I would like to ask how to set my blinkfeed to mobile data and wifi instead of WiFi Only. When i go to the setting of blinkfeed, in the auto refresh, its only wifi only, and the button is disabled. Any trick on how to enable it?

Actually I just noticed that my auto refresh is also grayed out... in my case it's set to "Using mobile data or wifi" but the button itself is gray and not selectable so I can't change it! I wonder how that happened...
It would be nice to be able to change it... I wonder if this has anything to do with changes to "Accounts and sync" recently made to deal with my invisible exchange account problem which is now fixed... maybe related.
If anyone else has seen this, please post.

I just needed to enable Auto sync under "Accounts and sync"... now I can select the auto refresh option for blinkfeed and also no more "weather data not available" message either...

Screenshot or it never happened lol .. Seriously though, I have no options for anything to do with Blinkfeed in my Accounts & Sync section

I'm talking about the "Auto sync" toggle at the very top of the "settings -> Accounts & sync" page... meaning after you first tap on Accounts & sync, look at the very top area and make sure that "Auto sync" is checked -- meaning set to "ON" with the blue color showing as switched on.
It applies to all accounts -- meaning it's not "Blinkfeed specific", but yet it appears it must be checked in order for Blinkfeed to auto-update properly.
It's right above the text that says "MANAGE ACCOUNTS" in small dark gray capital letters on the Accounts & sync page.
That's what "turned Blinkfeed back on" for me.

Ye, the settings for blinkfeed are in the app itself, where you select topics and services but I thought you had it show up in accounts and sync from how you wrote it lol .. The no weather data available and my location bit really annoy me because often my data isn't strong enough or if the phones been asleep, that it often says this on the lockscreen and on blinkfeed until I manually refresh or turn wifi on ... Probably the one thing I hate about stock because if you don't use data or weather etc you have no way of stopping it showing that which bugs me to say the least.
in nokia lumia920 rom, we can find a full list of customizable reg settings:

i think these settings would be avilable except some contains “nokia” exclusive string.
how can i renove the annoying "Mobile data is disabled" without xposed? I don't want the warning showing up every time I disable data.
You can do it by XPhonePlus, a Xposed Module for Xperia Z3C. You have to check "Hide icon on data state changed".

First of all I have the chinese variant. So I don't know if the settings are a little different than on the global variant.
On Oreo I found two different battery settings.
The first one is in Apps¬ifications - See all apps - select an app - Battery - Battery optimization. If the developer adjusted his app for Oreo battery optimization, you can select this. In some cases you can also activate "Background activity" here. I have no idea what these settings mean exactly and how they influence background sync and activity.
The second settings are in Battery - Background activity manager. There you can active "Auto Active" and "Lock Screen" per App.
So let's talk about my issue. If I set "battery optimization" in the first settings, it will disable background sync in the corresponding app. For example I open Google Calendar, active sync there, close the app. Open it after maybe 30min it will tell me sync is disabled. Also with this setting I won't get any Whatsapp messages if the app isn't in the foreground.
If I activate both options in the second setting it will work. What I don't get: With some apps these options change the first setting. Some apps stay at "battery optimization" and some apps fall back to "not optimized"
However I think with these settings the apps use more battery.
Anyone tried these settings? And tested the different possibilities?
Why is it so hard to do battery optimization and still get push messages in Gmail oder Whatsapp? Why I have to manually change settings to get this working?

Obvious step is to set every possible app to battery optimization mode (that's your first one). It's not possible to turn this on for every app (some simply needs to stay on all the time). Battery optimization doesn't disable sync for apps immediately, but only when device is in deep sleep. Also u can blacklist some of them (that's your second option) which drain more battery even with optimization option turned on. Try to blacklist apps which u don't use so frequently and u don't need to check for notifications so often.
I use those settings, keep few apps that need more of my attention, rest is blacklisted.
