Yes, there's no SIM in the phone. No, there won't be until it's rooted. Or there's no way to unlock the bootloader.
This phone will replace an S7. I won't move stuff over until I know I won't be doing FDR's.
Have you tried it with a sim In it? Like you, I normally wait until it's set up to migrate the sim but I've run into this issue before and it's because it had been activated on another carrier prior. Give that a shot.
I did some checking on the IMEI and come back with unlocked, clean. I tried four checkers, and they agree. Except one site, for some odd reason, said I had a Samsung Pixel 5. Everybody else said Google Pixel 5.
Anyway, the phone's not tied any carrier - as expected.
I'm more than a little reluctant to move my S7's SIM to the P5. It's meaningless to the Pixel 5. I doubt it would ding the SIM to make it unusable in the (old) S7. Better safe than sorry.
I'm working through my WiFi net for what little setup I've done. To date, there've been no problems. I deliberately didn't finish setting up the P5, so I get complaints about that and no SIM- no surprise.
The sim has nothing to do with the ability to unlock the bootloader. If you buy a Verizon device I don't care what sim you put in or if you never put in a sim, you can't unlock the bootloader. I always buy Google devices and before I turn it on I put in my Verizon sim. OEM unlock is always active.. always! If you want flawless ability to unlock and root never buy a carrier branded device. Some make you wait until you pay off the device, some make you wait 30 or 60 days, and some like Verizon don't care what you do they'll never allow unlock.
So if you're worried then flip the OEM unlock switch and put in your sim and enjoy the device. I'm not sure what you're waiting for.

Your P5 is tied to something whether you know it or not. If you didn't buy it from Google, Fi, or another company as unlocked then it's tied to a carrier. Whether OEM unlocking is active has absolutely nothing to do with the bootloader being unlocked other than allowing it to be so. You've got it backwards, you're basically putting the cart before the horse. You cannot unlock the bootloader if the OEM is grayed out. If the bootloader is unlocked at some point the switch was active and the bl unlocked in fastboot. Just curious, where did you get the device from? If you bought it 3rd party someone sold you a bill of goods. If you got it from Google and the switch is not active then return it for a replacement.
Sorry, I'm not familiar with the S7. I do believe there was/is a way to bypass the security and get into download mode or something of the sort but I just don't know.

Activate Developer Options: Tap Settings > About Phone > Tap Build Number 7 times or until you see you are a Developer. Tap back > System > Advanced > Developer Options. Enable OEM Unlock and, USB Debugging.
Boot fastboot mode
Connect the phone to the Computer with USB cord.
Open a Command Prompt on your computer and type fastboot flashing unlock and press enter.
You should see a request for confirmation on your phone, use the volume keys to scroll and the power key to select.
Allow the process to complete and then type fastboot reboot at the Command Prompt and press enter.
When your phone reboots disconnect your usb cable.
Notes: After unlocking your bootloader, you'll see a warning: You will see this warning until, you relock the bootloader.
Do not relock your bootloader until you have returned the device to Stock..

That's not a catch-22. The first part of your statement and the guide is correct. You need to be able to toggle the OEM switch in order to perform the bootloader unlock. As far as the bootloader being unlocked first, that's false. It needs to be unlockable. The OEM toggle is the gateway to unlocking the bootloader. The carriers block access to that gateway. Verizon is permanent. Other carriers I believe can be temporary after a period of time. I don't know because I've never bought a carrier phone.

@bobby janow Open box from an eBay seller in Florida. I'd ask them about any possible carrier connection but I had problems with shipping (I paid for FedEx, they used First Class). Messy details like carrier connects? Hah!

Not much useful for identifying the phone's "pedigree" - the only info not shown relates to the SIM (no SIM, no info, of course).
@RBEmerson Unfortunately, unless you can determine which carrier it is on you are out of luck. If it's TM you might be able to call them and get it released and perhaps other carriers too. If it's Verizon then there is absolutely no hope to bl unlock. Are you sure the device has been paid off or are they on a monthly plan for 2 years? The problem with buying on eBay is that people are deceptive. They probably sold it as carrier unlocked which it very well might be. That has nothing to do with bl unlockable. When I sell a device I show a picture of the OEM switch as active so there is no mistaking it. You would have needed to specifically ask for that screenie from the seller.
Also know that even a Verizon device can be called unlocked legitimately. Google even sells Verizon devices. But they are not bl unlockable and that is a mistake a lot of buyers (and some sellers) make. If you want to root and unlock the bootloader then you'll need to get the info from the seller or try to return it to them. Or you can always sell it and buy one you want. Sorry to be the bearer of bad news but there still is a little hope if it's not a Verizon device.

