The only real difference of the phones is the software between the 2 carriers

No, you are talking about a boot loader unlock for the Note 4 from Verizon, which is a completely different phone than the TMobile Note 3
The Verizon note 3 has s new cid bootloader unlock as well.

I have an At&t Note 4 that I am using on ting, which piggybacks off of T-Mobile here in my area.
I am wondering since I cant find much of any custom roms for the at&t variant of the Note 4, if I would be able to install T-mobile Roms? Since I am on T-Mobile towers?

Oh, no, I'm not rooted or anything yet. The phone will be here in a few days.
So I take it the reason why there aren't any at&t roms, is because there is no root and unlocked bootloader? Crap!
OK, Nevermind to this thread. I just sent a return request for the at&t note 4 and I ordered a T-Mobile Note 4. Problem solved.

I really want a note 5 rom. I have the att note 3. Curious, if I unlock my att to be able to be used on tmobile, will I be able to use the note 5 rom made for the tmobile note 3?

Does your phone have a locked bootloader? If it does, you cannot install a rom unless it is installable via safestrap. A lockd bootloader rules out cm and aosp based ROMs too.
How do I find out? I bet it is locked.

What rom is in the phone? If it is 4.4.2 or newer, it's locked.

I've had my Note 4 for about 2 years, and have been patiently waiting for a root to be possible on it. Can anyone tell me what the latest word is on this? I love my Note 4, but am ready to consider any and all options to get a rooted AT&T phone. I'd be willing to downgrade the firmware, or purchase a different version of Note 4 which is rootable, and is unlocked for AT&T. Please advise!

Its a dream that never became true to root AT&T note 4.
I suggest you swap with T-mobile note 4 because AT&T sim works just fine with T-mobile note 4 including 4g LTE.
And of course T-mobile note 4 is very easy to root and there are dozens of custom roms available.

at&t locked the bootloader on their variant of the note 4 my best advice is to get a 910f unlocked international or unlocked tmobile version

Can I flash the T-Mobile firmware on my unlocked note 9 snapdragon? I believe I can. The reason I'm saying this is because I had a note 8 on T-Mobile working well on Sprint before. It was originally a t mobile device that I had unlocked. when putting in the Sprint sim card the device auto configured itself. Will the same thing happen if I flash the T-Mobile rom and use my sprint sim?

Possibly. The note 8 and 9 are similar in that it is really only 1 US model and just the firmware changes. Basically with a US snapdragon you can flash any official firmware from a carrier and it should work fine, the only difference being something unique to the note 8 tmo rom that did something special when you put it on sprint. Also , because this way of flashing really isn't rooting or anything, you would have nothing to lose and could always flash back.
