I am creating this thread as suggested by @nkk71 to solve a softbricked HTC ONE. I usually deal with samsung and Sony androids so this is to find community help.
Issue, I have recently received an HTC ONE which has been rooted, TWRP installed and was S-ON. The baseband was lost, with 4.4.2 verizone version flashed.
Here are the details:

Some initial remarks from @nkk71 :
1- radio is a CDMA version (from the looks of it)
2- version-main is missing
3- the device is now S-ON, very likely it was S-OFF at one point, and s(he) went S-On because of panic (which was probably the worst idea ever)

I did re-flash CWM touch and also flashed a CWM flashable stock ROM

Sooner or later, you're going to need to S-Off the device, if you want to return it to stock (whatever that was ), but for that you'll need a functioning ROM.
Since you're relocked at the moment, let's try flashing a GPE firmware,
so get 3.06.1700.10 (let's try with lowest version first), from here: http://xda7.androidrevolution.nl/db_mirror/Firmware/index.php?dir=HTC/HTC_One/1700/
then in bootloader/FASTBOOT USB:
fastboot oem rebootRUU
fastboot flash zip 3.06.1700.10.zip
fastboot flash zip 3.06.1700.10.zip <- yes twice
fastboot reboot-bootloader
fastboot getvar all
copy/paste the command prompt output of all the above commands.

It is showing the following blue screen once i boot,...
First it shows google splash screen...

@nkk71 yes I am now s-off via rumrunner, and on this ROM, InsertCoin 5.0-1
So first after relocked and I flashed, RUU 3.06.1700.10
Flashed latest CWM touch
and then flashed the rom, insertcoin-htc-one-v3-0-5-googleedition-android-4-3
I regained baseband with successful flash.

I've got my teacher's phone here (HTC One M7), who wanted to return to the original stock firmware. I've ran 'oem lock', then 'oem rebootRUU', then 'flash zip <file.zip>'.
So far so good, everything seemed to work fine. Till it booted, and only a black screen showed up...
I wondered if it might be broken firmware, so i downloaded another one, and now i have the awkward feeling that it wasn't the right version...
When i now look in hboot, it says: OS-3.62.401.1 (4.19.401.8) in red letters. 3.62.401.1 is the version i need, but i have no idea what those other numbers are.
I went back, trying to install another 3.62.401.1 (checked twice if it's the correct version), and when it checks the hboot version now it ends with Failed, 44 hboot version check fail.
To make a long story short: I believe i attempted to flash the wrong firmware (which stayed stuck at 'sending zip'), and now whenever i try to install the correct firmware it says "44 hboot version check fail". What do i do?

The two version numbers are because the first flash went through (the hboot pre-update)
"FAILED (remote: 90 hboot pre-update! please flush image again immediately)"
but you didnt complete the second flash.
get the signed firmwares from here: http://xda7.androidrevolution.org/db_mirror/Firmware/index.php?dir=HTC/HTC_One/401/
and flash them incrementally <- important, because those are OTA firmwares, so only contain updates and rely on all previous updates to be in place.
you need to start with 4.19.401.8
the way to flash:

try installing the full RUU: http://androidruu.com/getdownload.p...10.38r.1157.04L_release_353069_signed_2-1.exe
after that, connect to your WiFi (you dont need a sim card in the phone) and just check for software updates
The RUU will wipe the entire phone, so backup anything important first.

1- firewater is discontinued, only way for you to get s-off is using SunShine (paid app $25)
2- you dont need S-OFF to flash signed firmwares, S-OFF does make a lot of things easier, but is not mandatory
3- try again: unplug & replug phone then

7.19.401.22 is not really the firmware for your phone CID/MID and variants, but its ok to use it. M7_UL firmware like the 7.19.401.22 are compatible on M7_U. But 7.19.401.22 isn't the latest one, latest is 7.19.401.30.
You might want to edit your post and remove all references to your imei and serial numbers

Well I don't see any real difference between .22 and .30 but if you want to be up-to-date just because, then yes you can flash it the same way you did for .22.

Btw this file must only be used if your actual firmware is 7.19.401.22 because its only a patch from .22 to .30. Flashing it over another version than .22 could brick your phone.

Then downloaded RUU_M7_UL_L50_SENSE60_MR_BrightstarUS_WWE_7.17.1540.7_Radio_4T.35.3218.16_10.33Q.1718.01L_release_420191_signed_2 from HTC. But unfortunately it stuck at 16% and sending. What is that I am missing?

You will need to change your MID from PN0710000 to PN0712000 and you'll also need to update your firmware.
to change the mid boot the phone in a rooted OS (or custom recovery) and use these commands:

Then confirm your MID is now PN0712000:

If yes then you are ready to update the firmware:

First flash is only a pre-update and will report an error, go ahead and flash again using the same command:

Then reboot in bootloader again:

Don't forget to remove your IMEI/SN each time you post a "fastboot getvar all"
Seems like your phone have a problem with the CIR partition, not sure why but you are not the first one. You can bypass the CIR flash so the rest of the firmware can flash fine. You'll also probably need to do the same thing when flashing a RUU
Try this:
Open the firmware zip file, remove the cir.img file from the zip file and try to flash again.

well you'll need to decrypt the ruu.zip using linux so you can remove the cir.img file

Or the other option is to flash the firmware update from 6.07.1540.2 to 7.17.1540.7, flash a custom recovery, restore the 7.17.1540.7 twrp nandroid backup and reflash the 7.17.1540.7 stock recovery

Is there a ZIP version of the RUU? I downloaded from HTC an exe version. Let's say I get a zip, remove the img, how can I flash it?

Even if you find a zip version, it must be decrypted if you want to remove the cir.img file. All ruu.zip with their name ending with "signed.zip" like this one or any other ruu.zip extracted from a ruu.exe must be decrypted. I can't find any recent Dev edition ruu that are already decrypted. Probably easier to go for the nandroid backup method.

