I have a note 8 since 1 year, running on android 7.1.1 baseband : N950FXXU3BRA8, as i know there are many latest versions of android released recently !
When i do Check updates, it says my device is up to date ? Is there any new android version that i can install on my phone ? i mean upgrading to recent version ?

You can easily update the phone yourself using odin to flash the newest firmware version! You don't have to wait for your carrier to do it just go download the newest firmware for N950F and flash it and just do that every time a new one comes out.

If you're only updating you should be fine however I would still suggest you use Smart Switch from the play store and make a backup of everything on your phone so it saves the backup to your SD card so if anything goes wrong you still have everything and you just use Smart Switch to restore it all.. You never do anything to your phone without making a backup!

Download samfirm.exe or frija on PC and download firmware and flash phone with Odin using PC.
Search YouTube on how to use Odin and Samfirm.exe or frija.

It won't update OTA, nor via Smart Switch.
The build number is M1AJQ.N960FXXS2ARL4, CSC is N960FOXM2ARK2
Is there a way to update it to at least Android 9.0?

ohh you are still on oreo? thats strange.. anyway if the OTA updates doesn't come u may have to update to pie first via ODI

I do not know what you mean by genuine, it's original and unlocked.
How do I update it via ODIN if the firmware for this model hasn't been released yet?

Man, the firmware for that phone with Pie has been release about a year ago..
Just because you didn´t get the OTA does not mean it hasn´t been released.
Just do a search here

Also search the forum for the latest ODIN version, and you must know if your phone has a SnapDragon CPU or an Exynos CPU if you would like to install custom roms and/or TWRP recovery

i think better you stay in Oreo that updated it to Android 9 (Pie) Or Android 10.
IMHO, true Power of Galaxy Note 9 is on Oreo. The Multitasking menu is far usable in Oreo than Pie. The Pro Video mode is basically available on Oreo. also, you can slide the Shutter button to Zoom-in/out. Thats only on Note 9's Oreo.
Believe me, you'll regret it once you've successfully update to Pie. CMIIW
Can safely say that Android 10 OneUI 2.1 is the best software for the Note9.

When I play Asphalt 9 it gets really hot but I'm not a gamer so that's a rare event for me xd That said that's the only game which really heats up my phone so much, others make it normally warmer.
Otherwise i haven't seen any issues at all the last 4 months since I bought the phone, Exynos version as well. I'm on OneUI 2.1 since 1 month ago. I never had the famous screen tint issue that others were reporting.
Mine was stuck on Oreo too. Always said that my device was up to date every time I would check... I downloaded android 10 from some where and used patched od to install it. Had to do a lot of updating of apps when it booted up but that's how it is.

Check current bootloader version if it is higher than on old pie firmware than it is a no go otherwise just use Odin

Bootloader version is 5th character when you count back from end of build number. It will be S4 or U4..the number is the bootloader you are on.

Android 10 takes a bit of getting used to (so does Android 11 DP1 on my Pixel 3XL) -
I downloaded Odin versions of pie SK1 and latest android 10 build, as well as the twrp for the different OS, have gone back and forwards between 10 and different roms on pie, and no problems, as long as you got backup, odin and a stock rom
I tried downgrading to pie Odin reads everything but doesn't flash. It says write failed after a long time. I am using Alienware laptop I'm not sure if there is something I'm supposed to do. Any ideas. Thanks

This is best your note 9 is on a newer bootloader. it is not possible to flash the old bootloader required for android pie
I was able to downgrade my Note 9 from android 10 to Pie pretty easily, but that was with the 1st release of android 10 for the Note 9. I think the newest version of android 10 has a different bootloader. So you would need to unlock the bootloader before you can downgrade to Pie.

that would be because youre on bootloader 4 and thus can downgrade to the latest pie version on bootloader 4

I have buyed second hand an s9 note, wich was updated to android 10 Pie. I need call recording to work, i have call recorder pro, but as you know gogle removed ability to record calls. I want to downgrade to oficial oreo 8.0 or 8.1, but on odin 3.13.1 in download mode i get binary error ( bootloader locked). I can not understand policy that samsung fore user. If i have an pc and want windows xp on him, what is the problem ? If the phone has initiali oreo, why is forced the user to update and cannot revert back ? I am deeply disapointed about samsung methods. Why you pay past 1000 Euro (on release) on something that canot help you in the long run ? Why samsung dont listed to user need to revert back ? Internet is full of thread with this problem, is full of thread that promise to show how to downgrade to oreo but most of them did not work. I am not a geek of phones, i have some background in it repair shop, but that is all i know.
I need desperatly to get call recording, as i need in my daily work, tried more than 10 apps in the store none of them working good (only my voice is recorded and no asigned contact number)
Is there a way to officialy downgrade to oreo or achieve call recorder corectly in android 10 ? My phone dont have knox triped (any way is out of waranty). I fear to root because i use internet banking. If i go to a samsung service will be able to help me ?