The only way is to get that OEM switch active otherwise you are SOL. Just an FYI, I have 2 Pixel 5s. One I bought at the Google store and the other was bought at a Verizon store. They are both model GD1YQ. So your model ID means nothing in relation to where the device was bought or how it's branded. Check to see if you have a service called My Verizon Services under "settings-apps-all apps-show system" I just put in a Verizon sim and it shows up but I disable it since they can read my app activity with it active. But it might give you a clue, I'm not sure what that clue would be. ;-) You really need to contact the seller and find out where the phone was purchased. If you want PM me the eBay listing maybe I can root around (no pun intended) and even ask the seller about bl unlock as a prospective buyer. Also, what is the SKU on the box?
The box's SKU's GAO1955-US doesn't match what's listed on eBay (GAO1355-US). Google searches don't come up with a hint of an idea about the pedigree.
Sigh... there's a possibility this is a VZW phone, or maybe TM.

The listing specifically says Verizon - TMobile. They also have a return policy if you bought it within 30 days. You might want to take advantage of that.
Unfortunately, I'm square up against the wall for time. I'm moving from the S7 to the P5 to take advantage of BT 5.0 and the ASHA protocol for use with hearing aids. Having significant hearing loss, HA's are a must. While many HA's function without streaming and control apps, the newer units pretty demand it (good thing, but there are times I leave the phone behind or what happens if the phone's battery is dead).
Anyway, I have to get the P5 up and running like it happened yesterday. Exchanging phones is, at this point, a non-starter. Grrr...
Beyond that, how can I be sure that a phone, from any source, has an unlockable bootloader?

I would like to ask for help, since seems that my phone fall in a more locked state, a seems that is an issue that is starting to plague the Droid-3's models.
Well, the issue is, I bought a Droid 3 that came fine and with a Verizon SIM card, and activated. So I purchase an Unlock code on internet, in order to Unlock it for use in my country network ( I already unlocked succesfully others models in the past).
Well, the code seller sends me 2 codes as options for unlock, butin the first try both fails with my local SIM (following instructions), well, then I enter in a process of several tests with other option settings ( Changing Network to gsm, full resenting of the phone,etc), but aftera I almost sure was 10 attemps (I was 5 process in total, since I received 2 codes, so spend 2 by every stting that I was try), the phone reported "Dismiss mode" and since them the "Unlock Network" option was not available from the system and request for calling Verizon service.
So, I am not in USA, an neither have Verizon account, I am stuck with the phoen still network Locked and worst Locked also in "Dismiss Mode".
So, far, I would like to ask PLEASE some help in order to try to unlock the phone, since by now is almost bricked.
I also would like to resume the info that I found by my bad experience and related research in order to help avoid that others users may fall inthis locked state:
1) If you try to unlock your phone and the code is unsuccesfull, You have at the most a MAX of 10 times in total and if You reach 10 times, Your phone will be locked in "Dismiss MODE" and will be asking for calling to Verizon to try to solve and You will have to need a Verizon up to date account and in normal service.
2) The codes available in internet seems NOT ABLE to Network Unlock some Droid 3's and the issue seems in rising.
3)There is some info around about that Verizon change the internal codes of their phones, so seems that the Motorola provided code that some sellers offers seems that dont work.
Please, If somebody could help with a method or process to remove or pass the dismiss state, and some info about codes outside Verizon that really could work on network unlock, it will be very gratefull.

