Just read the first few topics in development section and get all answers for your questions. Also you will learn that Droid 4 have locked bootloader.

No. The problem is the kernel. And with the locked bootloader we cannot change the kernel

This can't be done. As said above the upgrade moves the kernel to 2.6.35.9 to v3.0.8, and the locked bootloader is a problem.
Plus Motorola completely redesigned the interface from GB to ICS. My DROID 4 is running official Motorola ICS and the settings would have to be changed, then it would have to be deodexed, and then signed and tested. With the things being redesigned, the camera may not work immediately, the video may not work and if it was a Port we would have to use CM9 as a base. So video most likely won't work.
It would be filled with bugs probably, so it would be a complicated process.

Wouldn't be entirely sure of this. I mean yeah, you'd figure the stock ROM for any device would be more stable than anything custom, but on the Nexus 10 anyway, I find custom ROM's more stable (no random rebooting) than stock 4.2.2.
No comment on the most stable ROM for Nexus 4 though.
Most of them are completely stable. Try them out and see which one you like.
OP the most stable ROM would be what you find most stable, due to the variables involved with each individual User...apps/usage. Why don't you just read thru the threads and do some homework, and run some ROMs to test for yourself. Thanks

My question is:
Once I'm booted into safestrap 3.11, could I install any custom ROM on the stock slot or do I have to make a new ROM slot on 1 or 2 or 3 on my SD card and install custom roms from there?
I'm trying to install Wizzed Bean CN4 4.1.2

Dont install anything on your stock slot for the safety of your phone. Create rom slots, and install roms from there. I also answered the question of the whizzed bean, hope that helps!

I'm on stock JB 4.1.2 and i've been searching for an effective root with no avail. Does anyone have a good guide on how to root my bionic? Or install safestrap? Thanks in advance!
Theres a guide over in the general forum, it uses Virtualbox. To install a rom you'll need to install safe strap and use rom slot 1 if it's CM.
