Howdy,
I am looking for some very specific help here on my device and so will try to provide as much information as I can with regards to it.
The basic issue is that I cannot, for any adequate length of time (more than a few minutes or hours), access the Google Play store on my Kindle Fire 5th Gen after it's initial installation. This is on Fire OS 5.3.2.1.
Where I started:
I have followed the instructions on how to install Google Play on the Kindle Fire without requiring root, which is basically the installation of the four required APKs. I used the script posted here on the forums and it worked well enough, but I've also copied the APKs locally to the device and installed them from there using the Local Storage tab in the Docs app.
The issue:
Within a few minutes or hours of having the Google Play store working, I am, for a second time, prompted to accept the Google Play terms and conditions when I load the store app. Once I accept (which I have no real choice otherwise, it just exits the app if I click Decline), I am now faced with an empty store screen and the message saying that there are no apps I can install as my Administrator has not made any available to me.
As I am my own Administrator, I know this is utter nonsense. This is also only the case on my account, as a dummy account that is not part of my G-Suite account does not have this issue, but alas, also does not have my purchases associated with it so this is not a good permanent choice.
My troubleshooting:
This issue seems to be entirely due to some issue with the fact that I am using a G-Suite account (the previously named Google Apps for Work) and not just your average Google account. The "apparent" issue is that the Google Play Store app seems to think I am using an Advanced management device (more info here, support.google.com/a/answer/6328699).
I have spent a few hours on the phone with G-Suite support on this. There was a point I mistakenly had the Advanced management settings on (EMM is the main culprit setting, the ability for the Administrator to control which apps their users can install, users being myself, my wife, and our son), but I have since, and for over a week now, had it off. They say toggling that takes about 24 hours to propagate, so that should be plenty of time. All I really wanted anyway was the Basic management anyway, i.e., being able to remotely locate, wipe, remove account, etc., on my various devices should they be lost or stolen, but I turned on some settings that weren't worded well enough for me to understand, apparently, and so Advanced it was.
Even with the EMM off, I still receive this error. At this point, I have many times over removed both the device from my G-Suite account as well as turned off mobile management entirely (it currently sits off and has since last week) which should have made it about as equivalent to a standard Google account as you can get, and yet still, the second prompting of the terms and service and the subsequent inability to browse the store after more than a short while after it just worked a bit ago.
Workarounds:
I can uninstall all four Google services apps, re-install them, add a dummy account, and get any free apps I want installed on my Kindle added, then uninstall again, re-install again, and add my account back, and then launch the apps and have them work. But again, this doesn't give me access to my purchased apps or add-ins so is not the best choice of action, nor is having to do this whole process again and try to get the Google Play store to work for those precious few minutes before it conks out. Sometimes it's not even a few minutes, but usually it is, but nevertheless, not the best all-around choice.
My hopeful resolution?:
Since neither I nor G-Suite Support seems to know of a setting that is currently preventing this from working, I am wanting to try some other methods that seem logical to me.
1) Putting the Google Play Store on my wife's profile on my Kindle and have it install any apps for all users and not just her profile. That "all users" part is what I am missing how to do. I know the script mentioned above that installs Google Play does install to all users so I know it's possible. Naturally, I would prefer this done through the store and not through manual APKs but beggars can't be choosers. I just want my auto-updates!
2) Allowing the adding and management of multiple Google accounts under my single profile. Currently, only one Google account can be added using the method of installing the Google Play store above, and if I could add mine and a dummy one, it should also work, in theory, by just swapping back and forth on the Play store. Still limited by purchases that are tied to my account (I believe), but not add-ins. I'd have to see how much trouble that is worth, but it could be better than nothing.
3) Anything else someone here on the forums can think of.
I'm open to questions, suggestions, or whatever at this point. I've now spent two weeks on this and yet still no resolution.

