Nobody have a idea?
I have tried all the codes I could remember that used to work and have had no luck.
I would like to know this too
Are you trying to set Band Priority? If you are, then you need to use ##DATA#.
https://mega.nz/#!ENIyhZqR!SWkbnmIV_FdWBWpVoF3JAOUPIB2sDivB7SjoZ5dPTc0 Flashing this firmware seems to enable service menu. Beware though as it doesnt support some sensors in S Health
Click phone then punch code : *#197328640# ->Umts->Debag Screen->Phone Control->Network Lock->Rat_Free_Supporting ON
After you click this you see " Now RAT Free Supporting". Click back button and try setting radio by pressing *#2263#.
RTA will lock back after restarting.

It only tells me "Network Lock". It doesn't show any fields to enter unlock codes. I factory reset in phone and kies as well as reload official samsung firmware and no luck. I tried entering codes to initiate unlocking but phone does not respond to any codes. I can only check imei and go tk service menu. Check the picture. Any help is greatly appreciated.

You said you tried entering codes to initiate unlocking (how many codes do you have) if you enter the wrong code too many times your sim will be blocked and you wont be able to use it and will have to get a code from the sim provider to unblock it.

Hi there,
What I meant when I tried to initiate the unlocking sequence, I dialed these numbers and nothing works. The phone doesn't respond to any of it. I pressed the dial icon but it just says "Not registered to network". For some reason when I insert a different SIM Card and restart the phone. It comes up to a screen saying "Network Lock" and that's it. It doesn't even allow you to enter unlock codes. All you can press is "Dismiss" Like what I showed in the picture. I don't know how to enter the unlock codes anymore since the phone will not respond to any of these service menu codes but it does respond to *#197328640#.
Method #1 Insert a Non accepted SIM card in your phone and power on. Once finished loading your phone will ask you to enter a code, enter the Unlock Code
Note: Non Accepted Simcard is any simcard not from the original provider
OR
Method #2 Go to the dial screen on your phone as if you are going to make a call and press: #7465625*638*UNLOCKCODE# (8 digit unlock code)
OR
Method #3 Go to the dial screen on your phone as if you are going to make a call and press: #0111*UNLOCKCODE# (8 digit unlock code)
OR
Method #4 Go to the dial screen on your phone as if you are going to make a call and press #7465625*638*# Once prompted for code, enter the 8 digit Unlock Code.
I tried these service codes as well and no luck
*#7465625# = Check the locks.
*7465625*638*Code# = Enables Network lock.
#7465625*638*Code# = Disables Network lock.
*7465625*782*Code# = Enables Subset lock.
#7465625*782*Code# = Disables Subset lock.
*7465625*77*Code# = Enables SP lock.
#7465625*77*Code# = Disables SP lock.
*7465625*27*Code# = Enables CP lock.
#7465625*27*Code# = Disables CP lock.
*7465625*746*Code# = Enables SIM lock.
#7465625*746*Code# = Disables SIM lock.

Yes, I tried both. I have the original Telcel SIM card and other SIM cards. The phone just doesn't respond to any of the service codes to initiate unlocking. Only message I got was "Network LOCK" and a picture of a padlock and a button that says "DISMISS"

I am not entirely sure, but it is probably the same case as my Galaxy Ace a few years ago. Unfortunately, Telcel adds an additional lock layer that is embedded in the ROM, so any effort does no good. What I did to unlock it, was download another firmware from Sammobile that was compatible from another carrier. You may choose that path, or flashing a custom ROM. Obviously, this implies you must have root permissions enabled on your mobile device.
more telcel galaxy s3 minis
I have the exact same problem with the Galaxy S3 mini from Telcel. Even at professional unlocking businesses this was a problem.
Their is just no option to enter unlock codes, neither does it respond to "Method 1-4 unlock codes"
After entering *#197328640# in the keypad the options are
[1] Debug Screen
[2] Version information
[3] common
After selecting [1] debug screen, there are 8 options
[1] BASIC INFORMATION
[2] MM INFORMATION
[3] RR INFORMATION
[4] NEIGHBOR CELL
[5] GPRS INFORMATION
[6] SIM INFORMATION
[7] HANDOVER
[8] PHONE CONTROL
Phone control has 7 options
[1] DRX CONTROL
[2] FAKE SERIAL CONTROL
[3] NAS CONTROL
[4] UE STATE CONTROL
[5] SIMULATION
[6] NETWORK LOCK
[7] NETWORK CONTROL
and network lock says Not Active.
I bought a cheap $20 phone make and receive calls but if their is away to unlock this thing that would be greatly appreciated.
I would rather avoid installing customs ROMS however i can root and unroot with VROOT. So if there is some .apk that needs to be modified or something that would be a better option. If anyone can help with this issue, it would be greatly appreciated. Thanks..

