Hello,
Just flashed Lolipop and my usage manager FCs all the time. Is it a bug in OS or something on my phone?

Sudden wake up seems like a broken app issue. If you reflashed ROM and the issue persist, that problably means you didn't make "clean install" i.e. didn't wipe all system partition, factory reset, wipe cache/dalvik.
If you indeed made clean install but still have the problem, try fixing permissions at recovery. Also try installing app that tells you which app keeps waking device (GSam Battery Monitor or Better Battery Stats), and uninstall that app. I had similar issue, caused by CPU Control app - which crashed during one reboot. It was waking devide while trying to adjust governor/clocks.
If that don't help try to reflash ROM again (ensuring you make clean install) but don't install any apps. Try most minimalistic ROM you can find - without any stock apps.

thanks for ur reply divibyzero
actually like when i used cwm ICS builds it got disappeared by itself for unknown reasons!,and of course im glad of it
and yes,i had a clean install with every thing wiped and i have checked permissions and logcat myself, but there wasn't anything strange!
by the way those apps u suggested was really useful for me,and i've found many interesting thing inside the phone
I've tried searching around threads for similar problems but I couldn't find something quite exact like mine.
Well I'm running a Jellybeer rom now and before that I was running CM9 and then AOSP beerbong rom.. This problem I noticed when I was switching from the AOSP rom to the AOKP rom by the same developer. I followed all The instructions, did factory wipes etc. And then once on the jellybeer rom I just did the cache wipes as required for rom updates. I am also using titanium backup pro to back up and restore the "user apps with data". The problem is :
Every time I reboot my phone:
1)launcher is set to stock.
2) when I activate the nova launcher the widgets have to be restored.
3) lock screen widgets are gone.
4) SwiftKey 3 dictionary has to be updated or it doesn't recognise the old one.
5) randomly during the startup i get this random vertical black bar towards the right or left of the screen for a second or two and it seems to be like a glitch. I've got the soft keys / navigation bar enabled. Before when then rom had transparent soft keys, they would become opaque after this glitch appeared.
6) accessibility options like notifier pro and dash clock are also reset to "off " after reboot but once I enable one of them all of them come Back on as well.
I have tried clearing logs and caches with "sd maid" and I thought It was a bug in the rom, but after many updates, this is still there. No one seems to be having the same problem as me in the rom development thread.
There was this one time when my phone crashed and showed the roms booting screen and once the system was loading, it looked like how the phone is supposed to boot up with all my widgets, launcher, dictionary etc.
This is quite frustrating as every reboot I have to reconfigure my phone partially.

Thanks, for now it seems to be normal. Only I see that black bar on boot. That could be something to do with the rom, I will be moving this to the solved section for now.
If anyone is interested, I backed up my user apps using guide which is linked above and then I proceeded with the factory wipe and then I restored my apps and made sure the main apps that were restarting were kept on the internal memory.
Thanks once again for helping me solve my issues. It's what a relief to reboot without having the headache of setting everything again. Even SwiftKey is working fine. Even though I'm using the older version of it.

Weird
I never had this problem but it just happened to me today

Philz root kernel
After turning on my note
For like 30 sec til phone complete it boot
It turned off
Then restart by itself
I can't turn off phone normally too
I guess it must be some of my apps
However these app never cause me problem
App in suspect i guess it is
Link2sd
SetCPU
Ram manager
Thennnn
I'm wrong
I try safe mode which won't launch third party app
Still turned off
These effect is just like boot loop
However i can go to a bit of launch screen
So yeah
My brain exploded
I have no idea
Go to recovery and wipe data (data like installed apps, non synced data and all will be permanently lost)

WOAH! SO IT IS THAT EASY
Still
I don't know what cause it
Virus????
I know it is experimental, but I'm running CM11 20140714-UNOFFICIAL and posts in the developers forum says that ART works well on it, so I thought I'd give it a try. I went to settings, developer options, select runtime and chose ART. The phone rebooted, did a phone is upgrading / reoptimizing 122 apps and when it finished, I got that:
"unfortunately com.android.phone has crashed"
When I checked "ok" the same message pops. Repeat. I rebooted and phone and it did re-optimization on 22 appls. But still the loop of crashes, maybe 80% are the com.android.phone, but I also get com.android.gapps and com.android.acore and other apps (youtube, etc). I tried booting into recovery mode and wiping the cache davlik cache and cache, but same problem. I was able to switch back to davlik (when you press ok after a crash, 20% of the time you get a half-second window to do something and I was eventually able to get to settings, etc). That caused the phone to crash on startup, but wiping the cache cleared that. So now I'm back where I started.
But it seems like other people having gotten ART working on the 20140714 CM11 build. Did I do something wrong when switching to ART? Anything else to try?
Thanks,
Ben

depends on which gapps you use. Banks mini so far works the best for art aside 1 issue. you have to use different camera app or at least i have to. experiment your self and see which gapps works best for you other then cm gapps as it fails with art.

Can I dirty flash different gapps over my working install, or I do I need to do a full wipe to remove my current (non-ART compatible) gapps first?
Thanks,

you can try dirty if you want but personally I would do a full wipe.
Hi everyone,
I hope someone can help me. One week ago I upgraded to Pie on my Galaxy Note9 (Verizon). Ever since, I've been having a problem updating apps in Google Play. Most of apps get stuck on Download Pending. A few go through just fine, but most don't. When I turn off my NordVPN, every update goes through without a problem. I never had this problem on Oreo, and I don't want to have to turn off VPN every time I update.
Has anyone else encountered this problem? Any suggestions or solutions?
Thank you.
Try clearing cache and data on the google play app or maybe loadvpn has a glitch with android pie and u could report it. Also try wiping cache on phone by going into stock recovery.

Hi. This seems to have worked. Thank you very much.
First I cleared cache in Settings > Device Care > Storage, and Memory
Then I went to Settings > Apps and cleared out cache in Google Play
I don't know about clearing cache in stock recovery, is that a better way of doing it?
Thanks again
Well if wiping data and cache helped no need to wipe cache on stock recovery. What wipe cache does is help phone perform better sometimes. But it doesnt delete anything. U could do it. All u gotta do is power off phone then hold volume up and bixby button and press power button also and it should take u to stock recovery then use volumes(up or down) to highlight wipe cache then highlight yes and wipe it them reboot and it should perform better.
