1. What do you mean by "bootloader not responding"?
And you can try flashing twrp recovery using adb or fastboot. https://dl.twrp.me/m7/twrp-3.0.0-2-m7.img.html

All is OK I have another m7 working good on fastboot

I've searched everywhere and can't seem to find anything that works for me.
I unlocked my device's bootloader normally through htcdev.com. I then flashed TWRP in fastboot with the following commands:
fastboot flash recovery openrecovery-twrp-2.6.0.1-m7.img
fastboot erase cache
After flashing I can't boot into recovery no matter what. I tried the option from bootloader and adb reboot recovery and the phone simply boots into Android. I have flashed CWM and TWRP many many times.
What's interesting is that my bootloader screen only says unlocked instead of unlocked and tampered. I have M7_UL with hboot 1.44
Any help would be appreciated!

Is fastboot unchecked in Settings -> Power? Make sure it's unchecked then power down. Once it's powered down, enter bootloader, then recovery.

Yes it was. I finally managed to fix it by repeatedly flashing it over and over and over. I don't even know how doing the same thing many times can produce different results but I guess it did here.
Thanks for the reply.
Problem
I cannot boot into the system, since it bootloops. Neither into recovery, it flashes and tries to boot into system.
I tried installing the Omni 4.4 rom, but it was corrupt and I did not have any other ROM's to flash lying on the sd card.
I have no idea why I can't get into recovery - sometimes I can't even get ADB to work (the device list is empty, even though all the drivers (HTC Sync) is installed)
Status is (from bootloader):
**** Tampered ****

What I've tried:
Running my corresponding RUU, but I get an error saying that it's not for this version?
Installing different Recovery's. (Clockwork, TWRP)
Clearing the fastboot cache. (^All this through ADB)
And well, reading all the older posts about this topic.
I'd appreciate any kind of help, since I consider this to be a softbrick which I cannot seem to fix. :
Are you flashing RUU.exe or RUU.zip?
what is your fastboot getvar all output ?
You should be able to boot into Bootloader,
Power off your device, then press and hold Power and Volume Down until you're in the bootloader menu. Highlight FASTBOOT and press Power. You should see Fastboot USB highlighted in red.
Try flashing a new recovery via
Code:
fastboot flash recovery recoveryofyourchoice.img
After that, start flashing a rom like cm or anything that you use for daily.

If you know how to use adb you can push a ROM manually and flash it provided you still can boot recovery.

this file should get you back to stock from a windows 7 pc
install htc sync drivers first on the laptop and be sure fastboot devices works before continuing on.
then run the command fastboot oem lock before starting the RUU. this relocks the bootloader
http://www.htc1guru.com/dld/ruu_m7_...1-27_10-31-1131-05_release_310878_signed-exe/
after the RUU finished you will have to start from scratch and unlock bootloader and install custom recovery and Root

here you go
Instructions for Flashing RUU Zip Files:
Download the RUU.zip file and place in your ADB/fastboot folder. I would recommend renaming the zip file to something simple like ruu.zip.
Boot your phone into the bootloader by holding the power and vol up/down buttons at the same time until you see the bootloader screen or if you have your phone booted you can use the ADB command:
adb reboot-bootloader
Now use these fastboot commands:
fastboot oem rebootRUU
Should see the Silver HTC logo. Now issue this command to flash your phone using the ruu.zip file:
fastboot flash zip ruu.zip
Now the first time you issue a command to flash firmware/ruu in fastboot it only prepares the flash. You have to issue the exact command again:
fastboot flash zip ruu.zip
The green status bar usually does not reach the 100% mark. When the output in the command window is complete, you can reboot:
fastboot reboot

For adb to work yout phone needs to be booted to OS or custom recovery. Since you don't have either of those it won't work. Can you post fastboot getvar all? Just remove your IMEI and serial number.
Go here: htcdev.com/
Follow the steps there to unlock your phone.
You'll need to register a valid email as they will send you a .bin file. You don't need adb for this. Fastboot used.
After unlocking the device, download the stock recovery.img from tmobile (recovery_tmobile.img): dl.dropbox.com/u/50607529/recovery_tmobile.img
Save it to the same spot you have the fastboot.exe file
Then run the following command: fastboot flash recovery recovery_tmobile.img
Then issue a: fastboot reboot-bootloader
Go back into fastboot USB mode, and issue the: fastboot oem lock
Then issue a: fastboot reboot-bootloader
You will then be at the bootloader.
With the device still connected on your PC, switch to fastboot USB again (if not already), and run the RUU found online: htc.com/us/support/htc-one-t-mobile/news/
Do a google search for: HTC One for T-Mobile ROM Update 5.16.2014
Get the download that says "1.49GB". It's an .exe file you just run and it will wipe your phone. Considering the state it is in now, you probably won't mind that it'll wipe the entire phone clean.
This is off the top of my head, so hopefully those steps above are clear.
Any questions, reply to my post.

OK. You have two options - unlock bootloader and flash custom recovery and then adb sideload a ROM (easier in my oppinion) or run RUU. For RUU you need to match RUU .exe file with your CID and MID.

Running the RUU method, it starts to upload the image to the phone and about 5% through it errors out with error[171] USB connection error. During this process the phone displays a black screen and says HTC in white letters.
The ADB sideloader option states - adb devices not found... Any other options?
Forget about adb for now, it won't work. That black screen is RUU mode and it's fine. Do you have another usb cable to try? Because that error suggests your cable is faulty

sorry for butting in, but your issue, including the 171 usb issue sounds like drivers to me, are you using windows 7 or 8 ?
with your phone plugged into the computer, please check in device manager, under android devices it should say MyHTC, if it says anything else, that's your problem.
download HTC sync manager from the HTC site, install it, then goto add/remove programs and remove HTC sync, this will just leave the drivers behind on your computer, you don't want sync, it interferes, you will see HTC driver installer in add/remove programs just above sync.
---------- Post added at 09:21 PM ---------- Previous post was at 09:15 PM ----------
IT WONT BE your usb leads, ports or the port in the phone, so don't worry about that, its not a hardware fault, if it was then your fastboot getvar wouldn't of worked either.
