Can't download MMS over wifi only on mobile data, any settings I can change?

What messages app do you use? Can you test out Textra or Hangouts?
I've seen a related issue where Signal can't be used for MMS at all on Fi, and some people say textra alleviated that.
I have Fi but not an ROG Phone to test on [considering purchasing one, tis why I'm round these parts], but other Fi phones have benefited from:
"Make sure your on the current Andorid Messages and Carrier Services. Then delete data on Carrier Services and reboot."
"Have you guys tried changing the below “MMS Messages” setting on Settings->Networks and Internet->Mobile Networks?"

My question is How exactly does the Droid Bionic from Verizon send a SMS/MMS? If i can figure that out i think i could solve my issue...
when i go to ##program I see SMS/MMS settings, I would like to know if i can change that to the ATT/Straight talk settings.
when i send a SMS i get "message not sent" I haven't gotten any text either.
when i send MMS i get: No issue, says it is sent but the person i am sending it to isn't getting it.
When i bring up the Message information The error code is: addr.vcnt. 0 (WTF?)

worked perfectly fine until: 6.7.246 update. Currently DATA and Voice work Perfectly fine: just one bar.
Now: Unable to send/receive SMS/MMS
IT IS NOT:
SMSC
APN (maybe) I have input several Different ones.
Phone is on WCDMA preferred.
Called ST, they suck. No help just a bunch of resetting and resetting.
using 3rd party Texting apps won't work. Other than ones that use my DATA connection.

I have a problem with my MMS on Hangouts..
Recently, I switched over to Hangouts because my friend told me it was better than my stock messaging app, so I decided to try it out. However, I do a lot of group messaging and this is a problem with hangouts. In my stock app, I can send and receive group messages (images and texts) over WiFi or Cellular Data. However, this isn't the case on Hangouts, because MMS only works on Cellular Data. What is the problem?

Unless you have t-mobile then all mms goes over Cell data. The stock app just turns mobile data on when using Wi-Fi.
I'm using BlissPop and have been unable to send/receive MMS using the stock Messaging app.
Google Messenger works
Sliding messaging works
Hangouts works
Not an APN issue, unless there are hidden ones somewhere.
Interestingly, in sliding messaging when I ask it to automatically insert the APN, two options come up: the right one (optus), which I have in settings, and the wrong one(virgin), not listed anywhere else.
Could be possible that the virgin APN is hidden somewhere and being defaulted too in Messaging? I am actually on Virgin (Australia), but they use the optus network so the optus APN is the correct one.
Any thoughts on this, besides telling me to just use one of the other apps?
You or your ROM running an ad blocker? On Verizon I have to whitelist the MMS server

Interesting thought, but I imagine that no MMS would come through if it was blocking the server. My issue seems to be isolated specifically to MMS.apk
Is anyone else having issues sending/receiving MMS via third party applications? Seems to be working fine for the stock application but so far I've tried hangouts and Google Messenger and neither are able to send or receive.

SMS works fine in each of the applications and I only use one SIM
After testing a few more apps it appears that those are the only two applications that MMS does not work in. More research shows that Hangouts doesn't support dual sim devices at all but I am still not sure about why Google Messenger wouldn't be working. Oh well ?

Most likely because it won't accept an Mms from a China based server. Miui routes all Mms through their servers and some of the rules break some privacy rules in other parts of the world
I use my Google Voice number as my primary means of communication for text and calling. Currently the only solution I know of to use it on the phone is through the Hangouts App.
My wife has a N6 and also Google Voice, but signed up for Project Fi (works great, btw). I LOVE how Project Fi integrates with all the stock apps. Is it possible to have this type of integration without switching from Verizon to Project Fi (still in an Unlimited Data Contract).
I see VZW now offers wifi calling, so I was curious there's a way to accomplish this without porting my number from GV to VZW.
