I'm thinking of buying a xiaomi mi max 2 someone is selling online. How would I know its a global or chinese rom? In case its a chinese rom is it possible to flash a global rmo on it for US english?
AFAIK, you can see that in about phone, looking MIUI version.
u can crossflash global and chinese roms without problem, both stable and developer versions.

However, why would you want to? In use, there is no noticeable difference between EU and global versions of MIUI for this phone.
You may actually get a European phone with European ROM. Places like Wondamobile get the phones from wherever is cheapest at the time, so it might be a global phone from Hong Kong or it could be a European phone. Whichever one you will get, if you intend to stay with official MIUI, then just live with whatever it has, as you'll not see any difference.

To be honest i found indian 10.3.5 smoother than global 10.3.2, way snappier.

As the OP is in the EU, they might want to use the NFC, so the Indian ROM would be useless.

If you want to use china rom then unlock bootloader & flash china fastboot rom.
Google services may not run properly in china rom.
Why not just buy a Chinese based version of the redmi 9?
and save some pain ( unlocking / flashing / troubles )
