Hi,
unfortunately not. But it seems to be possible to enable it for every carrier using the Qualcomm tool as described here:
1. *#800# eingeben und dann auf "oneplus Logkit" --> "Function Switch" --> "VoLTE switch" oder "VoWiFi switch" anwählen.
Wenn es nicht verfügbar ist, dann bitte "dump switch" anwählen.
Danach Gerät Neustarten und in den "Einstellungen" unter "SIM & Netzwerk" "VoLTE und WiFi-Calling" anwählen.
2. Ihr geht an eurem Computer und installiert beides.
Qualcomm QPST Diag x64 Treiber
QPST_2.7.474
Wichtig: Es dürfen keine andere Qualcomm Treiber auf dem Computer laufen, bitte vorher deaktivieren, sonst gibt es Fehlermeldungen!
3. Jetzt verbindet ihr euer Handy mit dem Computer über ein "USB-Kabel".
4. Öffnet die Telefon App und gibt diesen Code *#801# ein.
5. Jetzt erscheint ein neues Menü und schaltet "Serial" und "Full-port switch" ein.
6. Jetzt startet ihr das Programm: "PDC" und verbindet es mit eurem Gerät
7. Auf "Oversea-Commercial_DS" rechtsklick dann unter "Deactivate" "Sub0" und "Sub1" anwählen.
8. Jetzt wieder auf "Oversea-Commercial_DS" und unten auf Remove drücken.
Vodafone: H3G_Denmark_Commercial
Telekom/o2: Commercial-DT-VOLTE
9. Wählt jetzt "Commercial-DT-VOLTE oder H3G_Denmark_Commercial" aus, rechtsklick und auf "SetSelectedConfig" "Sub0" und "Sub1" anwählen.
10. Jetzt wieder auf "Commercial-DT-VOLTE oder H3G_Denmark_Commercial" und unten auf Activate drücken.
11. Nachdem ihr alles gemacht habt, macht ihr ein Neustart des Gerätes!
12. Das "VoLTE oder VoWiFi Logo" müsste jetzt in der ausgeklappten Statusleiste zu sehen sein.

Unfortunately this is for OnePlus and I don't get it to work for my Nokia 7 plus.
If somebody could provide a dummy step by step for Nokia I think this would make a lot of people very very happy.

Bit of an overstatement. *#800# or *#801# doesn't work on Nokia.
And even the equivalent *#*#2684#*#* doesn't for me. So I get stuck at 4/5 because I can't access Engineering Mode.
If we count "oneplus Logkit" in step 1, I get stuck in step 1.

Having searched a bit more on the topic, I think the situation is this: To use the software from the original thread, you need to enable "Qualcomm Diagnostic Mode". Which if you are running Android Pie as I am, you cannot do without rooting your device.
If you are still on oreo, you might want to try that setprop command of @felixkruemel

If a Nokia 7 plus is on the latest OTA, which means Android 9. There is no chance to enable VoLTE functionality, right?
Did anybody know where this VoLTE issue could be addressed, cause i guess Nokia as well as the providers are not really in the mood to change the behaviour?
Meanwhile i´m in connection with the Nokia Care support, which are honestly sending quite interesting information, but i guess most of them are not true at all.

It‘s already adressed in a Google Android Bug report. Google needs to make an API for such things. Currently network providers don‘t have the ability to choose the right IMS Profile.
If you find a way to root the Nokia 7+ you can enable it.

Thx, but does this mean, that Google is the „guilty“ one at this point and why does some companies are able to make VoLTE possible and some not? I mean, if this could be enabled by rooting the device, it should be possible also for manufacturers like HMD/ Nokia?
Can you share please the Google Android Bug Report content or Link that I can go a little deeper into this issue and understand the issue better.

Google hasn‘t implemented an API for changing the IMS profiles. For network carriers it is not possible to send the correct data to device (like it‘s done with APNs).
If the phone does support VoLTE without manually selecting the right profile the network provider and the manufacture of the phone have talked to each other and so they have already implemented the right settings on the device.

This looks so far not very promising and therefore it looks like people who need VoLTE in use, due to whatever reason, need to wait and hope, or try to enable some alternative profile with root access in Android 9... I hate those kind of chicken-egg problems...
Meanwhile I read the specification a bit and found out, that the IMS information should be sent to the UE via HSS in initial LTE attach procedure, but maybe I misunderstood his kind of flowchart within the specification of the VoLTE specs.
Btw.: Do somebody know, why the switch „extended 4G use“ or „4G calls“ in the Nokia 7 plus is completely not available. Neither „grayed out“, or at least visible?

