In my case I had to take it ON and connected to Internet for *exactly* 7 days to have it enabled.
There are some workarounds indicated in some other threads, BUT I don't know of they really work or not...

Yes, I can read it.
This phone has been locked by find device for the account 178****405, cannot be unlocked.
What it means is that you need to login the Mi account (178****405), and disable find device for this phone.
I'm having this parameter error when adding the account to unlock, I searched for several sites and I didn't see a solution. already removed the account, activated find device, deactivated and nothing worked

Yes you may already toggled on OEM unlocking in developer settings.

Remove your account and then again login and turn on quick sync under xiaomi cloud.
If this doesn't works, restart your device and repeat this process
Even if this doesn't work use Mi unlock bypass OTP
It will immediately unlock the bootloader
Disable Find My Device in Security settings and try again

Yes it works to unlock engineer mode, this is not the same as having bootloader unlock though.

i have t-mobile (network unlocked) Samsung Galaxy 8. Would like to install custom rom. But "OEM Unlock" is not present under developer settings.

Why don't you show a screenshot of your Developer Settings with the missing OEM Unlock...? It might illuminate the problem...
