Hi,
I would appreciate any suggestions for a Windows 8 Phone device for development. Just something to get me started. Ideally it should be:
1. Unlocked or unlockable
2. Compatible with AT&T (and T-Mobile too if possible)
3. Doesn't need to be LTE (3G is ok)
4. Not interested in the most powerful (expensive) device
Any and all replies are much appreciated.

Hmmm. It really depends on if you want a Windows Phone 7 / 7.5/ 7.8 or a Windows Phone 8.
To be honest, there is little difference between "each" Windows Phone from a developer standpoint, other then the OS version. If your app can work on the simulator, chances are high it will work on all Windows Phone devices.
I heard the Verizon 8X is able to work with AT&T and T-Mobile SIM cards, so you might consider that.
However, you are probably looking for something cheaper. I believe Nokia has just released a cheap phone, the Lumia 620.
It is expected to be on sale by the end of this year, though there are no plans to bring it to the USA. Estimated cost of the 620: $249
Also, I assume by "unlock / unlockable" you mean developer unlock; I cannot comment about carrier unlock as my country prohibits carrier locks.
All Windows Phone do not come unlocked, you need an Windows Phone developer account to unlock them
Incidentally, all Windows Phone are therefore "unlockable"
I also visited your website, and realized you "specialise" in keyboard apps. Just a word of advice, Windows Phone do not allow for custom keyboard.
However, having said that, I do hope you do not give up on Windows Phone, and I hope to see you app in the Marketplace soon!
The biggest problem with T-Mobile is that you would need a Penta-Band device to use their network as well as AT&Ts. Currently the only WP8 devices (to my knowledge) to have this are special Lumia 920s that have been given to developers at build so you won't be able to get those.
I still would encourage you to use a Lumia 920, HTC 8X or Ativ S as a development device given that they have high-res displays. Graphics tend to scale down nicely to lower resolution displays and you can't really check how the icons, etc. look otherwise. On the other hand a low specced device like a Lumia 620 or HTC 8S might be interesting due to the fact that you can check how your Apps perform on a slower CPU.
I'm going to give Windows Phone a try, I found couple good condition Nokia Lumia 820 810 from tmobile and att but they have banned IMEI. I think I'll buy one to discover WinPhone.
My question is since the phone is blocked, does windows phones require to activate the first time you set up ? My assume is only online activate with microsoft but not carriers so I can use without sim card.

No, genuine wp devices won't need to activate, you may get a no Sim nag screen, but you can sync up to live with wifi, so yeah should be OK to test, only thing I'd say is that the imei is banned for a reason, if its stolen then you buying it is about as ****ty as stealing it yourself...supply an demand my friend, if folk wouldn't buy them other folk wouldn't nick them

If you're in a region that the locking carrier operates in, you may be able to just take the phone to them, explain the situation, and get it unlocked. If not, you could try asking Nokia directly. Beyond that, the unlock codes usually leak pretty quickly, and even the really sketchy-looking online unlock services have been surprisingly honest in my experience, but the 520 may be too new for them.
hey. have you managed to unlock it? or can anyone tell how to do it? the operators asks for more than 50 euros to unlock it...

a friend of my brought from US a Nokia Lumia 520, as my request. I´m in Brazil, by the way.
But It came SIM Unlocked from AT&T. The phone works well, the only thing that it does not is calls and sms. But the rest is fine.
I contact AT&T but they wont give me the PIN number to unlock. (tried several times)
So I need to find some way to do that. Either getting the PIN number, or even formatting the cell, to a "pure" WP8 (as should be an original unlocked device) - installing the original WP8.
About the warranty, I dont care. I´m Brazil and will never get acess trough, if i need it.
I really apreciate if someone can give me a help here.

Well guys,
I was able to format my Nokia Lumia 520, using the Nokia Care Suíte.
I downloaded the original firmware, with no Crapware from AT&T and using the Nokia Care Suite I completed the formatting.
The phone is working as it should be. Even the AT&T welcome screen has gone. But, it still does ask for the PIN Number when I put a SIM card from my brazilian carrier.
So, NO, formatting the Nokia Lumia 520 WON´T unlock your PIN Number, as I was hoping.
I need some way to get this code, if anyone could help me, I really apreciate.

I took my lumia 1020 to ATT and got an unlock with no hassle. Probably the same in germany?

Flashing 520 doesn`t unlocking Lumia 520

Like the Threat-Opener, i`m in the same situation too. Recently I flashed my Nokia Lumia 520 simlocked by Vodafone. But after than I made the same expirience like mathikan - just the branding is disappeard, nothing else. Maybe I`ll send my phone to a friend in paris. He knows a good mobile shop with nice skills.

You may tell them you going to go somewhere for business trip and wish to use the phone. Request them to unlock the phone for you. Try call to AT&T.
I got it works on my old device. Not sure still working for now.

Afraid not, there are some people working behind the scenes to get an unlock procedure sorted but as it stands WP 8.1 is pretty locked down.

Hello all. I'm in the camp of liking both android and iOS. Both have positives and negatives. For years I have been switching back and forth between the two. No need to, they both use the same size Sim cards. And as far I know, there's no such legal way to clone a Sim card.

I'm just like you, OP. I have owned every iPhone since the 4 and I always have at least one Android phone as well. I currently switch between the iPhone 6, a Moto X, and a Nexus 5. I love all mobile OSes, I had a Lumia 830 for a while too and completely fell in love with WP8.1 but unfortunately the phone itself was too laggy. I'm waiting for a proper Lumia flagship to come to AT&T, or at least one that works with AT&T's LTE, I'll certainly buy it.
To answer your question, there is no way to clone a SIM, and I'm pretty sure it's illegal as well. You're just gonna have to keep swapping the SIM card. It's what I do, it's not that big of a pain.

hello well I get a lumia 535 and it's a very cellphone and besides his cost is low in my country cost 150 dollars and you can get dual sim with this cellphone. well I hope you understand me hahaha Im english student good luck
First is the dual sim mandatory because the best windows phone in my opinion now is the htc one m8 windows. Look into android it has more variety and better choices for phones.

730 dual-SIM
640 or 640 XL dual-SIM (comes in both LTE and non-LTE models)
630 dual SIM if you're on a tight budget.