If you leave the phone on for 9 hours (if I remember right) on this screen, it will go back to 'enter unlock code' mode. But this is all you could do. Verizon tends to alter unlock codes for their global phones - this started with Droid 2 Global and now we see growing reports of same happening to Droid 3.
The thing is they do not want you to be able to use the phone if you are not customer of theirs. For now, your only chance is to have phone activated on Verizon on account that's postpaid and has been in good standing for at least 60 days. Then owner of this account can call and request unlock code from Verizon Global Support. If all conditions are met - they will give him/her the code free of charge. I know this might not be possible for you to do. I believe the only other way is if bootloader gets unlocked and somebody knowledgeable can thinker with the baseband image to overcome the sim lock.
There is also one more thing you could try, but it likely won't work very reliably - it is called "TurboSIM/Smart Unlock SIM" - a thin module that inserts underneath sim card in the slot and fakes the phone to believe it is engineering SIM inserted, thus bypassing the lock code. Those sell for like $5 on eBay, but as I said - phone might not work very reliably when these are in use

Well, by now I set the phone on with the original Verizon SIM inside, in order to look for the "Network Unlock Code" screen...
About this, I wonder, with some doubts... if there be possible that after around 9 hours the "Network Unlock Code" return, and if I do not have yet a proper code, IF I pass/dismiss the "Network Unlock Code" screen the phone will return to Subsidy status OR it may be remove the Subsidy status, and then, when I may get a proper code in future I was able to get again the "Network Unlock Code" screen again, OR, if I dismiss the "Network Unlock Code" screen, then the phone still will be in Subsidy status, so, the only way to reach again the "Network Unlock Code" screen will be put the phone ON for around 9 hours again?
The rest of the info is very usefull too.
Also, I wonder if somebody around here, may have the experience about made and complete succesfully a process of remove the subsidy lock with the Verizon service, and instructions, and in such case what could be the instructions that Verizon provides to a customer to remove the Subsidy lock in the normal way that Verizon does this.
And, of course, if some another good friend around have some additional help/info, it will be very gratefull.

Well, still Locked... :-(
However, found that the tip about remove battery for a while (around 10-15min) and turn on with out SIM, then turn off, put a SIM and turn on again remove temporarily the Subsidy lock, so the "Unlock Network Code"screen option will be available again (but also if You type an unlock code and fail, it will turn to Subsidy mode again, but again You could reset by remove battery and so on...).
By now, I ordered a Turbo SIM but will take around 3 weeks to come...
Any info about a Recent succesfull unlock with a code from a seller?... May somebody succesfully unlock a D3 with a code from ebay seller unlock_fusion in the past 2 weeks?...
I would like to try to buy such codes, but I am afraid that all the ebay seller may have the same database codes (not verizon database...), so may be the same codes that I already have for my IMEI, and that didnt work in my case...

damn happened the same to me. this is not nice. there should be a way to acces the portion of the memory that locks the sim card. if you can sbf, maybe you could acces it somehow.
Recently, as I have been lurking in multiple forums, I have been seeing multiple posts that owners of the Pixel 4 XL that they bought from AT&T, once the device has been paid off and the Sim lock was removed, the allow oem unlocking option was no longer greyed out. Can anyone confirm this is the case ? And can anyone also tell me how the unlocking process went after the device was unlocked through the AT&T unlocking portal considering there is no official unlock code that you need to enter in order to use a new SIM card ? Was there an OTA update that was pushed to the device that allowed the device to be unlocked ? Thanks in advance for the information.

There are no third party unlock sites for the Pixel 4 or 4, or 4 XL. You have to go through the carrier you got it from. And if you got it from Verizon, you may not be able bootloader unlock after the SIM is unlocked. T-Mobile and AT&T, once the device is SIM unlocked through the server, the device is bootloader unlocked.

Thanks for the response, I do understand that the service provider (AT&T) are the only ones offering the Sim unlock at the moment. I'm juts being optimistic about a third party or XDA providing this service or we will be able to crossflash like the LG series.
The Pixel 4 XL is not like a Samsung device, where you can cross flash. It's a pure, Google phone. The way the bootloader unlock is determined, is based off a IMEI check through Google's own servers. Not any other carriers. What has transpired is that Google has baked carrier locking directly into Android 10, and each carrier maintains a database of Google IMEI numbers. Once the device is paid off, the carrier moves the IMEI to Google's own unlocked database, the device receives a over the air update from Google, then when the device is rebooted the bootloader and SIM card lock will be removed. This has been confirmed in AT&T and T-Mobile at the moment. No word on Sprint yet, however the Verizon version seems to be locked permanently, unless you got lucky and got a unlocked one immediately upon purchase.

i can confirm, ATT unlocked my GP4XL
via ATT unlock request (web portal)
The request takes 24-48 hours as it is sent electronically via ATT to Google
unlike Samsung devices which usually are instant.
Call ATT and ask specifically for TECH SUPPORT (dont waste your time w/any other department)
With the GP4XL being dual SIM,
tell them you would like to utilise the Dual SIM with an additional line you have with another carrier, in which the phone is asking for the unlock code.
*** the phone does NOT have to be paid off ***
--- this is due to the device itself carrying the DUAL SIM hardware, they have to accomodate this feature.