Tough issue, but not entirely unexpected behavior given the interdependencies of Google Play services components and undocumented assumptions of how play services/store will be installed on unrooted systems. Layer on G-suite and you have a snakes pit. My guess is one of more of the installed components is self-updating while the others are not. Probably not going to be able to control that behavior on an unrooted device.
May be less involved (and more successful) grabbing a refurb from Amazon Warehouse which typically arrive with older/rootable firmware.

No, I never got a fix for this, and unfortunately I have been relegated to just uninstalling all apps that came direct from APKs or just not from the Amazon Appstore. It sucks and makes my Fire not very worth it, despite the nice price tag.

Hello All,
Apologies if this has been addressed already. I did try to search for the issue and have found various articles outside of XDA, but none internally. Yesterday, or perhaps the day before, I noticed I was unable to update any of my apps via the Google Play Store.
I tried the basic troubleshooting steps.
Reset mobile data.
Did a clear cache and data on the Play Store app, as well as Google Play Services (this also kicked me back to an older version of play, when I go to settings and click build, it says it will install a new version of Play, i.e. the one I had prior to a Data clear, but I never get it).
Removed and re-added my google account on my phone.
Stopped short of doing a factory reset, as I am not too keen on doing so just yet.
Called Google Support (or rather, used their callback feature built into the play store app), and they were absolutely clueless. The guy literally said, there is no solution to this problem and hung up on me, sounded like the gentlemen may have been from Africa, or the call center in Africa. Whatever the case, it was clear he had absolutely no technical knowledge or ability other than reading 3 lines from a script.
In any event, has anyone else been experiencing this issue, and is there a solution and/or any insight or updates regarding this?

Do you get any errors from Play Store while trying to update apps?
No errors, whatsoever. Just stuck on downloading. Tried it over WI-FI and it still didn't work. Then went tried a different Wi-Fi and was able to download apps and update apps again, but I still can't download or update anything over my mobile network.
At one point, I got a timeout message coded (925). Searched around for that, and none of the fixes worked (I had already tried tjose fixes anyway).

Clear data and cache of Play Store app, then connect to VPN (change your IP address to another country), and run Play Store, see if it works or not.

Found the culprit. Apparently, on the Note 5, there are fine grained settings for restricting background data for certain apps and processes. I had restricted background data for "Media", and this was the issue. Thank you for your help!

Root and play services all went without a hitch, but I cannot run an app that requires an additional permission normally accessed via settings>security>apps with usage access. It simply does not exist in the settings menu on the kindle. Is there any way to add the option or access the setting another way?

Sorry, this isn't an answer. For some reason, posting a comment isn't working on this site in any web browser. In any case, I've got the exact situation you do (same HW/SW/root). I'm even trying to get the same app working through the google play store that you are, and am seeing the same message. Did you ever find a solution to this? Were you ever able to get MobileFence running on the Fire?
It is not available on Fire OS. Since Amazon has no use for Google play services.You would have to
Install a different ROM. I would ditch Fire Os and set it up as a kids tablet under CM or SlimLP. There is a good thread on how to do it in the Fire forum.

I was trying to install AppLock which has a similar issue and this fixed it for me.
Yesterday I updated to Oreo as the ZTE Axon M update service showed a new update available. On update Google Play would no longer launch and Play Services was not functioning. The Google Application services were pre-installed on the phone when purchased and shipped from AliExpress.
I figured I would reset the phone and on reset all Google functionality was removed.
I figured I would simply install the GAPPS services again and followed this thread:

However once everything installs and I launch the Play Store I get a white blank screen.
I would have expected to be prompted for the Google Account login screen and if I check Accounts from settings I can see that there is a Google Account listed but not configured and if I click it I am told to add the account from the relevant app. There is no other shortcut installed though other than Google Play Store which hangs as described previously.
I have tried various other ways to get this sorted out but the end result is the same, inability to add a google account and no way to launch the play store.
I considered YalpStore but its really not fit for purpose because anything that requires the Google Play Services framework will not run.
My phone is not rooted but it appears it does not need to be for GAPPS install functionality. I can see many threads that say this works without the need for rooting (and in any event there are no guides for rooting an Axon M).
My question is simply how do I the Google Play Store and Google Play Services to work on the ZTE Axon M with the Oreo update ? It is driving me nuts and I would never have proceeded with the update if I had realised it would simply be removed.

