What is the best rom for the samsung galaxy s3 i9305. There is a lot of roms for the i9300 but i can't seem to find any good roms for the i9305.

In my opinion, there isn't any "best" ROM! All are products of hard and free work of developers offering different capabilities. And the assessment "best" depends on personal preferences and usage.
For the i9305 (we currently own two but don't own a i9300) the daily driver is still and will be RR by @rodman01: https://forum.xda-developers.com/galaxy-s3/development-i9305/rom-resurrection-remix-4-4-2-kitkat-v5-t2704828

Nope. Some custom Rome developers make special versions for cappy users. Look for those.

And do CM developed ROMs for this phone are bugless?
I ask because the roms for galaxy s2 are not fully compatible because of lack of source code.
I'm looking for a bugless rom with good battery life and faster ui than the stock.

Only one s3 mini is available not others. If you are talking about gti8190 or gti8190N or gti8190L I think i8190 but these are really very simiral and have same Roms. I8190n had NFC support but I don't know what it is! I8190L I think is for north America but I'm not sure...

I'm asking myself which of these two phones I should buy. The older and less powerful S3 mini I8190, which I can root and but on a custom rom, or the S3 mini I8200, which is more powerful but which cannot be rooted. Do you have an answer for me?

Neither, they're both very old by now. If you're on a budget buy a moto g from last year. It's great and it will get updates.
Both have root. The i8200 however does not have custom kernel neither custom ROM.
I have the i8200L and it's great with stock and xposed, but the battery is a joke and sometimes i miss some AOSP-based ROMS.
I don't regret my acquisition by the way.

is there any technical reason(s), why there are so few Custom ROMs for the S5 Mini, in comparison to older Samsung Galaxy smartphone models?
I see for example there's (unofficial) LineageOS 16 (Android P) for S4 mini, but not for S5 mini.

The only thing that I failed in my post was to have forgotten the 16 for the LineageOS version available for S4 mini, but not for S5 mini. Of course I know the "Android development" forum for S5 mini.
I think it all depends on the available time for developers. New devices imply new efforts and learning curves, besides having the phone for dev/testing the ROM.

I am a just a user who likes to try different ROMs on old devices. My old devices are Galaxy S3 I9300, Galaxy Note 10.1 GT-N8010 and Galaxy S5 SM-G900H (unfortunately, not a lot of ROMs for that device).