Nokia hides this switch so that the phone doesn‘t do useless registration tries (which consume energy), if the provider hasn‘t spoken with Nokia.

OK, means the provider (for German people: Telekom, Vodafone, O2/Telefonica) need to talk to Nokia? Are you sure on this- I mean, I see that you are very familiar with the topic and helped a lot of people also with the OnePlus. There, i guess (as far i understood) you need to activate some kind of "unusal profile" for India right and this works than for the OnePlus, right? And i guess some kind of fixing is possible also for the Nokia 7 plus if you have root access, or?
And this means that the manufacturers need to update their FW, cause the information should be available what is needed and which modem profile needs to be used, or is there a special kind of certification to use VoLTE on UE´s in different networks, then "damn on the specification"?

Yes. For Nokia phones you also need another IMS Profile. Since Nokia doesn‘t allow access to the EFS partition you need root to change the profile. The India Profile works on OP phones here in Germany since it uses the same login data. Like all Profiles are already on every phone. The providers need to talk to Nokia so that the phone switches the profile if it detects e.g. a Vodafone Germany SIM.
Right all manufactures have the same problems right now (since there‘s no API from Google, iOS has one).

As far as I know these devices have the correct profile for the IMS since it‘s used on another network already. If you look in any smartphones EFS you will see around 5-7profiles. Most of the european carriers are using the same one so if an device already has the right profile selected it also will be able to connect to other carriers IMS.
The API above is only for an provider App, which is possible to implement easily like an APN. That solution is for RCS only not for the other IMS related things like VoLTE. (That‘s the reason why RCS already works on every device with the right app from the carrier).
The VoLTE area in general seems to be full of misinformation and half-truths.
Yesterday I was very surprised to find out that the Nokia 3.1 gets VoLTE/VoWifi on O2 Germany (Tchibo) without any tinkering. Does anybody know why/how it would work with the 3.1 but not the 7.1?
So for giggles I asked Nokia support if the phone supports WiFi calling, and support said no. They said it would be enabled in a future security update.

This month is the 12th month after I started to use WP7 and it's almost 3 month after I upgraded to mango using RTM built. 7.10.7720.68. when can we have that WIFI tethering?
Please correct me if i'm wrong but actual windows 7.5 release phones have it but the Mango release for older phones does not.
Correct. WiFi tethering will only be available with the new hardware. Kind of a bummer, but otherwise I would say its perfect.

Wifi tethering will be available on 1st gen devices that have the chipset to support it.
The HD7 / HD7s does have this chipset, and HTC have already said that they will push out a firmware update in the next month or so that will enable it.
The only barrier unfortunately is your mobile operator, who will either block it entirely or will require you pay an extra subscription to unlock it.
Or of course in future you can visit your friendly local xda forum and bypass such restrictions ;-)
i hope this is soon, i just got this hd7 phone and updated to mango. kinda disappointing that every other phone i've used had this feature. who would of thought such a small thing was used so often....

The Samsung technique to enable Wifi tethering will not work for the HTC HD7. I've been using the USBModeSwitch tool by ansar to tether by USB to my Windows 7 laptop. The instructions are a bit long winded, but it works quite well in the end. The only trouble is that every time you want to tether you must run the USBModeSwitch app, the device resets, you must disable the data connection, and only then can you connect on your laptop. You must remember to re-enable the data connection on the phone afterwards, and must reboot your phone again if you want to return to Zune mode. There is also a risk; if you uninstall the USBModeSwitch app whilst in tethering mode, you will NOT be able to sync with Zune or reinstall USBSwitchMode afterwards, even if you hard reset; you will have to pay for a special cable and a Gold Card to fix it! So you have to be careful.

I read somewhere (Engadget I think) this morning that Microsoft have said that "a further firmware update will be made available to Gen1 devices at the end of this month that will enable more features" (paraphrasing). I take this to mean that HTC, Samsung etc will push out another firmware update to enable WiFi Hotspot and other minor features like visual voicemail (for those networks that support it). Looking forward to this.

It just worked without asking me anything.
I don't think T-mobile actually charges for tethering or for internet sharing. I know that in October of last year they were going to start charging $15, but I don't think they went through with it. If you go to set up a plan, you can select Wi-Fi and tethering as an option for an additional $10, but the description is as follows:
"Stay connected -- get Wi-Fi access on your laptop, phone, and select cameras and gaming devices at places you already go, including Starbucks, Borders Books and Music stores, airports such as DFW, LAX and SFO, Barnes & Noble bookstores and many more."
So this looks to me like signing up for non-mobile hotspots, not for internet sharing.
I connected mine as well without it asking for anything. Same thing on my android that I owned before this.