I tried, same issue crashing
I tried multiple methods too, but to no avail.
I do suspect a possibility. The previous time when i managed to get my gapps working when i first got the Chinese set, i had to disable the "Mi-Assistant" App as that was the one preventing my Google Play Services from Auto-Running even though it was set to allow. This time, I can not even see Google Play Services in the Auto-Run Manager and while i tried to force stop and disable the "Mi-Assistant" App, it does not allow me to disable.
I hope this info can help provide some leads to an expert who would be able to help us get back our GApps running again.

yes oreo 8.1 axon m 6 / 128gb. If there is the possibility I can post images of the app. One thing the app inside contains the play store but the apps that you download do not appear on the home of the device but within the app itself
Sounds like an emulator to me.. Would be great if you could provide the images of the app. Any small information helps.
Btw, to all, i did manage to download a GApps installer which seemed promising, cause at least it went into the login page for Google Account. But then the error of requesting to update "Google Play Services" popped up again and again and everything went down the drain again. Will try further and hopefully will have good news.

There is an application in the ZTE Market that installs a pseudo Google Play but it is sandboxed somehow and you have to launch this app to get access to your installs - feels very insecure to me - I just want a clean Google Play on the device
unfortunately for now it is the only solution I found. Otherwise you must use third-party app stores such as amazon, aptoide, etc.

I posted a link with a few of alternative stores (the best is to get the apk stand-alone ihmo) but if it is to follow that sandbox ways, as suggest, create a new "junky" account just to have it registered.

A little backstory: As most of you probably know, you are/were able to run up to 4 instances of most apps on your phone. One download from Play Store, one from Galaxy Store, then repeat inside Secure Folder. Obviously with apps like Facebook, you could also use the Dual Messenger feature to run yet another instance.
I'm assuming the October update broke that feature, as I was prompted to update Pokemon Go today (I manage four accounts on one device) and it wouldn't let me update because it's already installed. At the time the issue store, I could access 3 instances that were already up-to-date (both Play Stores and one Galaxy Store). Thinking it was just a glitch, I uninstalled the working Galaxy Store version and tried to reinstall. Would not install, citing that it's already installed. So I uninstalled one Play Store download. Same thing.
In conclusion, I went from four working versions to three, and finally two (one from each store).
So my question is: has anyone else come across this issue AND does anyone have a workaround/solution?
My first thought would be to just downloads the updated APKs via a mirror, but I don't know the phone decides whether to overwrite or install a second instance (that is, how does it install the second instance and is there a way to force it to do that instead of overwriting?) I've also considered downgrading, but I'm on a Snapdragon phone and I /do/ want to stay as updated as I can.
I know it seems like such a minor thing, but it's pretty important to me to be able to manage my accounts on the fly without extra devices or constant logging in/out.

I recently received my X90 pro plus, after debloating the phone I wanted to connect the credit card to google wallet, after several fails, googling and looking up at the threads here what could I've been doing wrong I saw on google play that "Device is not certified" after that I've downloaded a SafetyNet Test app and to my suprise the test failed on the "CTS profile match". From what i've read it mostly fails on phones with root, but besides debloat I haven't done anything else. Did anybody had similar issue and managed to fixed it?
You should not be using SafetyNet to determine whether your device meets security requirements. SafetyNet has been replaced by Play Integrity.
Oh, didn't know that, thanks for the info . So I've checked security requirements with Play Integrity API Checker and managed to pass only on basic integrity :/, I assume that I should pass in at least in device and basic integrity, right? But the main question is does it have an impact on successfully adding a card to google wallet (I've updated already a google play store, and play services to the latest version which was recommended on other threads)

Was your phone also from TradingShenzen @OthieDav and is it this CTS Profile Match "fail" that you are getting too? I was going to contact them about it because they said it would 100% pass.

