There is no RUU you can flash on this phone unless you achieve s-off.
If you want a RUU to restore your phone back to stock for warrranty purpose, then you'll need to s-off and flash an older RUU.
If you don't need to return to stock for warranty purpose you can restore you phone using this nandroid backup: https://www.androidfilehost.com/?fid=95832962473396067

download hboot 1.44 https://www.dropbox.com/s/uqe5y2iy7mjy0n6/orig_hboot_1.44.0000_M7_RUUmode.zip
and go to bootloader. Then write in fastboot "fastboot oem rebootRUU" without quotes.
When done write fastboot reboot-bootloader
Now download this RUU http://www.htc1guru.com/dld/ruu_m7_...1-27_10-31-1131-05_release_310878_signed-exe/
Now start the RUU and phone will flash
Remember to flash stock recovery 2 if you need it

I found this >> http://forum.xda-developers.com/showpost.php?p=46889588&postcount=6
You basically have to convert your one to the EU .401 version

yes ruu (you mentioned) has hboot 1.44, but if you are s-off, then you are able to downgrade (you may need to downgrade hboot first)
but without a "fastboot getvar all" (removing IMEI and s/n), i can't say if that ruu is for your phone or not

as mentioned by @alray, remove IMEI and s/n
change MID using: http://forum.xda-developers.com/showthread.php?t=2535365 to PN0711000 <- consistent with M7_U
change CID to HTC__J15:
fastboot oem writecid HTC__J15 <- consistent with WWE GCC (which is what I assume you want)
fastboot reboot-bootloader
fastboot oem rebootRUU
fastboot flash zip ruu.zip
fastboot flash zip ruu.zip <- yes twice, make sure it's successful
fastboot reboot-bootloader
i know a RUU.EXE (downgrade) will fail with hboot 1.55+ but not sure about fastboot ruu mode zip flash, it will probably work just fine (i think). (first flash should downgrade hboot and say "flush again immediately", second flash should downgrade everything)
IF above flash zip gives error then downgrade hboot first:
fastboot oem rebootRUU
fastboot flash zip 1.29.401.12_hboot_1.44.zip
fastboot flash zip 1.29.401.12_hboot_1.44.zip
fastboot reboot-bootloader
then flash ruu.zip
stay s-off

why did you censored modelid? we need that info. only censor IMEI and serialno. Your device is s-off so you can use this decrypted ruu.zip here, you have to flash it in ruu mode.
Sorry about that.

Could you post a fastboot getvar all with the imei and serialno removed? What were the specific RUU that you tried?
You also might try this:
type fastboot devices
your phone serial number should be listed
now type fastboot erase cache
it should say something about formatting cache
now fastboot reboot
hopefully your phone will boot back up

Both of these RUU's are lower than your version, since you are S-ON you can only run RUU that are the same or higher. Try this one it is the latest RUU Sense 6.

To flash an RUU lower than your version, you need S-OFF. You're phone is S-ON. So, you can only flash an RUU which is your same version or higher

What rom are you trying to flash? I would recommend you to get rid of CWM and use TWRP to reflash your rom, that will probably fix your problem.

You don't need s-off to flash custom roms.... only an unlocked bootloader and the correct custom recovery version.
If you want to back to stock then you'll have to flash the 7.19.401.51 RUU

Ok I tried to flash this RUU, it is the correct I guess.. http://forum.xda-developers.com/htc-one/general/lollipop-ruu-zip-small-collection-t3053944/page3
But it says :
invalid sparse file format at header magi.. what does that mean? I think that the RUU.zip is too big I guess ? or I don't know
Ok I was able to get past that, but now I've got another problem when I enter TWRP/CMW I get this messege :
Unable to mount partition path /sd card..
and I think that this kinda screws up my RUU installation now. So what is the fix for that if there is any ?

Back to stock

Bootloader is locked using "fastboot oem lock"
To flash the RUU just launch the .exe file with the phone connected to your computer and follow instructions.
