I bought a device from ebay and shipped abroad (outside US), the IMEI and serial number states that the device is unlocked on Google's website , but when I received the device and inserted SIM it says that the device is locked under Xfinity and I need to contact the customer service to unlock it, contacted the live chat support after lot of tries in different days one of the agents told me that he check the IMEI and the device is not locked, and adviced me to try to call the customer support, after a lot of international calls, couldn't reach to anything cause I don't have account.

I have a Verizon pixel 4a 5g beginning with IMEI numbers 53 as well, except I bought it new and never paid it off. A few days ago on the latest Android 13 update, I used the app hail to freeze all of my carrier apps, as I typically do this to remove any bloat, and since I couldn't use a SIM in the phone anyway since I stopped paying for it it didn't matter if I affected any apps related to service. It must be specific to the latest update, but I disabled every Verizon branded app and every app with the name carrier on it, but I did not disable or freeze the device setup / work config app because it is responsible for several things, such as the OEM unlock switch which is expected to always be grayed out. Well for some reason, this time and I'm convinced it's related to the latest update.... After freezing those apps, not even rebooting the phone, OEM unlock was suddenly able to be toggled and now I am rooted and using a T-Mobile esim on an unpaid off, Verizon pixel. This is the only advice I can give you, download shizuku and set it up because unless you have root you cannot freeze apps with hail. You have to run it using Shizuku. It can't hurt and it's worth a shot

I sent my phone to the Samsung repair center in TX to fix the memory card slot problem.
After a week they sent the phone back to me, and Of course the phone is back to the original settings
When I turned on the phone and inserted my T-mobile Sim card, the phone is asking me for the network
unlock code, so I entered the same code that I used before and it is not working ...

You probably didn't get the exact phone you sent them. They probably sent a different one. Check for an old receipt, or the original box for the imei code. See if it's different then the new one. It most likely is. If it is, you will need to obtain a new unlock code.
I checked the IMEI number and they matched
I also thought of that it might have to do with the unlock code
so I ordered another Unlock code from a different site
and it turned out to be the SAME Unlock code from the other site !!
Yes there's only 1 unlock code per imei. It doesn't matter where you obtain the code, it will be the same.
I hate to tell you this, but you'll need to contact the warranty dept and probably send the phone back. Again :'(

No I don't believe it to be related to region lock.
Check one more thing for me please. Verify that the imei of the phone is what you believe it to be. Open settings and in "about phone" check under status and verify the imei is what you think it is. You can also Press * # 0 6 # on your keypad, Press 'Call' or 'Send' as if making a call. Your IMEI number will be retrieved and displayed on your screen.

Well after reading that I'm amazed. I believed region lock was based on where you lived and used the phone. Like a person in Europe couldn't use an at&t phone overseas until it was used in the states. I was unaware a person in the U.S. had to do the same if they were using it in the U.S. but with a different carrier. My apologies.
You wouldn't happen to know anyone on at&t would you? Maybe a Samsung rep in bestbuy can help you with borrowing an at&t sim and making a call or 2 on your phone.

Also Samsung is telling me that "as you have unlocked the device from third party site , and this is not considered as official unlock for the device"
I might bring the phone to bestbuy and let them check it out.. since the phone is still under Warranty
There's defiantly something wrong if an at&t sim doesn't work. Are you the original owner? If not do you know the original purchaser? It could have been blacklisted.

The phone is working Fine with an ATT sim card, it has signals
it is just that it is not working after I inserted my tmobile sim card
and entered in the unlock code... So the imei should be fine !
I believe you need approximately 5 to 15 minutes of use on an at&t sim card from my previous readings of other user experiences.

However, when I put a t-mobile card in, or a European SIM, and restart the phone I don't get the 'Enter network unlock code' dialog. After the OTA update I do get Sprint OMADM notification about trying to register the phone on the network, but since I don't have a SIM plan it fails. Do I first have to have the phone running registered on Sprint (or MVNO?) and then can switch to another carrier?
Also, when I go to at least two unlocking services online, and enter the make and model of the phone and IMEI, I never get an e-mail with unlock details and the form submission button just keeps saying 'Please wait'.