Can you confirm that OEM unlocking is not greyed out in Developer settings ? Go to settings>about phone>build number and tap 7 times. Enter your PIN code then back out to settings, then go to system, developer options. Scroll down until you see OEM unlocking. Can you check OEM unlocking ? Or is it greyed out ?

Yes, the option for unlocking is available (see pix)
Your PIXEL 4 XL has (2) IMEI numbers (look on box)
The first IMEI number is registered for network use using a physical SIM card (currently for most)
The second IMEI number is registered using ESIM (electronic SIM)
In order for you to unlock the device via AT&T, you first have to switch over the phone to register using the ESIM.
This is where ATT is sending out a preregistred ESIM card that will be attached to the second IMEI. (the card itself is nothing but a card outlining network registration numbers, etc)
Once you switched from physical SIM to ESIM on ATT, then you can unlock the phone (of course still needing the unlock code) by placing a SIM card from a different carrier in the device.
With the device having TWO IMEI numbers, all carriers MUST oblige to any requests for unlocking for use of the second IMEI. With restrictions of course (like having initial service)
By law they have to. The device shipped with two 'enabled,' IMEI lines for network registration. So much so if they denied this option by law they would have to refund the entire purchase price of the device.
Now if the device shipped with the second IMEI disabled, then thats a different story.

Yes, the option for unlocking is available (see pix)
Your PIXEL 4 XL has (2) IMEI numbers (look on box)
The first IMEI number is registered for network use using a physical SIM card (currently for most)
The second IMEI number is registered using ESIM (electronic SIM)
In order for you to unlock the device via AT&T, you first have to switch over the phone to register using the ESIM.
This is where ATT is sending out a preregistred ESIM card that will be attached to the second IMEI. (the card itself is nothing but a card outlining network registration numbers, etc)
Once you switched from physical SIM to ESIM on ATT, then you can unlock the phone (of course still needing the unlock code) by placing a SIM card from a different carrier in the device.
With the device having TWO IMEI numbers, all carriers MUST oblige to any requests for unlocking for use of the second IMEI. With restrictions of course (like having initial service)
By law they have to. The device shipped with two 'enabled,' IMEI lines for network registration. So much so if they denied this option by law they would have to refund the entire purchase price of the device.
Now if the device shipped with the second IMEI disabled, then thats a different story.

No problem for the info. AT&T shouldnt give you any problems.

As I only just got my GP4XL, I myself am looking forward to see what goodies await.
Just digging into using the device now.
I am absolutely THRILLED that GOOGLE allows the PIXEL ONLINE PC TEXT MESSAGING. (as ATT just did away with their online PC -TEXT service)
and 10000x better !

If you fill out the request via the ATT web portal unlock (link)
they will email you the unlock code within 24-48 hours.
Once you get the unlock code, then you can start the process of contacting ATT to request to move your device to ESIM registration.

Gotcha. So just to be clear, you had to enter an actual unlock code into your ATT Pixel 4 to unlock it? Like when you popped in a SIM from another carrier it asked for a unlock code that you had to manually enter?
And once the device is unlocked, why bother contacting ATT to move the device to ESIM?

Well in my experience. I told the att rep I wanted to use the dual SIM feature and needed to be sim unlocked. They started me off with a e-sim. When I get it in the mail I'm gonna set it up, then I'm gonna request the unlock code. I made it half way through the process. Hopefully I don't get held up on the unlock code.

I have recently purchased a Pixel 4 XL, in order to root it I have enabled USB debugging however the option of OEM unlock is greyed out, that means I won't be able to unlock the bootloader.
I want to root my phone in order to install Substratum themes, Please help me and let me know how I can enable OEM unlock option on my phone.
I have updated my Pixel 4 XL with latest MAY20 system update.

