You can start the phone in bootloader mode and then connect with mtty (or htcflasher -p) and type "rtask c". This will let you connect with qpst.
If you just want to change an nv item, I wrote a simple service programming app that can do some things:

Follow the MTTY guide, its because activesync/wmdc is still active.
Hi I know there is a differece between downlaod mode and DIAG mode (correct me if im wrong) im trying to activate this phone with pp i already manage to make work talk & text ..to make internet work i need to use QPST and i need DIAG mode to make it work .....if anyone knows how to put this phone on DIAG mode please help ...thanks

I can bring up the diag menu from entering *#*#3424#*#* but there is no option to put it into diag mode or modem mode from there. you can only run some tests. How to I enter modem mode, or diag mode so that I can get programming apps to find the phone on the 16com port. Supposedly when it is done right the port will say HTC DIAG instead of com16.

I am able to enter download mode and 8008 mode still ... But LGup gives me errors no matter what version i try.. I really appreciate any help with this.. i currently dont have a phone and really need to get back to a working order,,,,THank you in adcance