Find some info that can flash without sboot.bin but i dont understand very well the procedure, plus in other tread state clearly that a v4 bootloader dont boot oreo,,, Seem lost in o much info

You are on latest bootloader so Downgrade to oreo is impossible once you upgraded to android 10.
One thing you can do is to root your phone and flash custom rom that supports built in call recorder in dialer app.
Alexis rom 1.4 has built in call recording feature so you can have call recording working with android 10.
But you have to unlock bootloader and install Twrp recovery to flash this custom rom.

Many thanks. Although i do not want in principle to rooting, seem that is the only way. I feel so cheated by samsung and google. I have some background in pc repair and here you can put whatever os do you like, my hardware my software. But this android makes me crazy, and hammer my liberty of actions. It is real unfair that canot revert to oficial rom, from the begining of product life, I am sory becouse maybe i had to make my leson before to buy this pretey device.

No it's impossible even to downgrade to pie because you are on latest android 10 bootloader 5 and pie is on bootloader 4 & 3 and oreo is on bootloader 1 & 2 so forget it.
And even if you downgrade somehow to pie the call recording will not work on pie either it's only work on oreo or earlier android.
Only way to get call recording is to unlock bootloader and install custom rom via Twrp recovery.

Some banking apps and samsung apps dont work with rooted phone such as samsung pay and some knox related apps but with magisk root you can hide root from banking apps .
If i ware you i won't risk to root my phone just to get call recording.
I rather buy a cheap used or any budget phone with earlier android and use as my secondary phone to get call recording.
But if you flash custom rom you will get lot of features that are not available on stock firmware.
The developers put lot of effort to make this roms and enabled lot of cool features that Samsung has disabled.

My phone is produced for Uk, i am in Romania now. Can i flash some firmware specific to my country or other country ? I read some info that some firmware for india for example have cal recorder permited or on call setings recorder. I see here an ofer for an note 9 new (128 /6gb ) for about 500 Euro. I prospect idea to buy this, maybe have oreo untouched and block the update (Sure....is very expensive - at 600 i see some s10 note 256 gb..)

Install samsung phone info. Most of the firmwares are multi csc. If I'm not mistaken, you could switch to other csc easily as long as your csc listed in the firmware. I'm not sure which csc(s) have call recorder though.
I myself with custom rom, so I'm not sure if stock has call recorder.
You can try flashing the Indian firmware as I too saw that topic on Samsung forums but there's no guarantee that it'll work. If not flash some custom ROM and it'll work then.

Problem is i am puzzled on tons of firmware on tons on country on tons of models, on tons of carier, Momentarily i dont understand very wel how is crosed. i like the universality of windows instal and linux instal . Why not these device are seed like simply computers and instal what ever we want, with drivers and like ?
If someone can sugest a step by step procedure . I am good to fallow the procedure but i have problem to choose files. (and files - is crucialy). I dont understand very well why my phone if buyed in europe , not work in india if the hardware is supposed to work ? This kind of restriction make me feel nervous and humiliated.

SOLVED
Finaly solved my problem, with help from some info and users on romanian softpedia forum.
First, download latest oxm firmware for your phone if exist (for my phone s9 note 8gb 512, exynos it is).
Second, flash phone with this firmware.
Last. Put an thailand sim in your phone, reset to factory with new sim (this make your phone to accept new csc). i have now (02, first, buyed from uk, rom, and thai). After that restart phone and change sim with your curent sim carier. If everything worked, native cal recording apear. As a plus, cal recorder pro working now behalf cal recording, wich is very handy, becouse it has a lot more options.
I am not a geek, but i was desperete, suficient to long time find a way to achive but worlds, a good phone and call recording.