I just bought an ATT Samsung Focus S i937 off of eBay. It was locked when I received it, so I plunked down 25 bucks and unlocked it. I'm using it on Telus and so far all is well, except for WiFi connection sharing/tethering.
When I try to enable internet sharing, I get a message saying "Connection not shared. To enable tethering on this device go to (ATT's website) or dial 611."
Basically, it sounds like I need to have an ATT tethering plan to enable this on my phone, but since I'm not an ATT customer, there's not mch I can do.
I was wondering if there is a workaround for this. Please let me know!

firstly DO NOT INSTALL THE SAMSUNG UPDATE!! and if updating the OSan have it unlocked already read This Website and use the relock prevent + edit your hosts file
Absolutely back up your device at every stage using This Guide
So follow these steps
unlock the device Here follow the instructions which includes installing the diagnostic tool and install XAP deployer or XAP handler Here or Here With the XAP file deployer in the WP7 SDK
Then install WP7 Root Tools Here
Then install WP Bazaar market Here
Open Root Tools, and give Bazaar higher level privileges
Find WinTT on the Bazaar market and install it
Open Root Tools, and give WinTT higher level privileges
you may need to restart to get WinTT working
go through WinTT and turn on ICS

Yeah, you have limited access to installing xaps, but you will still need to interop unlock and use root tools to give higher level access to WinTT, so your best starting from scratch,

Unable to understand the process
I have purchased an Samsung Focus S i937 locked to AT&T. I have purchased an unlock code and have successfully unlocked my phone. Im also unable to use the Internet Sharing feature of my phone. Firstly, I am not a technical guy hence im unable to understand the process stated by you. Secondly, I wanted to find out that does following the process given by you, expose my device to get BRICKED as I am able to understand that involved a JAIL BREAK of the device. Does it have any other side effects.? Like effecting the radio signals or any other such problem.

ok, first things first.
You won't brick your device, at worst a hardrest all remove all changes you can do, our device, the focus S, isn't fully unlocked, so there are limitations to the amount of damage you can do by arseing it up. With that behind us you have to learn what you are about to do, there isn't a simple way.
So, start by knowing these basics, then read through the guide, any bits you don't understand feel free to ask.
1, AT&T locked your internet connection sharing, so you must re enable that
2, To enable ICS, you must make changes to the registry
3, Microsoft locked you out of making changes to the registry, so you must gain access to do it
4, AT&T left a security hole allowing us to make changes to allow us to change things like registry
5, using that hole we can install software that will give us more access, that software can then allow us to remove the AT&T lock on ics
These things you must do, there is no magic answer, there has been some short cuts made but this in some cases has had a negative effect, such as losing 3g, doing as I said will not have any effect on your signal or anything else

theres nothing in the code that should have done that, the XML import only fiddles with interop unlock
im not 100% sure what WTT changes but I know the entries it should be fiddling with and shouldnt make any difference, although its been suggested the ICS code does mess with the 3G signal ive not heard anything at all to suggest that it effects GPS as well.

A lot of Samsung owners have complained here about connection problems. They blamed Interop Unlock, but apparently this has more to do with enabling "Internet Connection Sharing" than with "Interop Unlock". You should be able to recover the connection, apply this:
1. Start Diagnosis App> *#32489# ***DOES NOT WORK ON i937***
2. Tap "Back" 2 times to go back to Phone Control
3. Choose: [7] Network Control
4. Choose: [1] GFC
5. Choose: [3] Setting Cancellation
Wait for it to say success, then reboot.
GPS is a completely passive function, I don't have a problem with this, HSDPA may have issues for reasons unknown but using this method doesn't effect mine, perhaps its carrier specific..

indeed, so it would seem, many of the diagnostic codes have been disabled which is a pain, even the ones that are left don't always do what you expect them to do

If you have updated the OS and NOT the samsung firmware then reapply the windows break interop unlock, be sure to keep it off the inernet by disabling all coms and then apply the relock prevent xap. if you have applied the Samsung firmware and didn't have it already unlocked or you didn't have a back up, your screwed