My phone is not network locked phone, I have a Sim unlocked phone.... Only issue is Developer option is greyed out and I want to enable it.
It really depends on your carrier. If you bought it directly from Google (unlocked or Google Fi), it should be available without contacting anyone. I've heard that it might not be available until it has been activated for a few days with service. Otherwise, I've heard that you may need to fully wipe all user data before it becomes available. The process of OEM unlocking will wipe all user data as well, so you must be prepared for that eventuality.
If you did not get it from Google, the waters become murky and your success will vary.

If you bought a Pixel 4 XL with a unlockable bootloader, use this Guide to root.
Most Pixel 4 XL that are purchased from Carriers with the exception of Google Fi are not bootloader unlockable.

You aren't providing much useful information to solve your problem in your OP. Post a screenshot of your bootloader page, and what are the first two digits of your IMEI's. If you have already 100% WIPED your phone, skipped through setup and gone straight to dev settings with an active Wi-FI signal and get a greyed out OEM unlock , you will likely never succeed because you inadvertently purchased a bootloader locked phone. SIM unlocked definitely does not equal BL unlockable.

Remove SIM, factory reset from recovery, initiate setup enabling Wi-Fi, proceed to dev settings and check "Allow OEM unlocking". If you have completely wiped the phone and OEM unlocking is still greyed out, then your phone is bootloader locked and there is no workaround.
I downgraded my p40 lite to lowest version of emui...
which is 10.0.1.108 and oem unlock option appeared but its grayed out and I took advice from the guy in this thread that said call them and tell them you are developer and you need it to install android 11 and they were like oh ok then will figure this out and give you a call hahahahhaahahahhahah awesome dude it worked

I saw there is a tool created by skyemie on github that uses bruteforce method to retrieve the unlock code so if they fix my oem grayed option then I will try that and give you all update if everything worked.
Just a FWIW: I bought two phones from Google directly and returned both since OEM was greyed out on both. Third try I purchased one off Swappa and it worked. Something to do with the IMEI... Search for posts started by me.. It's a looooong thread.
If you got your pixel from Verizon, just call them and say that you're a developer and you need OEM unlocking. They'll need your IMEI and Verizon account number tho to check that you're the owner. If you got it second hand you may have to contact the person you bought it from.

Do you have a source for this? The only official answer I've seen is that Verizon has no process in place to enable OEM unlocking. It's actually baked into the ROM.

I did it. I saw someone saying that calling T-Mobile does the job so I just decided to call Verizon too and it worked.

Well, that's interesting. What exactly were the circumstances, and how did you get unlocked? Such as, were you using the phone on the VZW network? Did they push a software update or something?

From what I know, by the moment you install a Verizon SIM on your pixel, it becomes a Verizon phone. How they do this is that they'll add your phone's IMEI to their database, and until it's deleted from their database your phone will be a Verizon phone. You can check that by trying adding an eSIM, if it says anything about Verizon at the QR code step, you know it's still bound to Verizon.
I think the mechanism of checking if the phone is bound to any carrier is baked in the ROM, but not the information itself. I do see people saying that it needs time for the records to be propagated after they've removed you from their database, but YMMV.

The ONLY thing I did is to call them, tell them I am a developer and I need OEM unlocking, and provide the information they needed. Hope this answers your question.
I've called Verizon 6 times and talked to several reps and no idea what I'm talking about. I was even sent to 2nd tier and nothing. The 2nd tier rep said he's worked at vzw for 8 years and has never seen or heard of this happening. So I find this whole thing hard to believe.
I am just providing my experience, and maybe someone will benefit from it. I came across this thread when I did my research so I thought I should share it here too.
If more details may help, I called them with the number 800-922-0204, on Oct 27 9:48 AM, the time I spent on the call was 36m4s (30m or so was waiting on the line), and I was on Fido network (Canadian).
When the system asked me about my area code or something like that before they connect me with a human, I both entered # key, and also chose something like I want to be a Verizon customer.
That's really all what I did, and I got it done on the first try. This was my first time calling Verizon, so I don't know much about 2nd tier or what not, but that's all I wanted to share here.
hey guys I know I'm not in the right group but I've been looking at Any Pixel related posts to try to get OEM unlock and came across some options using dialer code *#*#0702#*#* which is ims setting, sim provisioning and a lot more in which are editable. could we find something to do with network unlock in those settings? I'm attaching screen shots of this find. I'm very limited in knowledge as this is my first pixel. oh and Btw I have the spectrum mobile variant of the Google pixel 7 pro. I have always been under the assumption that pixels were able to be flashed with official firmware without bootloader unlocked, but apparently pixel 7s have to have network unlock at least to enable OEM unlock toggle to flash official firmware even with the Android flash tool. if anybody could shine some light on this for me I would greatly appreciate it as I have never been able to come across this type of information before on any other device
I bought a second-hand Verizon phone and custom service says it is locked to a Verizon account so it can't be used on any other SIM, even though the IMEI shows it is technically network unlocked (and they also confirmed it is network unlocked). I was thinking about rooting the phone and flashing it with new firmware, does anyone think that will remove the Verizon account lock since it is not network locked?