Well, I can decrypt it if it's necessary. But if you say it would be easier to go the other method, I believe you. Actually I wouldn't mind if I had a custom rom, so I don't really stick to it. So if you could help me finish this, I would really appreciate it!

Check you drivers/usb cable. Try another usb port if needed. I don't see why it wouldn't work. Can you at least flash the custom recovery? If yes you could flash the 6.07.1540.2 reset rom and start from there, you'll then have to install 3 ota updates.

There is a 7.17.402.5 RUU available, to flash it you either need S-OFF or you'll need to modify your version-main number in the MISC partition. Not sure if the MISC partition of the M7CDUG is located at the same place as the M7_UL so before messing with it, better to take a look:
Boot in twrp recovery and then do these commands to dump the p19 partition which should be the MISC partition: edit: MISC is located a p20 on the M7C

exit
Then send me the misc_backup.img file, I'll take a look at it to confirm everything and reply with the correct commands to change your version-main from 7.17.402.55 to 7.17.402.5 so you can flash the RUU.
Be careful when using "dd" commands, a typo could brick your phone. Better to copy/paste the command.

Now, you mentioned anything wrong could "brick" my phone, so I'm being cautious now. First off, where should I be typing those commands? thro CMD on my pc? and if so, shouldnt I be on fastboot on mobile to do so and not on twrp? I have no idea what is MISC partation nor "p19 partation". also i'm not S-off sadly.

In fastboot mode, only commands starting with "fastboot" will work. "adb" commands must be done from a custom recovery (twrp) or from a booted rom, so yes do the above when booted in twrp recovery.

The MISC partition (located at position p19 on the M7_UL variant) is where your version-main number is stored. When a phone is S-ON, you can only flash same or newer RUU version than your current version-main. The only RUUs available are older versions than your version-main number and would normally requires S-OFF to be flashed. We can bypass this by manually modifying your version-main in the MISC partition allowing us to flash the 7.17.402.5 RUU on your 7.17.402.55 phone and this can be done without having S-OFF. The commands posted above will make a copy of your P19 partition and save it as a "misc_backup.img" file on your phone storage (/sdcard). I need to take a look a this file to confirm that the p19 partition of your M7CDUG is also, like the M7_UL, the MISC partition. When confirmed, I'll be able to send your the correct commands to change your version-main from 7.17.402.55 to 7.17.402.5 so you can use the 7.17.401.5 RUU even if your phone is S-ON.

I have done all as you mentioned, except updating using OTA to 7.17.402.55. its necessarily?
Also my CMD command was ready to insert the last "adb reboot bootloader" while my phone was still have that green installing bar at about 80% or something. I waited couple minutes it never moved, so I typed the command in CMD and it restarted. I hope I didnt mess up in this step xd
Also when the CMD screen ended loading/installing the ruu.zip, it said something about 12 signature verifying failed or something, i thought u might want to know.
So now what? phone rebooted and its on the fastboot menu, also when going to recovery, its the stock recovery. I dont know how to boot into the stock rom to get the phone up. But anyway so far its alot of improvement i believe!

Can you copy/paste the entire command window? The RUU should end with "Finished. Total time: xx sec". Did you relocked the bootloader before flashing the RUU and are you usig htc_fastboot.exe to flash it?

Well, I go to the folder of my fastboot and adb stuff, and open a CMD from there by "shift right click >> open command window here". I tried to download your htc_fastboot but its still a "fastboot", no "htc_". so i did it from the CMD using the fastboot commands. And yes the RUU ended with "finished total sec: xx". and yes i did relock. my phone say " TEMPERED", "RELOCKED" and "SECURITY WARNING"

Well if the ruu flashed fine (ended with "finished, total time xx) you should be able to boot the phone normally to the OS by selecting "reboot" from the bootloader menu or by using the "fastboot reboot" command. But what was that error you were talking about?

The error is something in the middle of the process of the flashing. Sometimes it would say something like
signature veryfing.... failed
... bypass..
then by the end of the procress, there was 12 signature veriyfing errors, and then finished and time.
Now when im rebooting, it just go to the fastboot menu directly. i dont even have to press volume down. should i flash the RUU again?

There are some partitions that are bypassed when flashing the RUU and this is normal (like the sbl for example). Yes flash the RUU again and copy/paste the command window after its done so I can see if there is something wrong.

Do you have an sd card? If yes, make sure its formatted in FAT32, rename the RUU file "PN071IMG" (PN071IMG.zip), save it at the root of your external sd card and reboot the phone in bootloader mode (fastboot reboot-bootloader). Your phone should detect the PN071IMG.zip file and ask you if you want to flash it (update) select yes.
If it still not working there something else we can try.

I renamed and copied to the root level of my ext. sd, sadly didnt detect it! why is that?

I unlocked and flashed TWRP. On my PC I can only see my external sdcard. cant see the internal one. I realier before the RUU attempt could.
Anyway i googled how to make the TWRP structure for the backup/restore and I can see the backup on the restore tab now, but when trying to restore I get some error while wiping data:

E: Unable to mount '/data'
E: unknown MTP message type: 1
EDIT: I did data wipe and that appear to fix this problem. Phone is restoring the nandroid as i'm typing this. I will let you know.

So now, humans are so hard to be satisfied. Couple minutes ago I only just wanted my phone to just work and I will be so satsifed, I was thinking I wont ever attempt to root it again! but sadly that it works now, I want to root it xD so what did I do wrong for all that to happen? was it something about deleting particular stuff while wiping before flashing rom? I remember I wiped out system, cache, delvak and data. I don't know if I should be content with my working phone, but I can't. I'm addict xd