First of all I just want to say thanks that you're trying to help me, but I just didn't understand many things u said, I'm not really into technical stuff, but I'll tell you what info I have, in hope of u helping me better.
I don't live in the US and I bought the phone from ebay and it was unlocked and it works perfectly over 2 carriers here in my country, and I have never encountered any problems with it except for the internet sharing feature.
And about 3 months ago the phone notified my to a system upgrade from version 7.10.7740 to version 7.10.8107 then immediatly to version 7.10.8773.98. now I'm guessing these are OS firmwares not samsung software.
but I've noticed something, when I setup my phone for the first time I used a US hotmail account but before I connect to the internet the ICS feature worked, but once I signed in it gave me the dial 611 or go to att.com/mywireless message.
So I am guessing if I restore the device and sign in with a non US hotmail account may result in the feature to be unlocked. The only thing keeping me from trying this because I'll have to redownload all my apps again and reorganize my contacts again. if there's a way to avoid that or someone has tried it please do tell.

im afraid to say your firmware is locked,
2103.11.10.1 is unlock-able, im pretty sure anything from xxxx.12.xx.x upwards is locked down solid
I don't suppose you made a backup? if you haven't then there is nothing you can do
the Samsung firmware update was released as a separate update at the same time as the tango 8773 build, it tried to install on mine after the 8773 build

I'm really sorry for the late reply, was busy at work. but during that time I might have found a "Glitch" or a workaround to enable it and I have tested it many times and it works.
Well there are two ways:
1st one which is a sure thing:
1) Turn off the phone, then turn on again.
2) Once the phone is turned on, immediately go to settings>internet sharing and turn it on and BOOM there you go :laugh:
* I have tried this method over a dozen times and it works every single time
** The point here is that you have to enable it immediately after the phone is turned on, I think it happens because the phone doesn't have enough time to send the info. to the servers to know that it's not enabled by default.
2nd one which was succesful over 75% of the time:
1) Go to Settings>cellular>Turn Off, Wait like 5-10 seconds and turn on again.
2) Go to Internet sharing> Turn on, and enjoy :fingers-crossed:

nice find, ICS is disabled locally only, it doesn't have anything to send, the only thing I can think of that makes sense is that the service hasn't been initialised and doesn't call the reg entries that disables ICS, by turning it on manually ASAP it perhaps catches it out. if you enable it, then disable it, can you still enable it again in that session or do you need to restart?

Well I tried that, but there is no definite answer to it, sometimes I turn it on and off on and off many times without needing to restart and throughout the whole day, and sometimes it works once and doesn't at the second try. So it all comes down to luck, but still better than nothing
Now the thing is I'm afraid that when the 7.8 update comes, they would fix this glitch =D Haha.
Recently I'm quite often annoyed by a popup asking me to select the network I want to connect to. Took me a while to figure out in most cases my mobile signal was weak then. I've set the device to automatically chose the network (as my provider has two entries here, one for 2G and one for 3G).
As I explicitly said "automatically", why I am always asked and, more importantly, how to get rid of that?
What good is an automatic like that otherwise, if I'm just trying to read something (offline) on my device, and all 2..5 seconds have to close such a stupid popup
Besides I remember having had a similar popup when my battery dropped below 30% -- which is where the built-in energy saver should kick in. Instead of kicking in (as I would expect), I just got a popup where it asked whether I want it to activate now. Makes no sense to me if I have to approve each and every action. But in this context, it looks like I have some stupid setting sticking somewhere, setting actions like the mentioned ones from "automatic" to "manual". Is there such a thing, and I've missed it?
Both issues are meanwhile confirmed by two other users running the same (v10h) stock ROM. Any more confirmations here? Or is this a thing specific to the European version?
Select the network manually in the network settings menu. That should solve the popup problem.

Besides, I doubt that would remove the popup: As soon as the connection gets too weak, it will always come up again ("Please select a network [since the current one is too weak]").
Writing "this should solve" (instead of "try it, it might solve"): Have you tried it, or have you any reference?

I didn't tried it myself for that specific network when the signal gets too weak but there was a problem with cm nightlies where this popup did occur also and manually selecting the network did solve it.
OT: Referring to my "should" in my other post: I'm not native English and I sometimes get confused with this whole "should, shouldn't, must, mustn't etc." thing so I'm sorry if my reply gave you false hope, but I'm just trying to help you? If it's not appreciated by you I will leave you and your problem alone
EDIT: One question? Did you even try my solution? Or why do you know that you loose coverage when you choose it manually? Don't write such things if you have no reference

The E-Plus network is very bad indeed but I never get this popup on my WerewolfJB thing (even if I have no network signal at all like when I passed the alps down to Italy).