You have mis matches with your google services.
Play services, play store/framework cannot auto update themselves from Play store itself. Vivo crap store has them often outdated. No way around periodically installing them as APK or install APKPure AppStore and make sure vivo store doesn't ever start and downgrade them again or switches apps to their own version for spying and making money from adds (many apps if installed from Vivo store will play out adds via vivo contracts - Or better BBK). Of course bbk also offers some apps they have no contracts with and then it's just a copy from Play store..apps that have widespread use in China no matter where from are mainly affected.
On funtouch this problem doesn't exist, maybe that's the main reason the global versions are so expensive, Vivo expects to make a cut from advertisement, which they can only do on China OS (or mainly)

Seems Google Play Services, and
Google Services Framework are both the latest version.
I ran Integrity Checker:
MEETS_DEVICE_INTEGRITY: FALSE
MEETS_BASIC_INTEGRITY: TRUE
MEETS_STRONG_INTEGRITY: FALSE
SafetyNet still says: CTS Profie match. FALSE
So what would be the next step? I just want Google Wallet to work and I've heard its possible.
@luontokoodaus I've received a reply from Trading, they already got a few complains about safetyNet/integrity failing on the vivo, but they said that the next software update should fix the issue. Later I asked them if I should wait for the update or is there any other potencial fix. After that I just got a return request with slip from them without any answers to my previous question (that is a little weird tbh)

The difference I see in my test is that my "Evaluation type" runs as BASIC not HARDWARE_BACKED, dunno why
I also can't add my card to google wallet. I checked here and with Gizop before ordering and seemed to be no issue. If I can't use the phone for payments it's going back to China

Doesn't change the situation that this phone is notoriously unreliable and vivo coming up with new restrictions all the times that brick things working when you removed some spyware. In the past no problem removing the crap store or iqoo.secure, then suddenly you cannot do phone calls or remove certain apps with ADP (that before you could remove) or install apks...
The problems here are just another example for the worst UI and worst software quality on an Android phone I've ever used. Starting from Android froyo...

So not only a problem with Trading Shenzhen then. Weird. Well I sure hope the next software update helps.
I've contacted TS for a partial refund seeing as their product page says that they guarantee that you can use banking apps and payment apps like Google Wallet. I asked for a 10% refund.
Looks like the only step at this stage is to wait and hope a software update fixes it (very unlikely)

Use another phone for these apps
or
Root the phone entirely and hope that Magisk can keep the SafetyNet/Play Integrity status hidden from other apps.

you're reply looks like a bot from Vivo... I posted something useful - google services framework needs to be updated too - because the v-crapstore version is often outdated. Same as the versions for play services and play store. Only if all three versions are up to date will wallet work. And that means manual updating of these apps quite often.
Oh yeah before I didn't check, apkpure doesn't have services framework - it's available on some other sites however.
Check your framework - that has always been the solution to google wallet problems on Vivo. Just because you cannot read comprehensively not my problem.
And software updates won't fix it as long as Vivo crapstore has outdated versions of many apps - google is just one example but many other apps there are often outdated vs play store.
That has no consequences for most apps - but with google it has. On some apps it's actually more up to date sometimes - Like apps from Tencent (wechat) and maybe some more Chinese apps.
And rooting the phone will likely not be possible in any foreseeable future....

Could be. Find it kind of ironic he posts this after making that idiotic rant thread about how these phones aren't supposed to work with Google when they clearly are more than capable of doing so if the developer gives a damn. Not sure also what is the point of making two OSes when you can just make one which CAN support Google even if you don't immediately ship it with Google apps because no one in China uses it.
I am not in a huge rush to get Google Wallet working, so I'll wait until this update is taken off trial and into the stable branch. If it does work though and I can use Google Wallet afterward, then this will be a 100% perfect buy for me so far.
