Can you extract the android-info.txt file from you ruu.zip and post it here?

No, i can't extract the android-info.txt file with winrar or 7-zip. I downloaded both mirrors but cannot extract everything from the zip. I thought it's because it's an official RUU and not a custom ROM? Or should it be possible to extract everything from a official RUU?
I'm reading this now on this thread:
"To downgrade to JellyBean later you will need old hboot from previous versions.".
Is this neccesary if you have S-Off? I have hboot 2.49 (newest) but i cannot extract the hboot_signedbyaa.img from the ZIP

Yes it looks like you will need to find an older hboot for this version and flash it first then flash the ruu. Can not find the hboot needed, I don't really know the dual sim variants, sorry. Maybe a better idea to ask in the thread you have linked.

I downloaded the first OTA and extracted the firmware.zip from there and flashed it. I got an older hboot (2.26).
But now;
- fastboot is not working anymore (usb device not recognized)
I placed the RUU.zip on a sd-card and when going in bootloader i can automatically install the zip file.
Everything went OK, except;
- QSC fail-PU
- After reboot, in bootloader os mismatch, is colored in red: os: 6.13.402.2 (2.19.401.1)
I can update the OTA updates (zip) with stock recovery. I'm still having troubles with fastboot and OS is still colored RED. I'm updating the OTA updates one by one now as we speak.
*edit*
While flashing OTA_M7C_DUG_K44_SENSE60_MR_HTC_Europe_5.17.401.6-4.21.401.5_release_378997.zip fastboot is working again and OS is green again in bootloader; OS-5.17.401.6
One more OTA to go. I think it's resolved now
*edit 2*
With the last OTA OS is red again but fastboot is still working.

Never flash firmware.zip from an ota update, these zip are only firmware patches (not the complete firmware) and must be flashed incrementally. You are lucky your phone was no hard bricked by doing this.

Incomplete ruu flash. Did you flashed it twice? "fastboot flash zip ruu.zip" twice?

Oh. Lucky me I had to go back to an older hboot and i didn't know where to get these. The firmware.zip from the OTA gave me an older hboot.

probably firewater, check here: http://forum.xda-developers.com/showthread.php?t=2495697
and careful when you are S-Off, you can easily brick your phone if you flash things not suited for your model.

Be careful, don't flash the wrong ruu; make sure it's for your MID and CID (especially MID).
What OS are you using? if MD5 is correct, recommend Win7 and USB2 port... USB3 ports are known to have problems.

strange, downgrade should work fine with S-Off
try: unplug and replug phone
fastboot reboot-bootloader <- did it reboot back to bootloader/FASTBOOT USB?
fastboot oem rebootRUU <- did it go to RUU mode (silver HTC logo)?
fastboot flash zip <name of ruu>.zip
fastboot flash zip <name of ruu>.zip
fastboot reboot-bootloader
do not do a "fastboot getvar all" anywhere between those steps.
PS: also restart your PC, and is "adb version" 1.0.31?

interesting, i thought separate hboot downgrade shouldn't be necessary with ruu.zip flash. was that a signed/encrypted ruu.zip?

remove your IMEI and serialno from your getvar all.
repost your getvar all correctly so we can see all the info: S-???? 5.16.???????
what firmware.zip are you using (link) and why? you don't need to flash firmware to get an OS on your phone...
fastboot flash zip Guru_Reset_M7_2.24.161.1.zip ---> this can not be flashed this way, must be flashed from a custom recovery, however it also looks like its not the right version. You getvar: 5.16.??? ---> and you are trying to flash a 2.24
You'll probably have to flash a custom rom

Remove the imei and serialno from your getvar all. Also, you have cutoff some important information on the getvar all, i.e., version bootloader, version main. Why don't you think you have an OS? What was the firmware version you were trying to install?
I think your are trying to install the older versions of your phone and that is why it is failing. You are S-ON so you can only install the same or higher versions of OS and firmware.

First, hard reboot pressing the power and volume down buttons until you see the bootloader and then scroll through the options to hit "REBOOT" not "REBOOT BOOTLOADER" you'll probably boot into your rom after a couple of minutes but thats not a fix, it's just a way to use your phone for now.
Having no OS means you probably tried to flash a custom firmware or downgrade your FW but you can only do that while S-OFF
OR you where using a different kind of recovery like multirom or an old clockworkmod recovery or something, give us a little bit more info on what you where doing before you "lost" your OS and what recovery, what ROM and what you where hoping to accomplish just so we can see what went wrong. It's best when you need to do something to read the guide your using from top to bottom twice, most guides go through multiple posts not just the first to point out areas you might run into problems and things to avoid. I recently had a similar problem trying to remove multirom and reverting to stock, I was flashing the 1.57 FW with TWRP but after flashing ARHD 71.1 it still gave me "no OS installed", I reverted to stock using the RUU.zip install method with all partitions and FW and ROM to complete stock.

It is possible to root without open bootloader?
I dont know how to do that, can you give me a link to an instruction or can you give me instructions?
And I'm on 5.0.1 now, maybe this is could be important

Download the "bootlader reset tool" zip file and save it at root of your /sdcard
Download this firmware.zip file, its a custom firmware that I have made for your phone, it only include twrp recovery 2.6.3.3 and the correct android-info.txt that match your phone spec, so it will only flash twrp recovery. Save it in the same folder where you have adb.exe and fastboot.exe. Hi I want to convert my HTC One to Developer Edition so I can get the updates from HTC as soon as they release.
I have International version S-OFF, Unclocked, CID: 11111111. Current ROM Android Revolution HD 83.1
What is the Process to convert to Developer Edition, as I know HTC will release the 5.0 update for developers 1st just to test and small bug fixing.
The CID for Developer Edition is BS_US001, I also download the RUU_M7_UL_JB43_SENSE50_MR_BrightstarUS_WWE_3.22.1540.1 but still unable to install it.

if its a .exe ruu, you have to downgrade hboot to 1.44 before flashing. Do not use windows 8 to downgrade hboot to 1.44, use windows 7
or you can use a .zip ruu (no hboot downgrade required)
can you please send me the link as i found them on htc1guru but the download links are not working.
And what is the process of installing from zip.

no need to delete anything, the ruu will wipe your phone anyway.

easiest way is to just pull the firmware.zip file out of the RUU or find the correct firmware.zip file for the RUU and flash that first then run the RUU.
EDIT: just noticed the file you downloaded appears to be an OTA, its never going to work, try this one instead its a full RUU: http://androidruu.com/getdownload.p...8_10.38r.1157.04L_release_353887_signed_3.exe
Just download this file from HTC Dev
PN07IMG_M7_UL_JB43_SENSE50_MR_BrightstarUS_WWE_3.22.1540.1
Now get this error.

We need more info to help you.
Post the output of "fastboot getvar all" (don't post imei/serialno)
Is your bootloader locked / unlocked / re-locked?
What ruu are you trying to flash exactly (file name + link)?

I think your firmwre is too old to flash this RUU. Have you tried to flash the ruu using your external sd card? Rename the ruu to PN071IMG.zip and save it at the root of your external sdcard and reboot in bootloader mode.
Otherwise you could try the 6.13.401.3 ruu posted here: http://forum.xda-developers.com/showthread.php?t=2617159 and you should be able to flash the 7.17.401.5 after this one.

It's in the OP here http://forum.xda-developers.com/htc-one/general/lollipop-ruu-zip-small-collection-t3053944
under "how to flash"
https://www.androidfilehost.com/?fid=95916177934539737
not sure which version the above is, but there's also v3.0.9.2 here
https://www.androidfilehost.com/?fid=24052804347805953
but the first one should work fine for the M7