I also got this info at a code unlocking site.
*Note regarding Samsung Android phones:
If your phone is locked to Telcel or Claro Mexico or Claro
Worldwide, before placing your order please try inserting
a non-accepted sim card into your phone and ensure you
receive a prompt to enter the unlock code.
If you do not, you may need to either root your phone or
change to the latest North American firmware prior to
placing an order as you will not be able to enter an
unlock code until the firmware is updated.
The phone originally came with jellybean 4.1 but was updated to 4.1.2. Dont know if that has anything to do with it

Unfortunately, I think you will need to unlock it every time after you do a factory reset. (unless someone comes out with a new rom, but I have not seen any development for the scl23; at least not that I know of)

How do I reach baseband ? Please explain
Unlock any SCL23 even @ 5.0
Hey guys, I've been following every unlocking threads for the SCL23 but no one seems to have the answer how to unlock ALL VERSIONS of SCL23.
I actually had mine for a year now and just decided to unlock it now, I have it on Andoid 5.0 which if you may know *#*# codes doesnt work anymore.
If you do some research, you also can't unlock SCL23 with Baseband ending with BNG3. Even if you're able to do the *#*#9090# code and followed the unlock procedure, it will not work!
Work around is:
1. Downgrade with ODIN to Android 4.X firmware version BNJ1 for SCL23.
2. Do the *#*#9090# Hack. Try *#*#0011# if you 9090 doesnt work.
3. Upgrade to latest firmware via ODIN
4. Profit
P.S.
I downloaded SCL23 Android 5.0 via SAMFIRM
and SCL23 BNJ1 from android firmware websites.
Hope this helps coz i tried going to different websites like vietnam ones! Most of the guides to unlock SCL23 are in Japanese so here's the source for one: http://mobilersidea.blog.fc2.com/blog-entry-45.html

If the phone gives you the MM06 code it is reported stolen, therefore it will no longer connect to any network carriers. You will have to have the IMEI cleaned. That is all I can say.
I have successfully unlocked the S4 on AT&T. I wrote a thread on it:

I have tried this but unfortunately i do not get the options on my n910t, i am trying to use it in Malaysia and it was brought from USA, anybody can suggest me anything please to get the sweet phone working again. thanx
There are a few caveats here. It doesn't matter if you have a sim card in or not when unlocking a phone via this method. You only need a sim from a different carrier to test it, although there is a GSM code you can enter on the phone pad to bring up the screen to enter an unlock code manually. You do not need that or even any sim card in the phone for this service menu method.
Simply
1) Enter *#197328640# on the phone dial pad
2) Select [1] UMTS
3) Select [1] Debug Screen
4) Select [8] Phone Control
5) Select [6] Network Lock> Options
6) Select [3] Perso SHA256 DFF.
7) Go back one menu "Network Lock"
8) Select [4] NW Lock NV Data INITIALLIZ
9) Wait a few seconds, depending on your phone reboot.
If you can't bring up the service menu on step 1 try to dial *#22745927 to enable hidden menu...press back...then dial *#197328640#
Another caveat is that this only works on certain firmwares. Im running Maximum Overdrive 7.1.1 and the debug service menu is empty. See attached screenshot. For example on the Note 2 the only firmware i could find with the correct service menu is the very first original firmware release android v4.1.1 T889UVALJ1:_(4.1.1) (11/02/12) I had no issue downgrading from v6.0.1 and back again. You can put a custom rom back on, or whatever you want after you unlock the device as the changes are made in the NV memory and it is unaffected even by wiping out any and all of your file systems. You will simply lose access to those sections of the service menu with most custom or newer roms you flash but you should be easily able to bounce around via Odin with ease on the Note 4 AND 2.
Friends i want to force my LTE to a particular band. I heard its possible by entering *#0011# and then selecting second row dor dual sim then Back from menu then Q and then 0000. But when i enter Q and then 0000 nothing happens. also i tried Q0000 and Q0. Any help is appreciated.
I havent figured out a root strategy quite yet but i am working on it. i do believe there is a way to unlock the bootloader and make it possible to flash custom recovery. Found this on android.stackexchange.com don't no if it might help
I found one clue about CP/AP, and it's from a discussion at Android Central. One Galaxy S4 user with AT&T in the US had to use this service menu to switch from CP to AP, in order for Samsung Kies software on the PC to recognize his phone. It kept saying SGH-I337 does not support initialising. It seemed to have something to do with a custom bootloader by AT&T, and it was probably set to CP mode by default. That's a clue, but not a clear fact. Switching it to AP made it recognized in Kies. – samirg Aug 31 '15 at 15:47

This actually isn't working on Samsung Galaxy S3 Mini Verizon in 2018. It actually tries to dial an actual phone number, not go to the unlocker. What is wrong with the Verizon version of the Samsung Galaxy S3 Mini? Why doesn't this work on the Samsung Galaxy S3 Mini Verizon on Android KitKat 4.4.2?

Here is a list of the Hidden Menu Dialer codes i have found that work most with description. (some i am unsure of what they do)
*#15280*369# - Version Review

Click to collapse
The correct code for extended Version Info is *#12580*369#
It will work on most but not all models/firmwares.
