Hi Just wanna share the info regarding unlocking WP7, sorry if this posted in XDA already, but in case somebody want to try this unlock tools... here it is..
Microsoft allows developers to unlock their device for sideloading their applications for testing purposes using their marketplace account. Creating a marketplace account requires yearly charges of 99 USD which is difficult for new testing developers to pay for. A groups of developers have released a new Windows Phone 7 unlocker tool which provides the ability for anyone to unlock a WP7 device without a Marketplace developer account. The developers claim that this tool is completely safe and reversible for the phone and the app even allows you to relock the phone. Just download the exe,run it when your phone is connected. Thats it..Your phone unlocked. Here is the download links,

for all who are having issues i found a way that should definately work.

download from the above link. install first.
Once you installed whats above then do the following:
1. Connect Windows phone 7 (HD7 for me)
2. ON THE DEVICE go to http://www.chevronwp7.com/cert and install. Lock the phone and leave it.
3. edit the properties of ChevronWP7.exe (I am running windows 7 64 bit.)
a. Run in compatibility mode XP SP3
b. Run as Admin.
c. Apply those changes and exit. DO NOT RUN IT YET
4. Start up the Zune software, and make sure it detects your phone
5. Run ChevronWP7 (If you get the pin code error, simply slide the lockscreen up so you can see the tiles, and run the program again.)
6. Then click all of the check boxes and unlock
There you go. This is just how it worked for me. If you have any questions, Ill try to help you.

thanks worked like a charm although the program took like 15 mins to install lls it crazy because i'm using a core i7, but thanks for the tip I was at a stand-still til you showed up.

no problem bro. I spent 3 hours reading and trying on several machines till I found all that info in several places. It just did not work for me on XP but every os beyond from ms did.
I did every step, but it still doesn't work.
It keeps throwing the error

when i run the program and go through the check list and hit unlock i get a message that says the program has stopped workin help
1. Did u download and install the thing from the link to ms?
if no then that might be part of ur problem
2. Do u have Skype or any other app like that running on ur machine?
If so then u need to full close out of those apps. Make sure there process's are not still active. U can do so through task manager.
3. In Zune when ur phone connects does it say ur name or guest?
If guest then u need to hit the button below the phone image to set up ur phone to be the main user.
4. Did u sign into Zune?
If no then sign in. I was signed in when it worked for me.
I hope that helps troubleshoot ur problem.
Also try re downloading the unlocked app. If it was zip/rar it might of unpacked incorrectly.
1. Yes, I verified that because I can access the editor and Application Deployment (by searching for it..)
2. Only MSN, but that was switched off.
3. Will have to check, but I think it's the name of the phone.
4. Yes, I tried when signed in and out.
I will try booting in safe mode, maybe that helps.
I'll get back to you.
I have Win 7 64 bit as well and got all the same errors.
I then tried it on a Win 7 32 bit machine, with all the same settings, and no problems at all. Unlocked within a second.

lol you beat me to it. make sure you extract the cert file from the zip before you attach to an email. just select the cert wait for it to download then select it again when you see the little shield next to the attachment. Then it will ask if you want to install the cert. do it and your set as far as that part of the process is concerned.
If your having issues with it in win7 x64 try changing the exe's compatibility to xp sp2 or sp3. i think i set mine to sp3 on my win7 x64 machine.
also make sure when your phone is sync to unlock your phone so its sitting at the start menu.

I sent the reg file to my hotmail account and after downloading it tells me there is no app associated witht his file type. Am I missing something?

you need to install the reg on your pc. you need to send the cert file to your hotmail.

there should be a reg file. Just double click it and let it add to the registry on ur PC not the phone.
Phone = install cert
PC = install reg

Long story short...I have a legit Windows Phone Developer account and I want to unlock my Lumia 920. I know the unlock tool is part of the WP8 SDK, but the only problem is that the SDK requires Windows 8 64-bit. As of now, the only Windows 8 install I have is on my Samsung tablet, so I can't install it on there since its not 64-bit.
Is there a way to just get the registration tool without installing the 1.5+GB SDK? Or is there a way to do it from Windows 7?

Try this. Idk if it works, but give it a shot anyway! Extract the files and put it in a folder, then run the exe.

unfortunately this doesn't work, as it states we need a zune-connected phone. and the lumia 920 doesn't connect to zune

Why don't you use a vmware image of windows 8 where you can install the sdk on it. I use the same method as I have a macbook. for win phone 8 dev I use vmware.

I think the zip doesn't work but not because it needs a zune connected phone. Instead the issue is that the tool is probably missing some common files or something like that. It asks to connect the phone to the computer and points at a potential problem with the windows phone passthrough service (although there is no problem because the device can be browsed perfectly fine).
I wish I could at least install a XAP to my WP8 devce on Windows 7...Is THAT even possable ?

Sorry for bumping this old post, but I had been having issues registering/unlocking my Windows Phone 7 Lumia 710 recently to develop.
Using Windows 7 SDKs, the registration tool with it just wasn't working - I was getting the good old "Error logging into the App Hub. Please check your Windows Live ID and password and try again" message.
Even contacting Windows Dev Support couldn't resolve this - apparently its a known issue theyre working on just now!
Long story short, I found this thread - and tried the zip file you linked and it worked! I was able to register my phone through that file instead of the registration tool that came with the SDK. So thank you very much!

Does anyone know if it is possible to view the file system of a Windows Phone 8.1 device? I have a phone that is developer unlocked and would like to the file structure of the device or access files that are hidden away from the user. I can see the downloads, music, photos etc using the new Nokia/Microsoft Files app, but can not get into something like the windows phone equivelent to C:\Users\xxx\AppData.
I came across this post on the forums which is an xap file for allowing browsing over a network (converts phone to a webserver) but could not deploy to Win Phone 8.1 using the deployment tools due to the file having a missing manifest - I suspect it works for Win Phone 8 rather than 8.1.
Are there any native tools in the Visual Studio environment to browse the device on a dev unlocked device?

