Are you talking about hotspot or wifi tethering?
If so I have 2 note 5's stock without root and have been able to turn on the stock hotspot with the instructions found on the forums. Its the same as note4 and other sprint phones. Calling and getting your unlock code from sprint and using the dialpad to get in.

Anybody know or has found out a way to use hotspot with an unlocked att note 3 in another carrier. Every app i try gives an error about wrong sim or no data connection. Data it self works excellent, just hotspot seems to be blocked by att on this phone if used with another arrier also.

I used the app quarantine app in play store I froze the tethering provisions and rebooted phone... worked great I'm using the note 3 AT&T model on Tmobile with native tethering working fine.

I have a unlocked rooted at&t note 3 running kit kat 44.2, I cannot get the mobile hotspot working, I keep getting the "there is a temporary network problem that prevents the enablement of the mobile hotspot, I downloaded the full version of Foxfi and I still cannot get connected.
Can anyone tell me how I can get around this at&t block.

I'm a tmobile here got a s6 edge verizon version here I want to enable volte if I enable it wants to go to Verizon homepage how I go around this without root
I can think of ways to do it if you are rooted, but not without. If you have already manually configured your apn settings and it won't toggle on, it's likely that your sol.
Why you are using a locked-down vzw variant on T-mobile is the real question. Freebie?

It was a gift they didn't know so I have to go do a trade in to T Mobile

For sure. I use AT&T service on the tmobile Note 4 all day. I use tethering all the time too. Never heard anything from AT&T.

Just use the phones native tethering.
It should be in your settings. No need to do anything else special.

I have always used Foxfi to tether on custom roms on AT&T phones and have not been detected as long as I only tethered an android tablet. They could detect a Windows PC unless I used a VPN.
I cannot use Foxfi on 5.1.1 roms on the N910T since it gets an error. I can run native tethering and it works fine, but have only done it a little bit since I am kind of wary about being detected - I have already been warned twice already a couple years ago. I, too, wanted to make sure it was undetectable by AT&T if I used the native tethering instead of Foxfi with its proxy.
I unlock my Samsung Note 4 T-Mobile with sim-unlock code, but I've heard that I cannot use this phone with internet 3G, 4G or LTE i'm outside US. And also I need another code to unlock this feature. I cannot check if I can use 3G Internet or not. Somebody knows that for sure?
I currently have a Note 4 and I was planning on trying to root it (never done it before). But before I try that, I was wondering if it would be easier if I got a Note 9 to use hotspot data through VPN. Thanks!

I just tried that combination and it seems that with newer versions of Android, you can't run a VPN with tethering or hotspot active. When it didn't work, I went online and found this confirmed. Of course, if you root the phone, there are apps that claim to make this work.
That's what I've been reading as well. I'm going to start looking for a phone that will allow me to do it out of the box. Might be easier for me than rooting the Note 4. I'm working out of town with no real Internet and no computer.