For Sprint's registeration/activation nag, have you tried disabling the responsible packages using an app like Package Disabler? If not, do that and see if still getting the unlock message. Worst case it will at least take care of the other nags. If you still get the unlock code message then try contacting Sprint to unlock. If you go 3rd party service, I've used cellunlocker dot net before.
i found samsungphoneunlock they unlock my note 8 from sprint via remote connection, someone has connected to my laptop and i follow some instructions and they unlock the phone for me..they told me sprint phone do not ask for code..i hope this helps..cheers

I negotiated a Galaxy Note 8 (SM-N950F/DS) through a site of collective purchases in Brazil, with invoice and all the accessories.
I did all the tests in the device and I decided to buy it, because it seemed reliable.
The device already had the factory settings, but with Android 7.1.1.
I activated automatic update in order to upgrade the android to 8.0.
I received the update and installed it. When restarting the phone, I started the settings normally, I was able to configure the Samsung Account, but when I was starting the configuration of the Google account my phone blocked.
After trying several unlock passwords, I made contact with SAMSUNG which instructed me to send the device for local service.
When I arrived at the service it was verified that my device had "transport block" and who is responsible for unlocking the device is the store in which the device was purchased.
I went to the store that was described in the purchase invoice and there informed me that the store does not perform any kind of unlock or block, so I could not solve the problem.
After several discussions with Samsung and the store, it was verified that my invoice was exchanged and that it was possibly not true.
It was from there that I realized that I was deceived by the seller of the device, because when I try to contact him, my calls do not complete and he blocked me in the social networks.
The only information I have about him is his name and the phone number that should have already been discarded.
Anyway, I realized that I would have to try on my own. Because of this, I am doing this post. I apologize for the long text above before passing the technical information, I had to explain what happened, because I do not want to pass as a thief.
After doing several research I found that the lock was being triggered by RLC.apk which is located at "/system/priv-app/Rlc/Rlc.apk" in stock firmwares.
I found an instruction that guided to freeze the performance of this app with application Ice box v3.1.9.1.
I tried the instruction, but it did not work on devices with Binary 4 (which is my case). The device continues to locked.
I talked to some technicians who told me that this is a block known as SEDA_LOG or DNP 0001. There are some companies that unlock remotely, but it does not have support for Binary 4.
With rom COMBINATION I can use some applications installed by adb, even my data network works perfectly.
The IMEI is normal, unlocked, and is out of the blacklist.
Other information is that the RMM State is Lock, FRP ON, OEM LOCK ON.
Also, when the lock screen appears a few times the message "Silent Log is not allowed for commercial version, please get the EM token".
Through the Samsung Account I can make the phone ring and even locate it, but it does not unlock.
Some failed attempts:
- flash a rom from another region (the device region is ZTO, I tried O2U)
- wait 7 days for the RMM State to disappear (not disappeared, continued locked)
- freezing the RLC app
- enter several PINs to try to unlock.
- login with my samsung account on rmm.samsung.com to try to unlock rmm, but I can not access.
If anyone can help me, or can guide me in what to do, I am very grateful.

So I bought a Sprint Note 8 (SM-N95OU) that was unlocked from eBay over a year ago. We use T-mobile for our service. Everything was going good until the phone would no longer boot up due to draining all the way to 0%. Called Samsung and they did a free replacement outside of warranty.
So now that it's been repaired it is UICC SIM carrier locked.
Under UICC unlock it says "your device is locked to Sprint SIMS only." A message pops up and says to contact sprint. I contact sprint and give the IMEI and they said I have to contact the owner. I assume they never unregistered it from their account.
Is there anyway we can go back to using the phone? I mean we paid for it and feel like we own it but according to the software it does not seem to be the case. Lol.
Will putting a Sprint SIM in unlock It? I notice it doesn't ask for a pin and I think I read they are unlocked via a signal. That signal would have to be resent or would communication on the Sprint network alone unlock it. Not sure If somehow it will know to unlock itself once it connects to sprints network?
Anyway any help or direction is appreciated. Not sure if I need to sell it to a Sprint user and get a different phone now.
Well I just paid somebody on eBay 10$ to unlock it. So far so good.

Which that department is a joke in and of itself but the actual solution to my problem was just to insert an active Sprint SIM card into the device and then have them unlock it.

