Yes you can.
Flashing a 6.5 rom is just like flashing a 6.1 rom. All you have to do is find the rom that best suits your needs (easier said than done). I've flashed my phone many many times (warning, it becomes addictive).
As a matter of fact I assume that most diamond owners on this forum are already running winmo 6.5.

click the energy rom thread and download the maxsense version, its one of the first threads after the stickies.
its recommended to back up your contact list to your pc or sd card and use task29 before flashing