Well, I'm using E-Plus (since ~1995), switched to their "Base" section two years ago. In "Networks", my O4X shows me two entries to select from (after searching for ages). At least it did last time I checked − currently I only get an error message after about 2 minutes, and no list at all (at least it's booked in with 1 bar) Ah, now: Both are labeled "E-Plus", but one has "UMTS" and the other "GSM" below it.
Could very well be that it's only a speciality of our O4X to display them separately, and it wouldn't matter which I select. To figure out, I just selected the GSM entry; before that I had HDSPA in the notification, now it's just EDGE. Will check later today when in an area with stronger (UMTS) signal, and report back then.
Btw: I'm on stock (so no werewolf), and unfortunately will have to stay there: Not having any Windows machine to play with, I'd have no fallback in case anything goes wrong while flashing (didn't know one needs to obtain a Windows license to use/update an Android phone; not sure if I would chose a LG device again for that reason and their mafia-ware called "remote call service")...
Oh, wait a sec: The "H" is back. So my assumption was correct: The "two entries" are just to show that both standards are available. O2 e.g. was only shown with GSM here. (Well, in the heart of Munich, in a big business center, almost no coverage...) Now let's see if that nagging screen re-appears. I'm pretty sure how I was able to trigger it, just using the elevator (Faraday cage )
Postscriptum: As I expected from the beginning, fixing the device to a given network/provider doesn't keep that stupid message from popping up. Had it a couple of times already again

On GDR3, my phone doesn't get any connection at all when I try to connect to my Fiddler proxy to install Nokia Camera on my 820. Is this an error on my side or did Microsoft change something concerning wifi connections? It's not that it doesn't let me download apps for other devices, it doesn't have any network connection. I hope this is the right forum, since it is a question.. Thanks in advance!

I've tested it (with GDR3 on my Ativ S) and it works like a charm.
Are you sure you enabled other devices connecting to fiddler in the fiddler options? you could check your firewall settings too...or disable it simply

that's everything I did, I also tried to turn on https decrypting, but it doesn't even load the certificate from ip:8888/FiddlerRoot.cer, it says connection timed out..
EDIT: Okay, it was the firewall. Looks like on stock windows, it's turned on, sorry.. However it still won't work with region set to USA and replacing my 820 code with "RM-877_nam_att_205", a USA 1020. Any tips? I'm trying to install Nokia Camera.

I forgot to say that I only tried other Nokia apps like Panorama or Creative Studio... the Nokia Camera App also didn't worked for me yet.
It's an almost known method now and it's possible that Nokia somehow tries to prevent other "non-authorized users" from downloading this app.
You can also try to use this phone code "RM-892_eu_euro2_200" it's from the 925, which is also authorized as I know.
I've also tried the fiddler method on a 520 and got some issues with downloading other Nokia apps, but I didn't spent a lot of time with that so I don't know whats the important string that needs to be replaced with fiddler

EDIT: Finally it worked! Thanks for the 925 code!! It took a few tries, but then it started the install and I now have the app

glad to read that, it worked for me too, but i had to use fiddler to cloak my OS Version to the GDR2 one...now the app is installed, but doesn't really work...I think it's due to Nokia drivers...

yep! had to do that too, just tried out faking every value to one of a device I know it works on do you have a Samsung? In a german forum they report it works on HTC devices..

Samsung seems to be missing some drivers every other OEM includes, ProShot has issues too with the Ativ S and the dev can do nothing about it.. so it's not some kind of check by nokia.

I believe this is my first post, been on here off and on for a couple years looking around and learning things.
I picked up and unlocked the Nokia Lumnia 1520 a few weeks ago. I love the phone.
I am on T Mobile but the problem is it doesnt have WIFI calling activated and it doesnt have the choice in the settings to activate or deactivate it.
I know it has something to do with AT&T internal programming.
Has there been any advances on how we can go in and turn this feature back on?

WiFi Calling requires a driver be installed. Only T-Mobile uses that driver; no other service needs it (if they implement WiFi calling they will need to add it, but their version probably won't be compatible with TMo anyhow). Therefore, phones that aren't running TMo-specific firmware don't include the driver. Installing a driver is currently beyond the capabilities of anything we can do on the Lumia (5 letters...) 1520. It may be possible to install it on interop-unlocked phones, but we don't have any such hack for the 1520 yet.
On a related note, if anybody with official TMo firmware wants to use my Webserver app and go find the relevant service, then export its registry key and post it here, that would be great... Ideally, please also extract and post the driver binary.
