install it from recovery and after rebooting your xposed will be fine .
having same issue in bluestack running android 4.4.2 kitkat

Ah, I tried manually moving the 2 .ogg files there but it didn't work, guess that's not enough haha

I found the solution, remove the module from Magisk, reboot then manually add the files to the corresponding folder!
So like a total dumbass I didn't check the source and downloaded a module (fde.ai) from magiskroot.net . Seemed to install fine, boot took a bit longer than usual, after boot the module was not listed in Magisk manager.
Is that site safe?

In Magisk. I'm trying to search for added files in the system right now, nothing found so far. I have also opened the zip (just before your reply) but I'm not sure I'll be able to decipher...

a magisk module wouldn't change system files it'll just create a folder in data/adb/modules so look there for strange folders
