I actually found my answer literally seconds after posting this.
"Cellular South is for US region or country, not a cellular provider, SM-T710 is a Wifi model, and XAR is product code for US tablets."

This is not proper logic.
MMB29K.T710XXU2CPF3 is only fingerprint of build you have installed and it doesn't have any info about region. So, you can download app Samsung Phone Info and look what region you have installed or just down and install of your region where you live or you can download and install any region rom because region doesn't make sense, especially on wifi only models.
Ps: also you can look region info in download mode. you have to switch to download mode anyway to flash new rom.

I see. So it is provider specific. i do not know any link for that since the available stock ROMs in the net are region specific. Try your providers website..
Of course that is provider specific. Every carrier branded mobile phone has different version that are region specific. No provider will give you their version of android not by mail, not through server or sth else, that's why there are services where you come and spend your time/money.
So please give me a answer, not a suggestion where should i go to or download a different one. I was specific in my thread so please be so kind and specific with the answer.

I am used to flashing Sony Xperia devices and It was easy to change country of firmware for the device.
I have purchased SM-SAMN950FDBLKEU from Amazon Canada.
It looks like from United Arab Emirates and it has 4g and other important dates of UAE in Calendar eg. ramadan
I want to Change Note 8 firmware's country environment to Canada or European Countries.
I have tired downloading firmware from sammobile and flashing with odin while OEM locking is unlocked.
Auto reboot and F.reset was checked during the flash.
It still did not change anything. TRA ID is still UAE. Calendar is Still UAE. Still 4g logo. I want LTE logo.
What am I not understanding or doing it wrong?

Welcome to Samsung where they use 2 different SOC(cpu's)!
One Snapdragon soc (North American and China) and the other their own Exynos soc(rest of the world)!
And their firmwares are not interchangeable because of the different SOC's!
Since your phone is sm-n950fd (dual sim correct?) which is exynos soc.. You can only flash any sm-n950f stock firmware on your phone.
You can't flash any sm-n950U/U1/W stock firmwares because of different soc, snapdragon.
So all (which I've seen so could be one that I don't know) sm-n950f firmwares will have only 4G instead of LTE symbol.
Without root:
You can use substratum and sungstratum add-on (paid app) and a substratum extra mod to get LTE symbol if you want.

With root: but you'll lose Samsung pay and secure folder for good so make sure if that's okay with you first!

Do the research about SM-N950F combination file. This is the only way to change CSC if yours N950F. Do it by your own risk.

My Note 9 is out for delivery today. After some research I decided to go for the N-9600 in the UK for the snapdragon processor. As it is GSM I shouldn't have any issues. I'm assuming it will ship with Android 8. I was hoping to install a fresh Android 9 before doing anything.
I've downloaded Odin and the firmware from the following location:

Is this going to be the best one to go for? When downloading new ones am I best looking for a Hong Kong version to ensure it has english language?

Would definitely NOT recommend getting firmwares from that website.
Use SamFirm to get them straight from Samsung servers.
Use SM-N9600 as the model number and TGY as the CSC / region code.
TGY is Hong Kong unbranded, it has Google Services and the English language.
Just keep in mind it will not have VoLTE / WiFi calling and Samsung Pay functionality.
I wont use VoLTE / WiFi calling and Samsung Pay functionality anyway so thats fine.

Shouldn't be a problem. But try to check with frija/samfirm if there is already update for you country.

That explains why you're not getting the update. Use samsung phone info in playstore to check csc.

Update is tied to a number of codes on the phone .
Its sent out region by region and network by network .
South America has two networks
N9600 no European listed for that phone N9600
WT4CSK1 all 9 multiple networks .

Of course as long as it's same model. If you're in doubt, just flash firmware of same csc(like mine is XME as shown in phone info app)
Use samfirm/frija to download the firmware.

I can't keep the same CSC because on it I don't have android 10.
I'll admit I'm a noob, but I was wondering if there were guides or a way to flash the official T-Mobile carrier firmware on an unlocked s21 ultra by chance? If anyone can point me in the right direction please. Thank you and sorry if it's a dumb question.

The SM-G998U1 is Multi-CSC Device (OYN). Change the CSC to TMO by entering the following code on the TouchPad. *#272*YOURIMEINUMBER# Select TMO then install.

You SHOULD receive Tmobile updates once you're on Tmobile firmware and network but I don't think it's something that can be guaranteed. Your Primary CSC can't be changed to TMO and therin lies the problem. In the last couple of years Samsung has complicated firmware and CSC transitions on it's numerous array of devices. Lots of potential users lean to an unlocked device thinking they'll have more freedom of choice but it won't always end up as a benefit. I always recommend buying your service provider's device for full functionality but it doesn't always work out since some users tend to swap service provider's on a regular basis.
I'm on T-mobile's network, month to month, no long term commitment which adds flexibility but even being on their network I didn't aquire their Branded Device. I have the Hong Kong SM-G9980 variant. I couldn't care less about 5G, to me it's the biggest marketing scam since light beer. The only other feature I lose is Carrier Aggregation which much like 5G enables faster download speeds. I can easily have my laptop handle this and transfer files or data to my device. So there's no carrier bloatware, the bootloader is unlocked, I get updates from Samsung typically sooner than US devices and still have Wi-Fi Calling and VoLTE via Tmobile. Most users don't do much research to define which device is best suited for their needs. "I got this great deal on an S21 Ultra but..." We can point the finger at Samsung as well, way too many variants leads to a lot of problems.

It did actually. Noticing my speeds are a bit faster and more consistent and getting rcs through Samsung messages to people even using Google messages on other carriers

I downloaded the firmware from SamMobile and Odin then flashed it. I had the unlocked version I purchased from Samsung directly. when selecting the csc portion but it still shows the xaa portion as well. Not sure if I did it wrong but seems to be working for me. Putting it in download mode requires holding volume up/down and power. Every site I visited told the wrong directions

No I just did the firmware. Didn't do anything else with csc. Heard that's a pain in the ass with android 11