I purchased a paid off verizon s21 ultra that was suppose to be unlocked but after i put my tmobile sim into it works for 5 minutes perfectly then an error pops up saying unable to change carrier call verizon customer support. So i did long story short i got no where. So i filed an FCC complaint and got in contact with a verizon executive and he got in contact with who i bought the phone from and they provided all the paperwork proving it was paid off and he reprocessed the unlock request and said it will now for sure be unlocked and it didnt unlock so i contacted samsung like he said for me to do if it didnt so i did and they told me to wait 48 hours for it to process. 48 hours later guess what its still not unlocked so i call samsung back and they said verizon still hasnt released it supposedly and there is nothing they can do and i need to go back to verizon. Im stuck in an endless loop of verizon executives telling me to call samsung and samsung telling me to call verizon.
What is there left for me to do now? This is stupid why is it not unlocking... The only thing that i can think is left is that the phone is flashed with stock firmware and not verizon firmware to remove the bloatware. But that seems like it shouldnt matter. Also the phone never asks for an unlock code it just says call verizon customer service.
It's more a Verizon lock horror, not Samsung.
Flashing other FW won't solve your issue.

First, did you verify that the unit is paid off?
Second, do you know anyone that has verizon?
Don't know if it will work, but I would try flashing the unit back to stock Verizon firmware and finding someone who has a verizon sim card.
Verizon units kind of unlock on their own. It is troubleshooting I would try because I do not believe the unit will unlock on U1 software on its own. Once it can get unlocked then flash back.
I suggest someone who has a verizon active SIM as it may help in it unlocking even though you can connect through WIFI

The verizon executative said it was guaranteed paid off and he unlocked it remotely again. But it does have u1 firmware on it im guessing i need to use frija and download the vzw firmware? And will another unlock request need to be processed again? And none of my friends have verizon due to how much of a ripoff they are lmao but i can have another verizon demo sim put in at another verizon store. I feel like i would have to file anpther fcc complaint just to talk to another verizon executive.

I believe for it to be unlocked or at least go through the process, the verizon U package is what I would flash, but you may be in a little bit of a issue if you don't have a verizon SIM on hand, even if not activated.
There are multiple ways to get it to flash back to U. I would use a patched ODIN and just flash the appropriate files from somewhere like samfw.com
If he sent out the remote unlock, it is very possible that once you flash back to U verizon package and connect to WIFI and go through the setup process etc. It may just unlock on its own. If you do not have a Verizon SIM card, leave your SIM out of the phone while going through the initial setup. You will need WIFI.
I would start with a clean flash just to be safe.

Verizon firmware has an app called "Network Unlock". Perhaps at the 60 day mark, the phone automatically unlocks. However, if on the unlocked U1 firmware, there is no framework to remove the lock. It'd be interesting to see exactly how the Verizon unlock process works.

It is somehow tied into their U package software and I am assuming unlocks it at the modem level in background processes. It's like the "signal" they send out can only be detected on their U package. I've seen it many times where Verizon phones automatically unlock themselves when restored to original package from U1.

I can confirm this works on my s21+ that was on verizon network, and was supposedly networked unlocked. Service carrier software said vzw/vzw, vzw/vzw. Tried to switch to tmobile with no luck with sim card swap. 5 minutes, error message about cannot which carriers, please call Verizon. Was on SM-996U1. So I tried to flash to SM-996U1 TMB, then SM-996U1 VZW, then, SM-996U1 XAA. No luck. Then I flashed, hesitantly, with SM-996U VZW . I thought that would put all verizons bloatware on it. Reseted phone and it did put all verizon bloatware on it. Then the magic! I installed my new tmobile sim, and a message appeared and asked if I wished to switch carriers. YES!!! phone rebooted to tmobiles network with no verizon errors. I checked service carrier software and it was TMB/TMB, VZW/VZW. I flashed phone again to SM-996U1 XAA. I rebooted and service carrier software was TMB/TMB, TMB/VZW! I then checked for software update, took update, and all it good! Thanks for all the information here. Took me days to find it and understand it and try it!!

Does your device boot up Verizon and have all the Verizon apps?

From my experience, Verizon phones will not unlock unless on the U package, the U1 never allows the unlock to be processed.

It does not boot up with Verizon but it does have a few Verizon apps included (it has Call Filter and Digital Secure) installed. The current version of the software is G991USQS6EWD5. Service provider version is SQOMC_SM-G991U_OYN_SPR_13_0020 SPR/SPR,SPR/VZW.

Are you using this phone with Verizon service? From info you provided, your phone thinks you are using Sprint. It's a SPR CSC. You need to change the CSC to VZW. You need to bring the phone back to it's original state for any attempt of the unlock "processing".