Thanks anaheiim, I managed to sucessfully deploy the WebAccess_0_5_0.xap but not the AllCapabiliities version which is what I had tried before. I was hoping to be able to access the Win8 desktop equivelent to:-
C:\Users\USER\AppData\Local\Packages
Do you happen to know if that is possible?

Yes, you can not deploy AllCap, because you are not Interop-Unlock, etc... only the ativ s allow.
You only have access to C:\Windows\... (It seems to me), that is why I said it was limited.

You can also download any Nokia Lumia FFU and use the imgMount too to convert the ffu into a vhd file. Then you can just mount the vhd file on your PC and browse away!

Is there a way to developer unlock my Nokia Lumia 520 without needing the SDK? I have a windows XP computer, (with dual boot Ubuntu) and a Windows 8.1, but the windows 8.1 has no admin rights (and I cant get them, don't bother with answers about this). Is there a way to developer unlock my phone, either with the XP or without a computer? I honestly want this so bad I don't care if it is legit Microsoft approved or not. I tried the chinese jailbreak tool, but it wouldn't work because I don't have the drivers or something that come with the SDK, and the SDK isn't supported on windows XP.

There is no any tool that support Windows XP.
Here are some links for a lite version.
But it requires at least Windows 7. You can do it on your friend PC/Laptop or at Cyber cafe.

Afaik, you actually need a Windows 8 installation to run the unlocker application. It might be a bit wild, but have you thought about installing Windows 8 on your computer? Either replace XP or run it in a virutal machine.

Thanks, I was very surprised when an app was suggested, so if it was named I would be wary of it anyway.
Unfortunately, the XP is too slow for Windows 8, especially through visualisation.

I have the Nokia 630 and I get the error in Windows Phone Application Deployment (8.1):
"Error - The package does not contain the expected manifest file."
This game isn't in store anymore. I had it installed but did hard reset and lost it, before that I made a copy of the system folder:
D:\WPSystem\apps\WindowsApps\OutFit7Limited.TalkingSanta_2.4.0.0_arm__rmf98d2bjqpyp
Is there a way for me to just copy this copy and make the phone recognize the installation?
Please if you can install this in your Lumia, please tell me how. Maybe adjusting some file, maybe it's easy for anyone who knows. Thanks.

Thank you for your attention. My Nokia 630 is enable live interop / capability unlock and live full fs access, using vcREG v1.3, I can deploy xap, appx, etc, but in this specific case this appx talking Santa no deploy because occurs a error in Windows Phone Application Deployment 8.1 when I click to deploy: "Error - the package does not contain the expects manifest file" and if I copy the appx talking Santa to SD card and go to install local Apps, the "Talking Santa" don't disponible in store, it's appear in the list grayed impossible to select for install! I have tried in region United States, Spain, Brazil, etc...
My great question is, can you install this appx talking Santa in your mobile, this impossible for me. If you can install please confirm to me and how make the process of success installation. Thank you.
I not use 8.1 because use W10M. Install appx is much easier, just run on phone or deploy with browser or install with interop tools. Why not upgrade? I upgraded 920, 925, 530 to official W10M AU and all working great plus enabled largest paging file for virtual memory and phone "flying"

I have tested w10 previously, but it is very slow, Nokia 630 only 512mb ram.

with increased virtual memory (paged file) in registry editor, works much better...
also W10M is much optimized with every update than before, some apps still works slow but system works fine.

Interesting. But now I have installed Windows Insider and enabled fast insider, but updates to w10m no more appears in my settings> update of Mobile. When I first made it, I enabled Windows insider after rebooting the phone already appeared the update to w10m, but now it does not work, just shows that the phone is up to date. By the way, you were able to install this appx in w10m? Thanks.

update is possible if you change registry to identify device as supported for W10M update, for example Lumia 535, 640, 730/735, 830... after that install Upgrade Advisor from store and check for update with this app

Thank you very much for your explanations. Regarding the DualSim, the Nokia 630 is DualSim, I did not understand the part of the "DS device info". I will try later, although I am discouraged by the negative points I had while I tested earlier, the battery drains quickly and the system closes windows suddenly. Do you know what the user "titi66200" talked about transform appx into appxbundle? I wish I could install this game on my WP8.1, as I had it installed before hard reset. :crying:

few advice: insider not needed for upgrade, just use Upgrade Advisor app. after upgrade to 10586, upgrade again to 14393.953.
make hard reset when you done.
enable developer and portal device in phone settings - update and security
install Interop Tools ARM version https://forum.xda-developers.com/showpost.php?p=71000190&postcount=607 and make interop Unlock (in case not work, first enable Restore NDTKSvc, wait 30 sec, restart phone and now must work)
for change virtual memory
HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Memory Management\
Value Name: PagingFiles
u:\pagefile.sys 256 256
change only 256 256 to value you want (first number is minimal, second is maximum virtual memory), for example:
u:\pagefile.sys 256 512
u:\pagefile.sys 512 512
u:\pagefile.sys 1024 1024
you can enter any value but watch how many memory phone have free. also dont change "u:\pagefile.sys" or add more than one row... restart phone when you done

yes. just flash phone with Windows Device Recovery Tool go back to WP8.1 if needed...

look, for appx, just download appx file from store, is easier and you have install file... you can search to download appx files here https://www.appx4fun.com/ or try download with this web page http://winphonehub-apps.appspot.com/
for XAP files is different because XAP files on store is encrypted, you must extract all files from Install folder on phone (\WP System\Apps\) and patch this file if you want install it...
