Download MI flash tool and the latest miui 8 rom for MI 3
Boot your phone into fastboot mode by pressing volume down and power button together
Open Mi flash tool and connect your phone to computer

I know it's been a long while since you had this problem, but as I have to face it myself without any clue how to solve it I thought it was a good idea to recover this thread.
First of all, let me say it happened to me with a Xiaomi mi5s. I had already installed adb & fastboot, as well as Xiaomi drivers from the Xiaomi Unlock Tool.
The problem arose when I made a partial firmware upgrade through fastboot in order to install LOS 14.1 via TWRP. I could not geet into fastboot mode, the screen went completely black and no charging LED. Curiously my laptop (Win10) made a tiny nose everytime I pluged or unplugged it (the same one it does everytime you plug a new device) and saw that it recognised it as a 'Qualcomm HS-USB qloader 9008'. More curiously, Xiaomi Flash Tool (BTW, it was the beta version although I guess the latest version would have worked as well) recognised the device although everytime I tried to flash an official firmware I got a message error: 'cannot receive hello packet'.
Well, after some research I was scared because I didn't want to open the phone to unplug the battery or anything. But I read somewhere that someone had the same problem as me and that he tried Xiaomi Flash Tool until it worked.
That was it, that was the clue. Xiaomi Flash Tool ready, having initially recognised my mi5s, the phone connected to the laptop, I made the combination to get into fastboot (holding volume - & power button) until my laptop made a tiny nose (the same one I explained at the beginning). As soon as I heard it I left the phone and clicked on the flash button on Xiaomi Flash Tool. Yes, it worked out. I installed latest development chinese MIUI rom. From there, I got into fastboot, flashed a new recovery... Well that's another history, the fact is that the mi5s is working again and I must say I feel really relived.
If anyone encounters the same problem I had I hope this post is of any help to him/her.

fixed long time ago , but i appreciate your help and you taking time to do this for me
You are welcome. I was afraid I wouldn't be of much help to you but I thought that it was a good idea anyway to leave my experience just in case at some point it proves helpful to someone.
I did the following things
1. Unlocked the bootloader.
2. Flashed twrp 3.0.2 with fastboot.
3. Flashed a rom cm14 unofficial.
4. Phone stuck into Bootloop.
5. Got update.app file from stock rom.
6. Used HUAWEI update extractor tool and made a flashable zip file for 5.1 Android version.
7. Flashed this file as a rom through twrp.
8. Now phone does not switch on.
9. Not even in bootloader, recovery nothing.
10. Screen completely black, nothing.
11. When connected to PC via USB, qsmusb_hub driver is asked by PC.
12. Adb/fastboot not detecting it.
13. Pressing any combination of volume and power buttons, changes the USB device connection (PC makes sound of USB connection and removal but nothing happens.
The led indicator starts blink after some time, it too goes off if I press volume + the power button. After sometime the indicator starts blinking rapidly.
If anyone can help me how to install stock recovery ir to go to bootloader anyway, will be very grateful

When you connect it to a charger while it is off, does the screen show the filling battery animation?
No, it does not show battery filling.
Only led starts blinking blue.

You need to take it to a service center.
When a phone is plugged in and it doesn't show the charging interface, that's a bad sign.
u need drivers and blank_flash file to get it back to life . that case service only these file are not available !
By mistake, I installed Redmi 4x ROM on my Redmi 4A.
I install official ROM (which downloaded from mi website) via TWRP, after install when the device is restarted my screen went black also device not responding.
Then I press the power button also power button+volume down and power button+volume down+volume up button for a long time but nothing happened.
Then I connect my device with PC, but PC doesn't show my device but PC alert (by sound) that any USB device inserted, then I open MiFlash it shows my device as COM10*, then I try to install Redmi 4A official ROM but MiFlash when I click flash it says me "Cannot receive hello packet".
Is there any solution for me??
or my device has gone dead??

You van try with test point
You have to try the testpoint method, it is the only way for mi flash to recognize the phone. Just search testpoint redmi 4a and should be there a guide on miui forum. I once had that prolem.
Hii! ^^ Yesterday I tried to root my Mi A2, but it screwed up my phone. Then, today I tried to flash the stock rom into my phone with miflash. The thing is that it stucked at 100%, so I searched on Google. I found a java program that worked for many people, so I wanted to try it. When I was ready to open the program, I closed miflash. And now my pc won't detect the phone both on the Android One logo and fastboot mode. What can I do?
after seeing the new custom roms for the Mi 11 i jumped straight on and flash PE 12.1 and it bricked on me (gotta pay like 10 bucks), after that i went on another try with Evo X with no luck having no boot animation (only the Mi Boot splash) ,boot loops. after all of that i came back to xiaomi.eu 12.5.9 (twrp version) thats the end of the day. Next morning i tried my luck again leading to a brick with no solutions. i flashed twrp and reboot into the bootloader and it never wakes up again (no edl)
If you have windows PC and in device manager PC still recognize driver 9008 you are good to go. For another edl unbrick. If not , check your driver's and USB ports . Change ports etc

it doesnt show the 9008 driver and it wont respond to any button combinations like fastboot or hard reset
Check some other USB port, or other PC - laptop. Reinstall driver, download latest. Restart PC. Use original USB cable that came with the phone. Make sure that cable is working....

Ok., Open the back find the pins and shorten. I manage to do this, but couldn't install. For this you really need someone with authorized account that will get codes from manufacturer... Etc. Good luck
Try to remove the battery and press on the power button at least 2 minutes.

Open your phone and connect edl pin points,
By the way, you need to have proper MIUI 13 installed before flashing thise roms, and if you used twrp to flash it, that's not the way to go