just test it with another sim in it, you won't be able to root it in very high likelihood so just using as is pretty your only good choice (that doesn't involve selling it again).
a Verizon phone is the worst phone to buy as they never allow bootloader unlocking, so no root or anything else besides stock.

I recently bought a Pixel 7 from a carrier (Visible, a sub-brand of Verizon), risking being locked with stock OS for a hefty discount.
Surprisingly, I managed to successfully turn on the OEM unlock.
Now with the OEM unlocked, how can I make sure the device will not lock itself, for example after another factory reset?
I want to fully update it and use it with stock Android to test it for a week (to see what I'll be missing if anything) and switch to GrapheneOS.
Would that require somehow reflashing the bootloader?
I just want to make sure any Visible / Verizon modifications (underneath the android) are no longer in place and I'm not risking being OEM locked for good.
(Basically make it as close to ones bought from Google store as possible).
I'd appreciate any advice or guides hot to properly sanitize the phone, or what should be my next steps,

Visible specific info [skip reading if does not apply to you]:
Unlocking was supposed to be possible only after 60 days of using the device in the network (I wonder if that would work with no issues, I'm sure their customer service would not be very helpful), so IMMEDIATELY after I got the device:
- I turned it on and followed the most offline setup possible (no SIM, no WiFi, no password setup)
- I opened settings (OEM was greyed out)
- Restored phone to factory settings
- Plugged in T-mobile SIM (disabled mobile data beforehand)
- Turned phone on and followed offline setup
- OEM still greyed out
- Connected to WiFi
- I was able to OEM unlock
Probably most steps are unnecessary and what is the most likely is that Visible forgot to lock the device, but I did not want to miss any chances, doing what I could to bypass the OEM lock.
Hope this info helps someone in similar situation, but remember your phone might come locked and you might need to deal with not very useful Visible customer service after 60 days.
@eksitus Why not just unlock it now? It'll still be stock with some minor issues regarding security stuff but if you're going to load Graphene anyway what the heck. Once you have the OEM switch active and toggled to allow unlock it will not revert back. So whatever you decide to do will have no effect on the ability to unlock. As for the steps you took the only one needed was to connect to Wifi (the internet) in order to make the switch active.

I've heard that carriers have ability to lock the phone with their SIM card (but feel free to educate me on that).
So is there a chance they would proceed with the lock when they detect Pixel connected to their service?
Is there any way to prevent it (by modifing the currently unlocked system)?
Do you know if Graphene prevents carriers from locking the device, or if by reflashing the phone with stock Google Android would deprave them from this ability?

I guess they can do whatever they like but I've never heard of a carrier changing the OEM toggle to inactive once it's active and flipped. The way I read it is once you connect to the internet it queries the carrier with your IMEI and that will determine if the switch is active or not. I'm not sure anyone knows for sure but that's pretty much the common thought. But back to my original question, why not unlock now that you can? It won't hurt that much, perhaps a banking program or two might give you trouble but you probably don't use those if you're concerned about privacy and using Graphene.

Since you were able to easily toggle the switch I wonder if your Pixel was carrier locked to begin with. It definitely doesn't sound like a typical Verizon phone.

I'll for sure install the Graphene in a week or two, but first I wanted to test the original system beforehand to see what features I miss and what features I gain (out of curiosity). For example I wanted to test whether the camera (app) quality is similar, or does the battery drain slower/faster.

Bought it from the Visible store, as they offered a massive discount ($600 -> $400) for certain users who needed to upgrade the phone to use their new network (which was a lie, but the discount was too good to pass).

It will mean nothing. I have an unlocked Google device and I put the Verizon sim in at the start of setup. OEM unlock will always be active no matter what I do or which carrier I ever decide to go with.
